Why does the job exist?
The Technology and Innovation Office (TIO) exists to connect the state's innovation with the commercial market and support and develop state ecosystems in science and technology sectors, including administration of funding and other programs. The TIO Business Operations Analyst is responsible for ensuring that TIO staff and programs, including the Technology and Innovation Network Advisory Board, are functioning properly, efficiently, and effectively.
How does it get done?
The responsibilities of the Technology and Innovation Office (TIO) Business Operations Analyst include:
1) Administering contracts and financial processes for TIO contracts and grant awards, including drafting contract and grant agreements, routing documents through approval processes, establishing supplier identifications, creating purchase requests, tracking purchase orders, processing payments, and tracking follow-up reporting.
2) Managing coordination and scheduling of the Technology and Innovation Network Advisory Board, including coordinating with board members and subcommittees for meetings, relevant agenda and document preparation, board member per diem processing, and meeting note-taking.
3) Managing budget tracking and analysis for the office, including ensuring that procurement processes are followed, tracking budget obligations and expenditures, and providing management with regular reports and recommendations for solutions, alternatives and budget planning.
4) Supporting the TIO management and team, including ensuring that staff have the equipment and tools necessary to function successfully.
5) Assisting management with new employee recruitment, hiring, and onboarding.

Minimum Qualification
High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
This job may require occasional statewide travel, which will require the use of a State vehicle. Must obtain and maintain a current Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
The Technology and Innovation Office is based in Albuquerque, though the role may require working from the EDD Santa Fe office when necessary. Occasional in-field travel working with New Mexico businesses, local/regional economic development organizations, and ecosystem stakeholders and partners may be required. Ability to manage and report work through appropriate software programs of the division or department. Work is usually performed in an office setting with extensive exposure to visual/video display terminal and extensive personal computer and telephone usage. Sitting for long periods, bending, stooping to file and occasionally lifting a minimum of 25 pounds. Must complete a defensive driving training course and obtain a defensive driving certificate within 30 days of employment. Occasionally work extra hours on evenings and weekends when necessary.
