Job Title: Project Manager
Reports To: Sr Project Manager or Construction Manager
Position Responsibilities and Duties:
PRIMARY FUNCTIONS:
Responsible for profit and loss of assigned projects
Seek and acquire project opportunities for Columbia Electric, Inc.
Estimate and propose change orders on projects to Owners (subject to review by Manager)
Provide guidance and management to Team Members
Serve as the primary technical and business resource for any projects assigned
Provide plans, specifications, scopes of work, permits, architectural & structural details to Superintendents and field Foreman
Work with Superintendent to ensure all parties are aware of the goals and objectives set for each project assigned
SAFETY:
Report all safety incidents immediately to the Safety Dept. and Construction Manager
Manage and Track USA Tickets to ensure they are active from start to finish of project
Ensure all employees are wearing the correct Personal Protection Equipment (PPE) for the task at hand (see the PPE chart provided to all personnel)
Comply with Owner/ Client site specific safety protocols AND CEI Safety requirements – in the event of a conflict, the more rigorous and stringent requirement shall apply
Make sure the project has the right tools and equipment needed to perform each task
Work with Superintendent and Field Foreman to ensure all proper signage and traffic control plans are communicated and followed for each task at hand
- If site specific traffic control drawings are not available use standard issued plans from server
Assist Superintendent(s) and Safety Dept. to ensure each task is performed by the employee with the right training and certifications
ESTIMATING DUTIES:
Identify changes in scope in a timely fashion, price the changes in scope of work, and submit pricing to the Client in a form acceptable and easily understood by the Client
Responsible for the entire T&M pricing cycle:
- Set up T&M work in Enterprise Software
- Communicate direction to proceed and scope of work to Field and Superintendent in writing
- Ensure T&M tags are being turned in weekly, at a minimum. If not, get Superintendent involved.
- Review T&M tags and, if correct, forward to Finance for Pricing
- Submit pricing to Client via a COR and ensure Enterprise Software is updated
Monitor the aging on all outstanding COR pricing
Negotiate settlement of all CORs with Client in a timely fashion – request assistance from your manager if unsure about the approach
Submit and manage change order (COR) rejection claims in a timely manner to not forfeit rights
Monitor and drive Owner Change Orders for outstanding CORs
PURCHASING DUTIES:
Verify all Subcontractor and Vendor quotes for accuracy and competitiveness and re-quote, if required
Work with the Purchasing Dept. to write and issue all needed purchase orders and subcontracts
Ensure storage is available for large material purchases and specify the delivery locations for each assigned project
Manage, release, and track long lead time items with the Purchasing Dept.
Manage, quote and release all underground material including but not limited to boxes, conduit, rebar prior to project start
Manage the submittal process as dictated by project documents beginning with getting the submittals and finishing with getting approval of the submittals and sending them out to project team and suppliers, as required
PROJECT MANAGEMENT DUTIES:
Inform Sr Project Manager or Construction Manager of any unusual, noteworthy or risky aspects or activities of a job and propose a plan to mitigate or address the issue(s)
Carefully review various job cost reports to ensure awareness of project financials and be able to act on any concerns
See that the project is constructed in accordance with the contract requirements, plans and specification with the required quality as determined by CEI company standards or contract documents standards, whichever is more stringent
Set-up project binders including blue folders and plan files
Submit timely billings to the Owner which accurately reflects all costs to date (including subcontract and Vendor costs) which properly accounts for all work performed
Represent the company in meetings with the Owners, General Contractors, Architects, Subcontractors, Suppliers, and others in a knowledgeable and professional manner
Price and prepare change order requests (COR) for review by Manager, negotiate CORs with Owner, review Owner Change Orders prior to be being signed by Construction Manager, and issue change orders to Vendors and Subcontractors as needed
Work with Superintendents to determine the best usage of labor, advance job planning, material, and equipment, in order to develop a plan and project schedule for CEI work
Work with Superintendent to develop, maintain, and update a CPM (Critical Path Method) schedule for each assigned project – CPM should be reviewed by Manager prior to submission
Monitor work activities against the CPM to assure all schedules, production and quality goals are met
Provide feedback to Manager on unit pricing that is being achieved on current projects to allow them to communicate and analyze for Estimating
Document and maintain records on any project delays and promptly submit requests for any extension of time and/or additional costs caused by these delays
Provide advice, counsel, and assistance to Project Engineer on matters of construction operations
Make visits to the project on a regular basis (at least weekly) in order to observe and see that the work on the project is properly conducted and progressing per the schedule
See that all persons and firms involved observe proper safety measures in accordance with OSHA, Federal and State laws, local ordinances, and good industry practices on the project
Keep Columbia Electric, Inc. fully informed in a timely manner with regard to any and all problems related to the project
Cultivate and maintain good relationships with the Client, Owner, General Contractor, Architect, Engineers, Subcontractors, Suppliers, Local Authorities, etc. who are involved with the project
Prepare all required closeout documents (warranty letter, O&M manuals, As-Built drawings, permit signoffs, etc.) as required by the contract documents at the completion of the project to all necessary parties
On completion of each project, see that all punch list and remedial work are expeditiously performed and ensure all Vendor POs and Subcontractor contractors are formally closed out
Handle all project disputes as they may arise with either the Client or CEI Subcontractor and Vendors - request assistance from your manager if unsure about the approach
Manage all project documentations including but not limited to meeting minutes, scheduling, incident reporting, job costing, accounting, cost coding of invoices, material purchase orders, payment receipts, etc.
Ensure all project records are properly archived in accordance with company policies and guidelines
Secure executed subcontract and purchase order agreements
Ensure all subcontractors have current insurance certificates on file prior to scheduling them for work
As the project progresses, ensure all Team Members – Field, Operations, Subcontractors, Vendors, etc. – are aware of any changes that arise on the project and clear, concise direction is given on scope of work and direction to proceed
Ensure PlanGrid is kept up to date with the latest plans, specifications, submittals, RFIs, etc. that we have been given written direction to proceed on by the Client
Ensured an up to date, conformed set of drawings is available to the field and on the server
Work with superintendent to obtain a yard large enough to maintain the operation and storage of a given project
Manage and issue “Project Labor Summary” report to the field foreman and review for accuracy - if budget needs to be adjusted see Manager
Write, issue and manage all RFI clarifications required
Effectively manage and report any and all warranty claims received
Properly document all project incidents (e.g. property damage, utility damage, etc.) in writing and photos to ensure we can accurately and definitively determine cause and fault
Review and manage contract process from Client to ensure accuracy (I.E. scope of work verification, exclusion verification, referenced attachments, CEI execution, etc.)

QUALIFICATIONS:
Bachelor's degree in Construction Management, Electrical Engineering, Civil Engineering, Business Administration, or a related field preferred. Equivalent combination of education and relevant construction experience will be considered.
Minimum 5 years of experience managing commercial, industrial, or electrical construction projects with responsibility for project financial performance (P&L).
Minimum 3 years of experience managing subcontractors, vendors, superintendents, and field personnel.
Experience with project budgeting, job costing, forecasting, change order (COR) management, Time & Material (T&M) billing, and cost control.
Proficiency with construction management software such as PlanGrid, Procore, Vista, Bluebeam, Enterprise, or similar platforms.
Working knowledge of CPM scheduling, RFIs, submittals, project documentation, contract administration, and project closeout procedures.
Strong understanding of OSHA regulations, construction safety practices, and site-specific safety requirements.
Excellent leadership, communication, negotiation, organizational, and problem-solving skills with the ability to manage multiple projects simultaneously.
Valid driver's license and ability to travel regularly to project sites.
Preferred Qualifications
Experience managing electrical construction projects.
Experience with utility, infrastructure, or public works projects.
Experience mentoring Project Engineers, Assistant Project Managers, or other project staff.
JOB SITE WORK ATTIRE:
Safety Vest is required at all times when stepping foot on project.
- Class 2 or Class 3 Vest is dependent on-site conditions
Hard Hat is required at all times when stepping foot on project

Pay: $120,000.00 - $160,000.00 per year
