Position Summary
The Clinical Director provides strategic and operational leadership for Family Paths' clinical programs, ensuring the delivery of high-quality, culturally responsive mental health services to children, youth, and families in Alameda County. This position is responsible for clinical integrity, regulatory compliance, and program outcomes across services funded through Early and Periodic Screening, Diagnostic, and Treatment (EPSDT), Alameda Alliance for Health, CalWORKS mental health services and the Child Abuse Prevention, Intervention, and Treatment (CAPIT) program.
Reporting directly to the Executive Director, the Clinical Director oversees three Program Managers/Clinical Supervisors and Quality Assurance, providing leadership that bridges clinical excellence, compliance, and organizational mission.
This is a hybrid position with 3 days in-office work required. This position requires a demonstration of and commitment to Family Paths’ mission, vision, and values, including supporting a diverse, equitable, and inclusive workplace that utilizes trauma-informed practices.
Essential Duties and Responsibilities
Clinical Leadership & Program Oversight
- Provide overall clinical direction and leadership for all mental health programs, ensuring services are trauma-informed, evidence-based, and culturally and linguistically responsive
- Oversee the design, implementation, and evaluation of clinical programs across EPSDT, Alameda Alliance, CalWORKS mental health services, and CAPIT funding streams
- Establish and maintain clinical standards, treatment protocols, and best practice frameworks across all programs
- Ensure appropriate clinical service delivery models are in place for the populations served, including children and youth with Serious Emotional Disturbance (SED) and families involved in the child welfare system
- Collaborate with the Executive Director on program development, strategic planning, and organizational growth initiatives
- Collaborates with Program Managers to identify and meet organizational and program needs, priorities and service gaps and meet contract goals.
- Provides clinical supervision/consultation to licensed and unlicensed staff/interns as needed
- Develop and oversee consistent metrics for tracking clinical service outcomes.
- Provides consultation to managers on legal/ethical issues as it relates to clinical work, and seeks outside legal consultation when necessary
Supervision & Staff Development
- Provide direct supervision and leadership to three Program Managers/Clinical Supervisors, supporting their clinical, supervisory, and operational effectiveness
- Oversee supervision structures and procedures to ensure all clinical staff receive appropriate licensure supervision in compliance with BBS requirements
- Foster a culture of curiosity, relational leadership, continuous learning, and clinical excellence across all program teams
- Partners with HR to participate in the recruitment, hiring, onboarding, and performance evaluation of clinical leadership staff, including regularly updating Job Descriptions as needed
- Identify and address training and professional development needs across the clinical workforce to meet the requirements of the agency’s contractual obligations, funders and CEU regulations
Regulatory Compliance & Quality Assurance
- Partner with QA to develop, implement, and monitor quality assurance systems that meet the requirements of EPSDT/Medi-Cal Specialty Mental Health Services (SMHS), Alameda Alliance for Health, and CAPIT
- Ensure compliance with all contract requirements related to clinical services, including documentation standards, authorization processes, and Utilization Management protocols
- Oversee compliance with California Department of Health Care Services (DHCS) regulations governing EPSDT and Medi-Cal billing and documentation
- Ensure timely and accurate completion of clinical documentation, including assessments, treatment plans, progress notes, and discharge summaries, in accordance with all ethical and funder requirements
- Lead preparation for and response to program audits, chart reviews, and site visits conducted by ACBHCS, DHCS, Alameda Alliance, or county CAPIT administrators
- Monitor and respond to Quality Improvement (QI) data, client outcome measures, and utilization reports in partnership with QA
Funding Compliance & Contract Management
- Maintain current and comprehensive knowledge of EPSDT eligibility, covered services, authorization requirements, and billing regulations under California's Medi-Cal Specialty Mental Health system
- Ensure clinical services delivered under Alameda Alliance contracts meet managed care requirements, including medical necessity criteria, authorization workflows, and timely access standards
- Collaborate with Clinical Managers and Director of Finance to ensure that client service goals are met while maintaining high quality of care and clinician well-being.
- Oversee CAPIT program compliance, including adherence to child abuse prevention mandates, required service models, and county reporting requirements
- Collaborate with finance and operations staff to support accurate and timely billing, claims submission, and revenue cycle management for clinical services
- Participate in contract renewals, program reporting, and funder relationships as the clinical lead
Organizational Leadership
- Serve as a member of the senior leadership team, contributing to organizational strategy, policy development, and cross-functional decision-making
- Represent the clinical division in community partnerships, coalition meetings, and stakeholder engagement activities
- Collaborate with the Director of HR on workforce planning, employee relations matters involving clinical staff, and compliance with applicable employment and licensing requirements
- Support a positive, mission-driven organizational culture that centers equity, staff wellbeing, and community impact
Qualifications
Required
- Master's degree in Social Work, Psychology, Marriage and Family Therapy, or a related clinical field
- Active, unrestricted California clinical license (LCSW, LMFT, LPCC or Licensed Clinical Psychologist) required
- Minimum of 5 years of post-licensure clinical experience, with at least 3 years in a clinical leadership or supervisory role
- Demonstrated experience working within the EPSDT/Medi-Cal Specialty Mental Health system, including knowledge of Alameda County Behavioral Health Care Services contracts and requirements
- Experience with managed care contracting, including Alameda Alliance for Health or comparable Medi-Cal managed care plan
- Knowledge of CAPIT or child welfare-funded programs and the populations they serve
- Proven ability to supervise and develop clinical supervisors and program managers
- Strong understanding of trauma-informed care, evidence-based practices for children and families, and culturally responsive service delivery
- Excellent written and verbal communication skills, including experience with regulatory reporting and clinical documentation standards
Preferred
- Experience in a multi-program nonprofit community mental health setting
- Bilingual/bicultural skills strongly valued; Spanish, Cantonese, Mandarin, or other languages reflective of Alameda County's communities preferred
- Familiarity with electronic health record (EHR) systems used in Medi-Cal mental health settings
- Experience leading or preparing for DHCS, ACBHD, or managed care audits
Compensation & Benefits
Salary Range: $115,000 – $125,000 annually, commensurate with experience and qualifications
