Job Purpose
The Regional Manager supports the operational success of assigned properties and management teams by providing leadership, training, compliance oversight, vacancy coverage, and operational support. This position assists with lease-up activities, supports property managers in daily operations, ensures compliance with HUD and LIHTC regulations, and helps maintain high standards in property management practices across the portfolio.
The Regional Manager serves as a resource to site staff, provides temporary property oversight when needed, and assists the Director of Property Management with audits, inspections, and staff development initiatives.
Duties & Responsibilities
Property Operations & Oversight
- Provide operational oversight and support to assigned properties.
- Assist with the management of small properties as assigned.
- Provide vacancy coverage for Property Manager positions when needed.
- Support property lease-up activities, including marketing, occupancy goals, and applicant processing.
- Monitor property performance and assist with maintaining occupancy, rent collection, and resident relations goals.
- Assist managers with operational challenges, problem-solving, and workflow management.
- Ensure properties are maintained in accordance with company standards and regulatory requirements.
Training & Staff Support
- Provide onboarding and training support for new Property Managers and site staff.
- Conduct training related to HUD, layered funding programs, LIHTC compliance, company policies, and property operations.
- Assist with ongoing staff development and operational coaching.
- Support managers with compliance procedures, tenant file management, and reporting requirements.
- Reinforce company expectations related to customer service, professionalism, and regulatory compliance.
Compliance & File Management
- Assist with tenant file audits to ensure accuracy and compliance with HUD, LIHTC, and other program requirements.
- Assist with file inspections and preparation for internal reviews, agency audits, and regulatory inspections.
- Identify deficiencies and work with site staff to ensure timely corrections.
- Maintain knowledge of affordable housing regulations and compliance updates.
- Support implementation of company policies and regulatory procedures across assigned properties.
Administrative Responsibilities
- Prepare reports, summaries, and documentation as requested by the Director of Property Management.
- Maintain organized records related to audits, inspections, training, and property support activities.
- Participate in staff meetings, training sessions, and company initiatives.
- Travel between properties as required.
Key Performance Measurement(s)
- Occupancy & Lease-Up Performance – Maintain occupancy levels and support successful lease-up efforts that meet company goals and timelines.
- Compliance Accuracy – Ensure tenant files, audits, and inspections meet HUD, LIHTC, and other regulatory requirements with minimal deficiencies.
- Staff Training & Support – Provide effective training, guidance, and operational support to property managers and site staff.
- Operational Coverage & Problem Solving – Successfully provide vacancy coverage, manage assigned properties, and resolve operational issues in a timely manner.
- Organization & Responsiveness – Complete assigned reports, audits, inspections, and follow-up tasks accurately and within required deadlines.
Physical Activities & Requirements
- Ability to sit, stand, and walk for extended periods (up to 100% of the work shift).
- Ability to lift, push, or pull up to 25 lbs. as needed.
- Average hearing and vision required for communication and inspection duties.
- Customer service-oriented and able to interact effectively with residents, vendors, and staff.
- Must possess a valid driver’s license and maintain a clean driving record.
Qualifications
- Minimum of two (2) years of affordable housing property management experience required; four (4) or more years preferred.
- Minimum of three (3) years of property management experience, with multi-site or affordable housing experience strongly preferred.
- Experience with HUD, LIHTC, Section 8, TRACS, and compliance regulations required.
- Experience supporting property lease-ups preferred.
- Excellent communication, negotiation, and relationship management abilities.
- Proficiency in Microsoft Office; advanced Excel skills preferred.
- Experience with Microsoft Teams and SharePoint preferred.
- Prior experience with RealPage software highly preferred.
Positions Supervised:
