We are seeking a Senior Programs Manager (SPM) for our Bunia, DRC office. Under the direction of the Deputy Country Director (DCD), the Senior Programs Manager (SPM) provides leadership, guidance, and coordination for Samaritans Purse DRCs relief and recovery programs. The SPM helps oversee all aspects of the program implementation cycle (design, implementation, close-out, and reporting) and is responsible for driving partnership development, adaptive management pathways, program integration and quality, double loop learning, and capacity building. The SPM ensures that processes are efficient and effective and that they are aligned with the goals and objectives of the country office strategy as well as with donor guidelines/policies. The SPM provides guidance to Program Managers for operational, financial, and human resource functions as well. The SPM reports to the Deputy Country Director (DCD), works closely with Monitoring Evaluation and Program Development departments, and directly supervises Program Managers.

In the role of SPM, you will have the opportunity to:

Maintain a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ.

Supervise and empower program managers in their leadership and management, ensuring programmatic objectives are met in timely, efficient, quality, ethical, and cost-effective ways.

Discern, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

Lead the design process of concept papers and full proposals, and provide the final review of all proposals and concept notes prior to submission.

Facilitate successive and continuous program improvement with high standards in appropriateness, timeliness, and effectiveness of sector programs for sustainability, alignment with best practices, and accountability.

Review program finance reports, analyze the information, and provide useful feedback to PMs and FM regarding program activity and spending.

Coordinate between programs and support departments (supply chain, base logistics, fleet, etc.), fostering an environment of collaboration and teamwork while ensuring project requests are processed in a timely manner via effective problem-solving.

Provide regular updates and reports about programs to DCD/CD, and ensure that reports to donors, IHQ, and other stakeholders are submitted in a timely manner. Reviews and approves all program reports being submitted to funders and donors.

Visit program field sites to encourage leaders, provide staff support, address challenges, and explore potential new program opportunities.

Assist the senior leadership team with strategic planning and policy development.

Liaise between Samaritans Purse DRC and governmental authorities, UN agencies, other INGOs, NGOs, donors, and Samaritans Purse Affiliates. Represents Samaritans Purse DRC externally, obtains information and resources, and facilitates collaboration.
Qualifications & Experience:

Bachelors degree from four-year college or university and three (3) to four (4) years of experience and/or training; or equivalent combination of experience and education. Masters degree preferred. Twelve credit hours of college-level Biblical studies strongly preferred.

Stong communication skills

Written and oral proficiency in English

Written and oral proficiency in professional French strongly preferred, Swahili is an added advantage

Thorough knowledge of program design, proposal development, M&E documents, work-plans, budgets, and other design documents
