Minimum Qualifications:

- Ten (10) years of experience in a construction or maintenance

- Advanced Education: Construction Management, Business Management or Related Field
- Experience and confidence reading plans
- Experience in solving design/construction problems
- 10 years of experience estimating construction projects

Job Description (Task, Duties, Responsibilities)
- Build/modify Construction Schedules
- Provides customer with quotes on projects timely and efficiently.
- Builds strategic alliances with building and maintenance managers, project managers, and inspectors.
- Serves as coach and mentor to field
- Is available to construction managers, project managers, and safety/mechanical/architectural/electrical inspectors for consultation project issues
- Analyze blueprints, drawings and other documentation to prepare time, cost, materials, and labor estimates.
- Provides communication among all parties to address issues related to customer requirements, weather concerns, logistic needs, crew strategies, equipment selection, materials availability/delivery, and personnel assignments
- Key contributor of continuous improvement in evaluating methods and processes for bidding work, equipment needs, material-deployment, crew size, and scheduling needed to successfully conduct multiple projects
- Supports staff by providing constructive feedback and solutions with equitable results
- Serves as a resource to PM’s when corrective action is necessary to ensure projects are not compromised i.e. scope, budget, and schedule.
- Evaluate bidding processes and administers a continuous improvement approach to project management activities
- Interacts with customers, contributes to refinement of concepts and processes needed to meet key customer requirements
- Reads and provides comments to customer's technical work documents
- Confer with engineers, architects, owners, contractors, and subcontractors on changes and adjustments to cost estimates.

Work Environment
While performing the duties of this job, the employee is occasionally exposed noise level in the work environment and job sites can be loud. The employee may need to visit job sites where extreme weather may occur. This extreme weather includes, but is not limited to at or below freezing temperatures; temperature may exceed 100˚, wind, rain, and snow.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and move up to 35 pounds alone, and team lift up to 70 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type/Expected Hours of Work
This is a full-time position that typically involves 40+ hours a week. Due to the nature of the job, the employee must be available early/late hours to deal with issues that may arise.
Federal Background Check
Applicants may be subject to a Federal background investigation and then must meet eligibility requirements for access to classified information or matter. Candidates may be required to obtain and maintain a DOE L or Q Clearance.
The decision to grant or deny an individual an access authorization is based on a review of information that he or she supplies and information that is gathered during the background investigation. All of the information, both positive and negative, is considered against a set of adjudicative guidelines which are promulgated by the White House as implementing documents for Executive Order 12968. Each guideline covers a broad security concern, the issues which may arise under that concern and the information which may mitigate the security concern. Personnel security specialists receive training in making decisions based on the guidelines and must document what they considered in deciding whether or not to recommend granting an access authorization to an individual. Information concerning the issues that are considered under the adjudicative guidelines can be found in 10 Code of Federal Regulations 710 (10 CFR 710), which outlines DOE's criteria for making access authorization determinations.
