Duties Description Under the general direction and supervision of the Bureau of Quality Assurance, AFS & Stationary Sources Section Chief, the Professional Engineer 1 (Env) will perform job duties which will include, but not be limited to:
- Develop and maintain a working knowledge of federal and New York State air regulations, policies, and guidance.
- Maintain a working knowledge of the Title V and Air State Facility permits program and the current building of a new application to replace the existing Air Facility System (AFS).
- Review analyses of greenhouse gas emissions and facility impacts relevant to the requirements of the Climate Leadership and Community Protection Act (CLCPA), implementing regulations, and DEC policy.
- Conduct field inspections of air emission sources.This may include climbing and working on elevated surfaces, roofs and stacks.
- Review of stack test protocols, relative accuracy test audits (RATAs), and continuous emissions monitoring systems (CEMS) designs and reports. Continued learning of updated monitoring methods, monitor performance specifications and monitoring policies including instrumental monitoring methods which are used with CEMS, performance specifications for the CEMS, and 40 CFR Part 75 monitoring requirements and policies.Continued learning of isokinetic sampling methods and methods which require chemical extraction.
- Review compliance certifications and stack reports to ensure compliance with permit conditions and all state and federal regulations. Enter necessary data into AFS, maintain it, and ensure its accuracy.
- Evaluate and report violations of applicable air regulations to supervisor.
- Responsible for supervising staff and informing immediate supervisors of progress and any emerging issues.
- Travel to meetings, sites, and outside conferences as required.
Essential Functions:
- Strong verbal and written communication skills and ability to clearly present information and results.
- Knowledge of air pollution control practices and procedures.
- Able to possess and broaden knowledge of mandatory programs and engineering practices, including an understanding of technical documents and drawings.
- Able to perform engineering calculations using appropriate reference materials and engineering data.

- Capable of dealing effectively with colleagues and members of the public, government, vendors, consultants, and other outside entities.
- Able to understand and manipulate higher level computer software programs
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
Additional Comments *The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
