Full Job Description

Summary of Position

The Quality Assurance Administrator (QAA) is responsible for overseeing, monitoring, and ensuring the quality of Targeted Case Management (TCM) services in compliance with federal Medicaid regulations, state policies, and contractual requirements.

This role ensures quality through auditing, data analysis, corrective action management, participant and family engagement, and continuous quality improvement initiatives. The QAA provides direct oversight of service documentation, performance audits, participant satisfaction efforts, complaint resolution, and the development and monitoring of corrective action plans.

The QAA collaborates closely with program leadership, supervisors, and frontline teams to identify risks, address deficiencies, and strengthen overall service delivery. This position is contractually required under the DDDS Targeted Case Management agreement.

Essential Functions

1. Quality Assurance Oversight

Implement and manage the agency’s Quality Assurance and Continuous Quality Improvement (CQI) program for TCM services.
Conduct routine and targeted audits of electronic case records using approved tools to verify compliance with:
Federal Medicaid and CMS requirements
State policies and procedures
Contracted service expectations and deliverables
Monitor adherence to required timelines and documentation standards.

2. Auditing, Data Analysis & Reporting

Analyze quality and performance data to identify trends, risks, gaps, and improvement opportunities.
Prepare and submit monthly, quarterly, and ad hoc QA reports, including required summaries to states.
Maintain accurate records of audit findings, corrective actions, and outcomes.
Support state and federal audits, record reviews, and monitoring activities.

3. Corrective Action & Quality Improvement

Develop, implement, and monitor corrective action plans related to:

Audit findings
Identified service deficiencies
State review outcomes
Track and evaluate the effectiveness of corrective actions.
Partner with supervisors and leadership to strengthen service outcomes.

4. Participant & Family Engagement

Communicate directly with participants, families, and guardians to:
Follow up on identified concerns
Confirm issue resolution
Promote participant rights and satisfaction
Oversee the complaint process, including intake, investigation, resolution, documentation, and trend analysis.
Ensure participants receive information on complaint and grievance procedures at referral and annually.
Identify needed improvements based on survey results and monitor implementation.

5. Collaboration & Program Support

Work in partnership with supervisors, program leadership, and training staff to support effective case management operations.
Provide guidance and QA consultation to supervisors and leaders.
Participate in the review and revision of QA processes annually or as needed.
Communicate trends, risks, findings, and recommendations to leadership at least monthly.

6. Administrative Responsibilities

Assist with program oversight related to quality and staff competency.
Participate in planning, implementation, and coordination activities to ensure alignment with federal, state, and organizational requirements.
Maintain accurate, confidential QA documentation in accordance with HIPAA.
Complete all required annual and assigned training.

Position Requirements

1. Bachelor’s degree from an accredited institution in Human Services, Behavioral Sciences, Social Sciences, or a related field. In lieu of a degree, four (4) or more years of experience in a relevant field may be considered.

2. Minimum of three (3) years of experience in quality assurance, compliance monitoring, auditing, or quality improvement within healthcare, Medicaid, HCBS, or developmental disabilities services.

3. Experience in Targeted Case Management, case management, or developmental disabilities services strongly preferred.

4. Education or experience requirements may be waived where permitted by states based on demonstrated capability.

Skills, Knowledge, Abilities

1. Knowledge of Medicaid, HCBS, and state policies and regulations.

2. Strong analytical skills with the ability to identify trends and develop clear reports.

3. Experience developing and monitoring corrective action and quality improvement plans.

4. Proficiency in Microsoft Office 365 and electronic record systems.

5. Excellent written and verbal communication skills.

6. Strong attention to detail, accountability, and ability to work independently.

7. Ability to engage professionally with participants, families, and multidisciplinary teams.

8. Strong organizational skills with the ability to prioritize and meet deadlines.

Travel/Work Environment

Occasional evening or weekend work may be required based on program needs.
