The Bureau of Health Emergency Management (BHEM) develops and implements emergency response plans for NM DOH to fulfill the State¿s Emergency Support Function #8: (Public Health and Medical Services). NM DOH is the responsible state agency for the protection of health when an emergency occurs in New Mexico. BHEM trains health and medical partners, and other stakeholders on response protocols and plans, including the National Incident Management System; is the lead program for ensuring public health and medical programs are integrated and aligned with other entities and programs including environmental health programs, law enforcement, the Department of Homeland Security and Emergency Management (DHSEM) and other state departments critical to the state¿s response; assesses the state¿s ability to respond to emergency events relating to the medical needs of survivors; and, is responsible for the rapid receipt, storage and distribution of the Strategic National Stockpile (SNS) in an emergency which includes the activation of the Department Emergency Operations Center (DOC), and the integration of various internal programs and external agencies.
Why does the job exist?

The purpose of the Emergency Management Exercise and Training Coordinator is to develop, conduct, and evaluate emergency management and public health exercises and trainings for internal and external stakeholders including hospitals and other members of the Healthcare Coalition, and those from local, State and Tribal government agencies. The position will focus on strengthening local and regional capacity and capability through testing and validating plans and policies through exercises. The position will focus heavily on meeting requirements of various grant cooperative agreements and ensuring comportment to the principles of the National Incident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP).
How does it get done?

Reporting to the Training and Exercise Manager, this position will primarily assist with or independently design and conduct exercises using the principles of the Homeland Security Exercise and Evaluation Program (HSEEP) that are offered by the Training and Exercise Unit, the Healthcare Preparedness and Response Unit, other BHEM units, or partner agencies. The position assists with or independently develops an After-Action Report/Improvement Plan following every exercise, and tracks improvement items through to resolution. The position will also assist other members of the Training and Exercise Unit, or other programs and partner agencies in the development and delivery of other internal trainings. This position is required to maintain currency in the field of Emergency Management including regularly attending internal and external training relevant to emergency management and public health. Incumbent will be expected to participate in identifying and developing exercise and training needs for various grants that will support yearly work plan activities. The positions assist with administrative components of delivering exercises and trainings, including assisting students with registration; and classroom preparation. This position includes all other tasks assigned. Due to the critical nature of BHEM in working to prepare for the response to emergencies that impact New Mexico, the incumbent will be expected to staff the Department Operations Center during times of emergency and during exercises which may require occasional overtime.

Minimum Qualification

Bachelor's Degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

Incumbent works in an office setting with computers, and normal office products as well as occasional work in the field in various locations throughout the state. Incumbent will be required to occasionally operate a state vehicle in a safe and legal manner. Incumbent may be required to attend in-state or out-of-state trainings and conferences as needed. Typical working hours are 8:00 a.m. to 5:00 p.m., though occasional extra hours may be required depending on operational needs.
