AMP United is a TURNKEY industrial preservation contractor specializing in large-scale surface preparation, coating application, containment, and scaffolding across the U.S. With personnel strategically located in Virginia, California, Washington, New Hampshire, and Hawaii, AMP United provides ship and industrial preservation services in support of NAVSEA, MARMC, SWRMC, and other DoD customers.

Position Summary

The Project Manager is responsible for the on-site management, coordination, and execution of assigned Task Orders and work items under the Production Support IDIQ or related preservation contracts at BAE Systems as well as Norfolk Naval (NNSY) and NASSCO Shipyards.

This role ensures that all work is performed safely, efficiently, and in full compliance with NAVSEA, OSHA, and AMP United quality and environmental standards.

The Project Manager serves as the primary on-site AMP United representative for production activities, overseeing trade crews, subcontractors, and support staff to meet all contractual, technical, and schedule objectives.

Essential Duties & Responsibilities

Plan, coordinate, and execute assigned Task Orders, ensuring work completion in accordance with scope, schedule, and quality standards.
Serve as the primary on-site point of contact (POC) for Government and AMP United management on day-to-day project execution.
Supervise and direct project personnel, including Foremen, Supervisors, and multi-trade work teams.
Ensure compliance with NAVSEA Standard Item 009-74 (Occupational Safety and Health Requirements) and AMP United’s ESH program.
Coordinate with the Program Manager and BAE Ship Superintendents to resolve production conflicts and resource constraints.
Develop and maintain project schedules, monitor labor performance, and adjust work plans to meet milestones.
Review and approve time charges, materials usage, and subcontractor performance for assigned projects.
Ensure work authorization, test documentation, and QA records are properly completed and submitted.
Manage Condition Found Reports (CFRs), Departure from Specification (DFS) submissions, and corrective actions.
Conduct and document pre-job briefs, toolbox talks, and post-job debriefs.
Support preparation and review of cost estimates, proposals, and change-order requests.
Maintain compliance with all security, environmental, and quality assurance requirements defined in the PWS.
Lead daily production meetings and provide progress reports to the Program Manager.
Foster a culture of accountability, safety, and continuous improvement within the project team.

Required Knowledge, Skills, & Abilities

In-depth knowledge of NAVSEA Standard Items, NSTM chapters, and ship-repair processes (coatings, mechanical, structural, and scaffolding).
Understanding of contract management, schedule development, and industrial safety principles.
Proficiency with Microsoft Project, Excel, Word, and NAVSEA / NNSY documentation systems (e.g., TWD, EDM, CM+).
Strong leadership, communication, and decision-making skills.
Ability to interpret and enforce technical drawings, specifications, and work documents.
Experience managing trade teams in shipboard or industrial environments.
Familiarity with FAR/DFARS, cost-control methods, and risk mitigation.
Strong problem-solving, coordination, and negotiation abilities.
Ability to manage multiple priorities under tight deadlines.

Training and Certification Requirements

Project Managers must complete and maintain the following before assignment:

OSHA 30-Hour General Industry or Shipyard Employment
OSHA 10-Hour General Industry or Shipyard
Hazard Communication
Confined / Enclosed Space Entry
Respiratory Protection
Fall Protection
Lockout / Tagout (HEC / LOTP)
Fire Watch / Tank Watch
Shipyard Mandatory Annual Training
First Aid / CPR certification
Project Management Professional (PMP) or equivalent certification preferred.

Security and Access Requirements

Must be a U.S. Citizen and pass all background, drug, and security checks.
Must possess or obtain a Secret Clearance.

Education and Experience

Bachelor’s degree in Engineering, Business, or related technical discipline required. Combination of education and experience may be considered.
Minimum eight (5) years of progressive project or program management experience in a shipyard, industrial, or DoD environment.
Proven experience managing multi-trade projects, including coatings, scaffolding, mechanical, and structural work.
Experience with NAVSEA, MARMC, and RMC processes and documentation required.
PMP certification, CQM (Construction Quality Management for Contractors), or formal project management training preferred.

Physical Requirements

Ability to work in shipboard, industrial, and office environments.
Must be capable of climbing ladders, entering confined spaces, and conducting shipboard inspections as needed.
Must wear required PPE (hard hat, FR clothing, safety shoes, gloves, eye / ear protection, and harness when applicable).
Must maintain fitness for duty and respirator qualification if required.
