POSITION DESCRIPTION: The Recruitment Supervisor leads resource family recruitment, retention, certification, and recertification activities for the Foster Care and UC-LTFC programs. This position supervises Recruitment and Retention Specialists, oversees community outreach and recruitment initiatives, and ensures compliance with Community Care Licensing (CCL), Title 22, Interim Licensing Standards (ILS), ORR requirements, and agency policies. The Recruitment Supervisor manages the resource family approval process, expands referral networks, monitors recruitment performance, and supports the development of qualified resource families to maintain program capacity and achieve organizational and contractual objectives. The position requires strong leadership skills and knowledge of child welfare, foster care, trauma-informed care, and regulatory compliance.
REQUIREMENTS & QUALIFICATIONS:
- Bachelor's degree in social work, Human Services, Psychology, Child Development, or a related field, and a minimum of five (5) years of experience working directly with children and families; or Master's degree in a related behavioral health or social services field and a minimum of two (2) years of experience working directly with children and families.
- Bilingual English/Spanish required.
- Valid California driver's license and an acceptable driving record.
- Current health screening, including tuberculosis (TB) clearance, as required by licensing standards.
- Department of Justice (DOJ) fingerprint clearance and successful completion of all required background checks.
- Must meet all Community Care Licensing (CCL) and agency requirements for employment in a licensed community care facility.
- Demonstrated experience in community outreach, stakeholder engagement.
- Excellent public speaking, presentation, facilitation, and networking skills, with the ability to effectively represent the agency at community events, professional forums, schools, faith-based organizations, businesses, and stakeholder meetings.
- Proven ability to develop and deliver recruitment presentations, conduct informational sessions, and build productive relationships with community partners and referral sources.
- Strong written, verbal, and interpersonal communication skills.
- Demonstrated leadership, organizational, and supervisory abilities.
- Knowledge of child welfare services, foster care programs, resource family approval requirements, trauma-informed care, and applicable state and federal regulations.

DUTIES & RESPONSIBILITIES:
All the responsibilities listed below are considered essential functions of this position. Additionally, this position is expected to ensure adherence to the core operating values and the strategic direction of the agency.
- Develop and implement community outreach, marketing, and recruitment strategies to identify, engage, and recruit prospective resource families.

Coordinate and participate in community events, speaking engagements, presentations, and stakeholder meetings to increase awareness of the agency's foster care and UC-LTFC programs.

Oversee the recruitment, screening, approval, and retention process for resource families to support and maintain a minimum annual capacity of 20 licensed foster care beds.

Monitor recruitment pipeline performance, identify barriers to family approval, and implement corrective actions to achieve program capacity and performance goals.

Establish and maintain relationships with community organizations, referral partners, and other stakeholders to expand recruitment opportunities and referral networks.

Develop, enhance, and maintain staff training, resource parent pre-certification training, and recertification training curricula to ensure compliance with program, licensing, and contractual requirements.

Plan, coordinate, and facilitate all pre-certification and recertification training activities, including scheduling, logistics, content delivery, and participant tracking.

Ensure resource parents have access to required training opportunities, including Foster Parent College, in-person training events, and virtual learning platforms.

Provide weekly supervision, coaching, and support to Recruitment and Retention Specialists to strengthen recruitment efforts, referral source development, and foster parent retention activities.

Conduct community outreach visits and networking activities to identify and develop new referral sources and recruitment partnerships.

Prepare and present regular recruitment, retention, and capacity-building reports to program leadership, including performance metrics, recruitment outcomes, and strategic recommendations.

Manage advertising and marketing initiatives for resource parent recruitment and evaluate new outreach methods to improve recruitment outcomes

Ensure the ongoing availability and facilitation of monthly foster and adoption support groups in English and Spanish.

Support Recruitment and Retention Specialists in completing required clearances, recertification requirements, and administrative documentation within required timeframes.

Ensure all resource family records, applications, certifications, and recertifications are accurately completed and entered in required data management systems.

Facilitate orientation sessions for prospective resource families and maintain current orientation schedules and enrollment records.

Oversee resource parent compliance throughout the recruitment, certification, placement, and recertification lifecycle.

Assist with initial applicant screening, home inspections, and family assessments, as needed.

Ensure all resource families are properly entered and maintained in FCSS, PMIS, and other required databases.

Attend agency meetings, training, and professional development activities as assigned.

Perform all duties in accordance with agency policies, procedures, licensing standards, and contractual requirements.

Maintain compliance with applicable professional standards, ethical guidelines, and conflict-of-interest requirements.

Maintain a flexible work schedule, including evenings and weekends, as necessary to support program operations and community engagement activities.

VACCINATIONS REQUIRED: Be able to show proof of immunization or immunity to vaccine-preventable diseases transmitted by the respiratory route, including:

Varicella: two doses of varicella vaccine (at least four weeks apart) OR born in the United States before 1980 with a reported history of chickenpox (verified by an adult present at the time of illness) OR titers indicating varicella immunity OR documentation from a healthcare provider verifying previous infection.

MMR: two doses of MMR vaccine (at least four weeks apart) OR titers indicating immunity to all three diseases.

Tdap: one Tdap dose.
