Duties Description The Office of Audit Services (OAS) is responsible for agency auditing, risk assessment, and internal controls activities. OAS consists of the Bureau of Internal Audit (BIA), Bureau of Fiscal Audit (BFA), Bureau of Personal Allowance Audits (BPAA), and the Internal Control Unit (ICU).
The Auditor 1 assists with the Bureau of Fiscal Audit (BFA) 's audit activities. BFA provides assurance, risk management, consulting, and advisory services to support program integrity and compliance.
The incumbent will participate in audits and reviews of not-for-profit agencies to assess compliance with Medicaid billing and payment requirements, including applicable laws, rules, regulations, and administrative memoranda. The incumbent will assist in evaluating risks identified through data analysis, management requests, external oversight activities, and complaints received through OPWDD's stakeholders. Audit activities may include planning, fieldwork, documentation review, analysis, and preparation of audit findings and reports.
The incumbent of this position will be responsible for, but not limited to, the following activities:
Under the general direction of the Auditor 2:
- Participate in audits and reviews of voluntary provider agencies to evaluate their compliance with Medicaid billing and claiming requirements, applicable laws, regulations, administrative memoranda, and other program standards.
- Aid in planning and organizing audit assignments following established audit objectives, scope, and methodology
- Assist in performing audit work according to bureau policies, established audit methods, and applicable government auditing principles.
- Conduct audit fieldwork, including reviewing and analyzing records, documentation, and internal controls to identify areas of risk and potential noncompliance.
- Document audit work performed, organize audit findings and supporting evidence, and assist in preparing requests for information, audit summaries, and draft reports.
- Keep supervisory staff informed of major developments discovered during audit activities and discuss issues that may impact audit objectives, scope, or results.
- Review information and supporting documents gathered during audits and assist in developing conclusions and recommendations.
- Communicate with provider representatives about audit requests, questions, and initial audit results, and participate in entrance and exit conferences as appropriate.
- Enter and maintain audit information, findings, and related documentation updated in bureau databases and information systems.
- Assist in the development and maintenance of audit procedures, manuals, training materials, and other bureau resources.
- Take part in special projects, reviews, and other assignments as assigned.
- Collaborate with bureau staff, OPWDD program areas, and external stakeholders, including contractors and oversight entities, as needed to support audit activities.

Minimum Qualifications Open Competitive for Auditor Trainee 1 (Equivalent to SG-14):
A bachelor's degree in accounting, auditing, or taxation; OR a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Open Competitive for Auditor Trainee 2 (Equivalent to SG-16):
A bachelor’s degree in accounting, auditing, or taxation; OR a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses, AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR A master's or higher degree in accounting, auditing, or taxation.
Open Competitive for Auditor 1:
A bachelor's degree in accounting, auditing, or taxation; OR a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR a currently valid Certified Public Accountant license and registration issued by New York State.
Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

Reassignment Qualifications:
Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as an Auditor 1.
Transfer Qualifications:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B/C QUALIFICATIONS:
Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
Salary range listed below encompasses the hiring rate of an Auditor Trainee 1 through the job rate of an Auditor 1.
- Auditor Trainee 1: $57,764*
- Auditor Trainee 2: $63,994*
- Auditor 1: $70,951* - $89,138*
- Amounts include the Downstate adjustment ($4,000).
Candidates hired at the trainee level will be advanced to the full performance Auditor 1, SG-18 following successful completion of the traineeship.
