Full Job Description

OBJECTIVES

Ø To provide for average cost figures to be used in the various departments of the Cooperative.

Ø To provide for keeping work orders current so that the Cooperative can utilize RUS loan funds and, therefore, accomplish a more effective financial management program.

Ø To provide a means whereby records of meters, transformers, oil circuit reclosers, and other special equipment are kept updated.

DUTIES AND RESPONSIBILITIES:

Responsible for purchasing and inventory of Tools, Equipment, and Materials and Supplies.
Build work orders from engineering staking sheets.
Receives invoices, date stamps, and codes prior to submitting to Accountant.
Maintains receiving records of all incoming material.
Enters all material requisitions and keys purchase orders into the computer system.
Performs purchasing for LMRE/NCE.
Keeps a listing of all line material in inventory.
Updates work order history daily to maintain a current status on the computer.
Reviews and matches packing lists, purchase orders, and invoices, and assigns appropriate account numbers.
Acts as public relations representative for the Cooperative in all contacts with its members and the general public.
Post materials to assigned work orders after jobs are complete.
Coordinates with warehouse incoming/outgoing materials and shipments.
Updates work plan information on a daily basis to assist the Director of Engineering and Operations with reports and annual summary.
Provides list for monthly work order inspections.
Assists the Chief Operations Officer in the preparation of the annual work plan and budget.
Assists the Cooperative auditors in performing an audit of line material.
Prepares annual property tax report for the accounting department.
Assists in preparing and submitting the necessary work order forms and other documents to RUS so that loan funds can be obtained.
Keeps a file on all RUS approved work orders to show the total amount of monies that can be drawn upon.
Assists with the RUS loan audit.
Performs any other tasks as may be assigned to meet the objectives of the Cooperative.

SPECIFICATIONS

EDUCATION:

At a minimum, an associate's degree in Accounting or like discipline from an accredited college or university. A bachelor's degree is preferred. Work experience may substitute for a degree, with an understanding of furthering education. The applicant will also be required to successfully complete the U.S.D.A. Graduate School, RUS Borrower Accounting Course No. 211 (Electric).

EXPERIENCE:

Work experience with an electric utility or business in accounting is desirable. Practical application of accounting skills in a business organization for a minimum of one year is desirable. Must be able to organize work to meet deadlines. On the job experience dealing with line construction will be acceptable.

COMPETENCIES:

Must be able to operate a personal computer, calculator, mobile two-way radio and telephone.
Must have the ability to work steadily for prolonged periods of time, doing both a variety of tasks and repetitive work, with many interruptions and deadlines, with a high degree of accuracy, and under a heavy workload, if necessary.
Knowledge of internal controls, including segregation of duties.
Knowledge of working with governmental entities in compliance, dispute resolution, and remediation.
Proficient in Microsoft Excel, Word, Outlook, and similar software, with the ability to demonstrate an intermediate or beyond skill set.
Knowledge of budget practices and principles.
Ability to establish rapport with internal and external representatives, maintaining courteous, respectful, and professional relationships.
Must have strong communication skills, oral and written, persuasive communication, and conflict resolution.
Ability to use sound, logical judgment and be a practical decision-maker.
Ability to prioritize, organize and manage multiple tasks, even simultaneously, and coordinate projects with other employees working to meet deadlines and budgets consistently.
Ability to think creatively to resolve operational issues while maintaining consistency and regulatory compliance.

WORK AND SAFETY ENVIRONMENT:

Work is performed in a standard office environment, with occasional weekend and evening work and occasional in-state or out-of-state travel.
Must be able to perform required duties during extended hours in emergencies.
Knowledge of safety issues affecting office workers.
Ability to lift and move a box of copy paper weighing approximately 40 pounds.
Ability to move about and within an office building and on various terrains.
Ability to frequently stand and walk and sit for extended periods.
Ability to perform essential functions that require frequent, prolonged viewing and use of computer monitor, keyboard, and computer mouse for extended periods.
Operates all cooperative equipment in accordance with FESCO policies and procedures, safety rules, manufacturer guidelines, regulations, and codes and seeks input from the CFO when information is unclear, inadequate, or requires interpretation.
Complies with all FESCO policies, procedures, and safety rules as they apply to accounting and recommends to all co-workers the use and practice of the same.
