******UNDER NEW MANAGEMENT******

Job Title: Clinical/Executive Director – Intensive Outpatient Program (IOP-SUD)
Location: Taos, NM

Reports To: Board of Directors

Position Summary

The Clinical/Executive Director provides oversight and leadership for all operational and clinical aspects of the substance use disorder (SUD) Intensive Outpatient Program (IOP). This position ensures compliance with New Mexico Medicaid (MAD) IOP standards under N.M. Admin. Code §8.321.2.26, Joint Commission (JCAHO) accreditation standards, state behavioral health regulations, and all applicable ethical and clinical guidelines. The Director oversees an interdisciplinary team and serves as a key liaison between executive leadership, payors, regulators, and community stakeholders. This position is on-site five days per week to ensure clinical integrity, staff support, and program excellence.

Key Responsibilities

Program & Regulatory Leadership

Oversee all day-to-day IOP operations, ensuring compliance with JCAHO and New Mexico Medical Assistance Division (MAD) regulations for SUD and co-occurring disorder programming.
Maintain compliance with N.M. Admin. Code §8.321.2.26, including evidence-based practice (EBP) implementation, program outcome measurement, and appropriate documentation standards law.cornell.edu.
Ensure consistent adherence to ASAM Level 2.1 criteria and oversight of treatment planning for individuals with moderate-to-severe SUD diagnoses.
Lead site audits, reviews, and JCAHO survey preparation; coordinate Corrective Action Plans as needed.
Ensure confidentiality and security of all clinical records in accordance with HIPAA and 42 CFR Part 2.

Clinical Supervision & Quality Care

Provide direct supervision to independently and non-independently licensed clinicians per state RLD board standards.
Oversee assessment, diagnosis, and treatment planning to ensure integration of both SUD and co-occurring mental health services.
Develop and implement protocols for crisis intervention, relapse prevention, MAT (Medication-Assisted Treatment) coordination, and evidence-based interventions such as CBT, DBT, and motivational interviewing.
Facilitate case conferences, clinical reviews, team training, and continuing education on emerging best practices.

Program Development & Outcomes

Monitor fidelity to approved EBPs and ensure measurable program outcomes through continuous quality improvement (CQI).
Utilize outcome data (e.g., retention rates, relapse data, satisfaction surveys) to evaluate service effectiveness as required by N.M. Admin. Code §8.321.2.26(A)(3).
Partner with billing and compliance departments to ensure accurate and timely Medicaid documentation and reimbursement.

Administrative Leadership

Manage personnel functions including recruiting, performance evaluation, and staff retention.
Oversee budgeting, grant compliance, and operational reporting for executive management.
Serve as community spokesperson for the IOP, fostering collaborative relationships with hospitals, courts, and community-based providers.

Qualifications

Master’s degree or higher in Counseling, Social Work, Psychology, or a related behavioral health discipline.
Independent clinical licensure in New Mexico required (LPCC, LCSW, LMFT, or licensed psychologist) with board-approved supervisory status.
Minimum 5 years clinical experience, including 2+ years in SUD program leadership and supervision of interdisciplinary teams.
Demonstrated familiarity with ASAM criteria, Medicaid managed care policies, and JCAHO behavioral health standards.
Strong analytical, leadership, and organizational skills with ability to manage multiple priorities in a fast-paced environment.
Experience with MAT services, co-occurring disorders, and culturally responsive care preferred.
Bilingual (Spanish English) proficiency desirable.

Work Schedule

Full-time, on-site Monday–Friday at IOP facility.
Occasional evening or weekend availability required for staff meetings, emergencies, or compliance events.
