Full Job Description

Nature of Work

The City of Northglenn is seeking a highly qualified, energetic, and organized individual to serve as the Arts, Culture & Community Manager. This position is a key leadership role within the Parks, Recreation & Culture Department, providing strategic direction and operational oversight for the City's arts, cultural, and senior services. The position has primary responsibility for the operation and management of the Parsons Theatre and related facilities, booking the Northglenn Arts Presents series, serving as the Executive Producer for Northglenn Youth Theatre, managing cultural events, touring and community partnerships, public art initiatives, and supporting the Northglenn Senior Center.

The position is responsible for developing and implementing dynamic arts and cultural programs that enhances quality of life, fosters community engagement, generates economic activity, and supports the City's strategic goals. The position oversees theater operations, arts programming, facility scheduling, community use, and partnerships with arts organizations, contractors, artists, educational institutions, nonprofits, governmental agencies, volunteers, and other community stakeholders.

This position also serves as the Director to the Northglenn Arts & Humanities Foundation, a separate 501(c)3 organization, providing professional leadership and guidance to support fundraising, advocacy, strategic planning, donor engagement, grant development, and community investment in the arts. In addition, the position manages the City's senior center and historic preservation initiatives and collaborates closely with internal departments and external partners to advance Citywide projects, cultural initiatives, and community engagement opportunities.

As a member of the Parks, Recreation & Culture Department leadership team, the Arts, Culture & Community Manager works collaboratively across divisions to support departmental operations, strategic planning, budget development, capital improvement projects, policy development, and organizational initiatives. The position requires a collaborative, innovative leader who thrives in a team-oriented, self-directed environment while providing exceptional customer service to residents, patrons, performers, volunteers, community partners, city council, and staff.

Duties and Responsibilities

Manages all Arts, Culture & Community Division functions, programs, services and facilities, including the theatre, senior center, and community rooms.
Supervises division staff by assigning and reviewing work, establishing performance expectations, coordinating activities, allocating personnel, providing coaching and professional development, and addressing employee performance concerns.
Evaluates programs and services for effectiveness, community impact, accessibility, participation, quality, revenue generation, and alignment with community needs and emerging trends.
Develops, plans, implements, and evaluates a diverse portfolio of performing arts (both produced and presenting) and visual arts, as well as cultural, educational, and community engagement programs that reflect community interests and strategic priorities.
Develops and administers rental policies, contracts, performance agreements, production schedules, and facility use procedures while ensuring exceptional customer service for patrons, artists, promoters, and community organizations.
Ensures compliance with all applicable laws, regulations, licensing requirements, contracts, and safety standards, including liquor licensing requirements.
Develops and implements annual marketing strategies for the division in collaboration with the Active Recreation Manager and the Communications Department.
Collaborates with the City's Events Division to support Citywide festivals, cultural celebrations, public art initiatives, and community events.
Utilizes creative problem-solving and conflict resolution skills to address operational challenges, patron concerns, and event-related issues.
Works closely with the Director of Parks, Recreation & Culture to develop and implement policies, procedures, and service standards.
Actively involved in the development and implementation of division, department and organization-wide strategic plans; utilizes these plans to develop and implement long-range operational and capital improvement plans.
Collaborates with City project management staff, architects, consultants, and contractors on theater improvements, facility renovations, and capital projects.
Develops and maintains partnerships with local organizations, schools, nonprofits, businesses, and artists to expand programming opportunities and strengthen community engagement.
Research, prepare, and administer grant applications (including the SCFD, Colorado Creative Industries, etc.) and funding opportunities that support arts programming, cultural initiatives, public art, and senior center programming.
Represents the City and serves as staff liaison to community boards, commissions, committees, and regional partnerships as assigned; this includes the Northglenn Arts and Humanities Foundation, the Northglenn Senior Organization, and the Northglenn Historic Commission and Foundation. Provides leadership, coordination, and administrative support, ensures alignment for fundraising initiatives, advocacy, board development, and organizational sustainability. Member representative for Association of Performing Arts Professionals, Colorado Business Committee for the Arts, Collaborative of SCFD, Front Range Executive Directors of Local Arts Agencies, Active Adult Programming & Services, and others.
Demonstrates and models the City's mission, vision, and values in all interactions.
Acts in the absence of the Director of Parks, Recreation & Culture when assigned.

Education and Experience

Bachelor's degree from an accredited college or university in Arts Administration, Performing Arts Management, Public Administration, Nonprofit Management, Cultural Studies, Event Management, or a closely related field.

Minimum of five (5) years of progressively responsible supervisory experience in arts administration, theater management, cultural programming (including both producing and presenting performances), performing arts venue operations, community engagement, or a closely related field.

Preferred Qualifications:

Demonstrated success in writing and securing grants for arts and cultural programming, including experience preparing and successfully obtaining Scientific and Cultural Facilities District (SCFD) grant funding, with a proven track record of fund development, donor cultivation, sponsorship development, philanthropic partnerships, and revenue generation through ticket sales and program registration.
Experience working with or supporting a nonprofit foundation or board of directors, including fundraising strategy, advocacy, and community engagement.
Ability to communicate effectively, both verbally and in writing.
Ability to exercise independent decision-making, judgement and discretion.
Ability to develop, manage, and maintain budgets.

Supplemental Information

Position may require specialized certifications or training applicable to theater operations, event management, senior center, or public facilities.
CPR/AED/First Aid certification, or ability to obtain certification, is required.
Must possess and maintain a valid Colorado driver's license with a satisfactory driving record.
Evening, weekend, and holiday work is required to support performances, public events, Foundation activities, and community programming.

Hiring Range: $103,442 - $129,303/yr. DOQ
Full Range: $103,442 - $155,163/yr.

Regular Full-Time

Employee works in a position that is classified as 40 hours per week. Eligible for full benefit package including medical, dental, life and LTD insurance; pension and general leave and optional benefits.

Regular Part-Time 30+

Employee works in a position that is classified as 30+ hours per week. City pays contribution toward employee only medical and dental insurance. Employee can pay the difference to cover spouse and/or children. Life & LTD insurance coverage is provided. Employee participates in the City's pension plan and the City contributes to the plan. Employee accrues general leave on a pro-rated basis and optional benefits.

Regular Part-Time 20+

Employee works in a position that is classified as 20+ hours per week but less than 30 hours. City pays contribution toward employee only medical insurance. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation and optional benefits.

Regular Part-Time

Employee works is a position that is classified as less than 20 hours per week. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation.

Part-Time (No Benefits)

Employee works in a position that is classified as a short-term position, is not eligible for benefits and pays 7.5% toward deferred compensation.
