Full Job Description

Overview

R.F. Wilkins Consultants is seeking a Project Controls Specialist to support a major public infrastructure client. This role will assist project managers with planning, scheduling, cost monitoring, performance analysis, and project reporting across multiple capital projects.

General Skill/ Knowledge Requirements

(See outline of specific tasks)

1. Thorough knowledge of project control concepts, processes and procedures including project cost control and reporting, project scheduling, project performance reporting, development of project work breakdown structures and reporting on project variances from approved plan.

2. Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.

3. Expert knowledge of the principles, methods, and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work, and contractor performance.

4. Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills.

5. Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols.

6. Proven skills at effective communication both at the interpersonal and group level.

7. Proven ability to work effectively within groups and to complete assigned tasks independently.

Required Qualifications

1. Bachelor’s degree in engineering, accounting, economics, business administration, construction management, or a related discipline; alternatively, a technical degree with a PMP certification

2. Minimum of 1-3 years of project-controls experience

3. Minimum of 2 years of hands-on experience using Primavera P6

4. Experience with project scheduling in Oracle’s Primavera Ver 21, cost control, progress reporting, and variance analysis

5. Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook

6. Strong analytical, problem-solving, communication, and organizational skills

7. Ability to manage multiple projects and work both independently and collaboratively

Specific Task Assignment

GENERAL: At a minimum, provide the following services:

1. Performing project controls consisting of scheduling, cost control, or other project management/control services, as required.

2. Supporting the Project Management Office (PMO) project delivery improvement initiatives and providing project control support services to PMO staff in the Authority’s line departments.

3. Analyzing data from the integrated program/project control and reporting systems.

4. Recommending and implementing modifications for the existing procedures and reporting systems that the PMO utilizes to oversee and control the projects and programs budgets and schedules.

5. Preparing project control reports and presentations.

6. Training support for new staff

SCHEDULE MANAGEMENT: Maintain project schedules and information in Oracle Primavera for on- going and new projects. The services shall include, but not be limited to:

1. Updating schedules in Oracle’s Primavera Ver 21 and above project scheduling software (Primavera System) monthly.

2. Developing project schedules in consultation with stakeholders and project managers.

3. Reviewing the status of project(s) (scope, schedule, and costs) with project manager(s).

4. Entering and maintaining proper project and activity codes in the Oracle Primavera System.

5. Providing project milestones look-ahead reports and perform analysis.

6. Providing schedule logic development assistance, as required by the Authority

7. Participating in workload meetings with the supporting departments and follow-up with appropriate schedule updates in consultation with Project Managers.

PROGRAM/PROJECT ANALYSIS AND PERFORMANCE REPORTING: Perform cost and schedule analysis and provide performance reports. The services shall include, but not be limited to:

1. Performing cost/schedule variance analysis and identifying project delivery concerns.

2. Analyzing project/program start, completion and duration variances at major milestones throughout the project life cycle.

3. Providing synthesis of key information to project managers.

4. Monitoring projects progress and providing timely reports of performance measurements (budget-over-run/under-run and schedule delay/acceleration).

5. Developing monthly status reports for project managers – including forecast variance, project milestones, Look-Ahead (advertisements, Bids, Board date, Awards), charge codes and settlements.

6. Supporting the development, maintenance and of the Authority’s Capital Delivery Dashboard.

Location: World Trade Center, New York City, with potential work at other client facilities

Work arrangement: Hybrid, however, subject to change as required by the client.

Anticipated duration: One year

Candidate should be available for immediate assignment.

Selected candidate must obtain a SWAC identification card and required security clearances

The ideal candidate is detail-oriented, comfortable working with project managers and technical teams, and able to convert complex project data into clear reports and recommendations.

Pay: From $79,040.00 per year
