Your Team

The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing. Within the Division, Quality Assurance Unit develops an internal audit protocol and plan each year to ensure new policies are successfully integrated into daily operations and review areas of vulnerability to provide ongoing feedback to Office leadership about where training and additional guidance may be necessary. The unit also serves as a liaison for the Office with external auditors.

Your Impact:

The Quality Assurance Project Assistant serves as liaison between HPD, landlords, tenants, Section 8 Applicants, auditors and quality assurance professionals in keeping the Deputy Director of Quality Assurance aware of any special situations that arise and requesting guidance on procedures and protocols as appropriate. The Project Assistant will assist with the development and implementation of a quality control review protocol for all key Section 8 and other federal rental assistance program operation procedures. The selected candidate will work with guidance with other HAS team members, supervisors in preparation for both internal and external file audits. The QA Project Assistant may also handle special projects that is assigned by the Deputy Director of QA and may maintain a small caseload of files that could pose conflict of interest concerns in general operations. The QA Project Assistant will coordinate with HPD’s Fiscal operations to ensure client’s payments or adjustments are made in a timely manner.

Your Role:

Be able to work independently and manage own workload.
Responsible for coordinating quality assurance checks, internal and external audits.
Responsible for public communication, ensuring that accurate information is relayed to landlords, tenants and general public as well as community leaders and other governmental entities.
Attend meetings, conferences and trainings as required. May represent the Division at community events and workshops.
Have full understanding of the various steps of the rental subsidy programs’ tasks including, but not limited to: application screenings, eligibility determinations, preparation of Housing Assistance Payment (HAP) contracts, client briefings, rent calculations, filed preparation, annual and interim reexaminations, client transfers, data entry of required information into data systems.
Assist with special projects and initiatives as determined by the Deputy Director and Division Leadership.
May be required to work evenings and weekends.

Preferred skills

· Experience with operational audit reviews and procedures

· Excellent communication skills (both written and oral)

· Computer knowledge (Word, Excel, PowerPoint and Access)

· Strong analytical and interpersonal skills

· Strong organizational skills

· Knowledge of rental subsidies preferred
