Position Summary:
Under the supervision of the Mayor, the Maintenance Operator is a non-exempt position under the Fair Labor Standards Act (FLSA) to perform skilled, semi-skilled and unskilled labor for City operation and maintenance. This is a permanent assignment as determined by the City Council of New Strawn, Kansas. This position will have the authority of the City Council to administer immediate corrective action upon any violation of the Personnel Rules and Regulations which shall include notification to City Council and/or the Mayor of New Strawn.
Typical Responsibilities Include, but are not limited to:
⦁ Day-to-day administration of Personnel Rules and Regulations;
⦁ Certified in the State of Kansas as a Water Supply System Operator and Wastewater Treatment Facility Operator or willing to obtain certification;
⦁ Generate an after-hours water plant work schedule for routine maintenance;
⦁ Ensure timesheet accuracy of subordinate(s);
⦁ Maintain a file on subordinate(s). File should contain information on job performance and punctuality. All observations should relate to specific job duties;
⦁ Provide feedback to the City Council/Mayor on subordinate(s) job performance at each regular monthly City Council meeting;
⦁ Maintain confidentiality of any information within the Right to Privacy Act;
⦁ Operate heavy equipment such as grader, tractor, backhoe and loader;
⦁ Mow grass and trims trees and shrubs in City parks and public property;
⦁ Repair streets, fill pot-holes, and sweep streets;
⦁ Repair and install street signs;
⦁ Maintain water/sewer plant equipment;
⦁ Remove snow and ice in winter;
⦁ Responsible for the operation and maintenance of City owned equipment and vehicles used during the execution of job duties;
⦁ Maintain park equipment and facilities;
⦁ Maintain City buildings and facilities;
⦁ Maintain compliance as directed by the City Zoning Administrator with Zoning and Subdivision regulations as authorized by or delegated to be approved authorities;
⦁ Complete annual review of Blood Borne Pathogen and Hazardous Material policies;
⦁ Purchase necessary equipment and supplies with a discretionary limit of $500.00;
⦁ Responsible and accountable for sewer/water maintenance for planned and unplanned work;
⦁ Responsible for monthly, quarterly and annually scheduled maintenance, such as:
- Exercise water valves
- Flush fire hydrants
- Sample gathering
- Utility meter reading
⦁ Prepare monthly written report to the mayor and city council;
⦁ Responsible for other related duties as deemed necessary or required.
Maintenance Operator - Position Requirements
Experience: Two to Six years of similar or related experience is required. Employee is expected to have acquired the necessary knowledge and skills necessary to perform the job reasonably well within six months to one year of employment.
Education: High School Diploma or GED. Employee must possess and maintain a Class I Water Operator Certification. Employee must possess and maintain a Class I with Lagoons Only Wastewater Certification. Employee must possess and retain a valid Kansas Driver’s License. Employee must have Confined Space and Trench Safety Training.
Skills: A thorough knowledge of federal, state and local laws and regulations concerning wastewater treatment techniques, water treatment techniques, and laboratory testing techniques is required - as required by Kansas Department of Health and Environment (KDHE). A working knowledge of mathematics, chemistry and biology is required - as required by KDHE. A thorough knowledge of construction, maintenance and repair techniques for all forms of streets is required. This employee must be able to operate all types of department equipment including backhoes, trenchers, skid loaders, sewer jet machines, air compressors and mowers and other equipment as needed. The ability to understand and anticipate problems, to prepare reports, to interpret data, and to enforce department policies and procedures is required. The ability to follow oral and written communication is required. Conveying detailed or important instructions to other workers and the general public is necessary.

Supervision: Supervision of this employee is provided by the Mayor. This employee will have supervisory responsibility over department staff.
Financial Accountability: This position is responsible for the safe operation of departmental equipment and resources and participating in the annual budget process.
Personal Relations: This position is in daily contact with the general public, department staff, co-workers, supervisory personnel, and has frequent contact with elected officials.
Working Conditions: Manual labor is required in this position. Exposure to blood borne pathogens, hazardous chemicals, explosives, permit required work in confined spaces, heights, heavy machinery, excessive noise, working in traffic areas, and adverse weather conditions are factors in this position. This employee is exposed to raw sewage and infectious materials while operating cleaning and repairing department equipment.
Physical Requirements: Must have ability to operate departmental equipment and accomplish the daily manual labor activities of lifting and carrying heavy objects, bending, stooping, kneeling, crawling and climbing. Heavy physical labor in exerting up to 70 pounds of force to move, lift, push and pull object. Physical activity includes digging, stooping and crawling. The ability to use arms and hands to operate controls of heavy equipment.
