Location Highlights
The Judicial District is located in the southwest corner of Oregon and includes Coos and Curry counties. This region offers a variety of climates, stunning ocean views, and abundant opportunities for outdoor recreation such as hiking, boating, biking, and fishing. The courthouses are located in the cities of Coquille and Gold Beach.
Coos County is made up of the communities of Lakeside, North Bend, Coos Bay, Coquille, Myrtle Point, Powers, and Bandon. Curry County includes the communities of Langlois, Port Orford, Gold Beach, and Brookings.
Coquille, Oregon is the county seat in Coos County situated along the Coquille River. The area is known for its rich history, beautiful landscapes, and friendly community. The area got its name from the Coquille Native Americans that inhabited the area prior to the 1800’s. Coquille is 22 miles from the Oregon Coast and to the south is Myrtle Point and to the north is Coos Bay (Coos County’s largest city).
Gold Beach, Oregon is the county seat in Curry County and located on scenic Highway 101, tucked in between the Pacific Ocean, the Rogue River, and the Siskiyou Mountains. Incorporated in 1853 as Ellensburg, then renamed Gold Beach in 1890 due to the amount of gold found near the mouth of the Rogue River, the city is the perfect blend of solitude and adventure. 34 miles from the Oregon-California border, Gold Beach is full of adventure from the windswept ocean, wild and racing Rogue River, to the temperate rain forest inland. To the south of Gold Beach is Brookings, Curry Counties largest city.
Position Highlights
The Trial Court Administrator supports the goals of six trial court judges in Coos and Curry County with four judges located in Coos County and two judges located in Curry County. The 15th Judicial District has 44 total staff with 34 staff located in Coos County and 10 staff located in Curry County.
OJD and the judges of the 15th Judicial District are looking for an experienced leader as their next Trial Court Administrator (TCA) (Trial Court Administrator 3) for the Coos County Circuit Court in Coquille, Oregon, and the Curry County Circuit Court in Gold Beach, Oregon. The TCA reports to the Presiding Judge and has administrative authority for all aspects of personnel, revenue, information technology, capital asset management, and court operations.
In this role, you are responsible for all non-judicial court-related services mandated by Oregon Revised Statutes, OJD’s rules and policies, and the district’s Supplementary Local Trial Court Rules. You will manage all operations and support programs of these courts. You will plan, develop, and implement short- and long-range policies, programs, and organizational changes. You are an integral link between the courts and the Office of the State Court Administrator, local bar, adult community corrections, juvenile department, various elected officials, local law enforcement, various civil organizations, county maintenance departments, the public, and the media. You will also liaise with community and statewide partners to advocate for programs, projects, and legislative actions. As statutory custodian of the record, you keep the court’s records, files, books, and papers.
Additionally, you will ensure that court staff have the training and support they need, the resources to do their work, and a positive working environment in which teamwork and cooperation encourage them to be their best professional selves.

The courts need someone with exceptional managerial and supervisory skills who has applied best practices in a similarly sized organization. We need a leader who makes reasonable and informed decisions, someone who has experience building relationships among staff, stakeholders, and community partners. As the Trial Court Administrator, you will make difficult decisions that are best for the organization as a whole and consider the bigger picture when making those decisions.
Knowledge of court processes, governmental budgeting, and legal research/analysis is helpful because we are subject to yearly legislative changes that need to be implemented; these changes may be at the local or statewide level and involve our business processes and procedures, policies, and rules.
We are looking for someone who can effectively communicate orally and in writing and who is comfortable making presentations, interacting with the media, testifying in front of governmental committees, leading or serving on numerous intergovernmental committees, and facilitating meetings. We are also looking for someone who is skilled and knowledgeable about working in a digital environment and is comfortable using a variety of computer programs.

Minimum Qualifications

The qualified applicant must have a bachelor’s degree in public or business administration, management, social services, human resources, criminal justice, or a related field.
AND
Four (4) years of professional work in business, public, or court administration, or a related field, of which two (2) years must have been in a court administration leadership role.
OR
Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.
Note: A juris doctorate degree from an accredited law school, or an advanced degree in court administration, management, business or public administration, or a closely related field may substitute for up to two years of the required work experience.

Working Conditions
- This is a full-time position, and the work schedule is 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 hours per week.
- Due to workload volume and scheduled meetings, work is periodically required during the lunch hour and after-hours.
- Considerable travel is required between the two courthouses in this judicial district (148 miles round trip). Occasional workday travel and overnight travel are required, including regular attendance at meetings throughout Oregon. Travel in inclement weather may be required.
- The high-volume, fast-paced courts and the operational environments work under statutory, policy, and other required timelines that require numerous quick decisions. Timely responses may require short turnaround times, and the issues to be addressed are often complex.
- Frequent contact with people from diverse backgrounds, with different levels of experience and knowledge, and who may be angry, confused, or experiencing trauma.
- The following office equipment may be used: phones (e.g., VoIP, smart, or satellite), OJD-assigned computers with multiple monitors, calculator, fax machine, copier, and scanner.
