Description

This Charter Officer directs the operation and administration of the Office of the Internal City Auditor and advises the City Council with respect to all matters concerning financial, performance, and compliance audit activities. The Internal City Auditor serves at the will of the City Council.

Examples of Duties

Plans, organizes, directs and deploys staff; reviews activities, work standards, and accomplishments of audit staff.
Develops, implements, and monitors departmental goals and objectives that are aligned with the strategic direction of the City Council; and develops appropriate measures to be tracked in support of the City’s strategic plan.
Prepares an annual audit plan for the approval of the City Council.
Recommends to the City Council all measures necessary and expedient for the proper governance and management of City financial, performance and compliance audit activities.
Maintains positive working relationships with City staff and and acts as a strategic partner to the City Council; assists the City Council in its accountability functions.
Conducts a program of financial, performance and compliance audits with Governmental Auditing Standards in order to assess the productivity and effectiveness of City operations; provide recommendations for improving operations and internal control to assure the City Council that City assets are adequately safeguarded and financial records are accurately and properly maintained and to determine management’s compliance with policies, plans, procedures, laws, and regulations which could impact operations.
Directs, plans, organizes, coordinates and reviews the work of department staff in accordance with all applicable federal, state, and local laws, rules, and regulations.
Prepares and delivers presentations to City Council, other governmental agencies, and professional organizations.
Performs other duties as assigned.

Minimum Qualifications

Bachelor’s degree in a business-related field preferably with a concentration in accounting and auditing.
Five years of professional level auditing experience.
Three years experience in supervision in an auditing environment.
Experience or training in governmental accounting and/or auditing.

Preferred Qualifications

Certified Public Accountant
Certified Governmental Auditing Professional

Licenses / Certificates

Must obtain Certified Internal Auditor certification within one (1) year of hire.
Must possess and maintain a valid Florida Operators Driver’s License with an acceptable driving record.
Applicants with professional designations such as CPA, CGAP, or CISA are preferred. If a CPA, the license must be active under the Florida Department of Business and Professional Regulation Division of Certified Public Accounting.

Knowledge, Skills, and Abilities

Knowledge of governmental auditing and accounting principles and techniques.
Knowledge of general laws, ordinances, regulations and administrative policies governing municipal finance and budgetary practices and operating procedures.
Knowledge to sufficiently evaluate the risk of fraud.
Knowledge of work paper format to document the audit process that meets established Institute of Internal Auditors and Government Auditing Standards.
Knowledge of standard office practices and standard office equipment.
Strong written and oral communication skills.
Strong information technology skills with a proficiency in Microsoft Word and Excel.
Ability to develop an audit program and audit plan to meet the objectives of the audit.
Ability to review audit work papers of others to ensure support for audit results and conclusions
Ability to evaluate internal controls over business operations.
Ability to evaluate compliance with laws, ordinances, contracts, policies and procedures.
Ability to apply professional skepticism and due professional care.
Ability to prepare and write informative audit reports that effectively communicate audit objectives, results, and recommendations.
Ability to communicate and to collaborate with City Council, City officials, City management and City employees to improve effectiveness and efficiencies of the City’s business processes.

Short Term and Long Term Disability

Offered to full time employees, STD and LTD coverages are income replacement benefits that assist policyholders who are unable to work for an extended period of time due to sickness or accidental injury.

Flexible spending accounts allow employees to pay out-of-pocket medical, dental, vision, and dependent care expenses using pre-tax dollars.

Pet Insurance

We also offer special pet insurance for your pets in the case of illness or accidents, as well as preventative care.

Employee Health & Wellness Center

The City of Ocala offers the use of the City Clinic for those employees, and covered dependents over the age of 8, which have elected one of our health insurance plans. Services offered by the City Clinic include primary care, chronic disease management, labs, x-rays, and wellness coaching.

Voluntary Cancer Insurance

For full time employees, the cancer insurance policy can help provide security if you, or a covered dependent, suddenly become diagnosed with cancer.

Supplemental Critical Care Insurance

Our full time employees have the option of electing critical care insurance that is available to help with medical expenses that could arise from things such as a heart attack or stroke.

Supplemental Accident Insurance

Also available to full time employees, is our Accident Coverage. This supplemental plan can be used to help with expenses like MRI's, physical therapy, and hospital admission.

Legal Plan Insurance

Full time employees can have access to local attorneys for a monthly fee and receive discounts on services such as legal consultation, wills, traffic violations and the purchase or sale of your home. The carrier also has a separate policy assisting with the matter of identity theft and social media monitoring.

Deferred Compensation Plan

Deferred compensation is available to all full-time employees at the time of employment. This benefit allows the employee to defer income without paying taxes until money is withdrawn. Current plan is administered through MissionSquare.

Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.

Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

Discounts are available to all non-temporary employees at the time of employment.

Employee Assistance Program (EAP)

The Employee Assistance Program is available to all full-time employees and members of your household as an employer paid benefit. The EAP offers emotional wellbeing support in the form as counseling sessions and all sessions are confidential. The EAP also provides daily life assistance, legal services, and financial services.

Retirement Plan

All full-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.

Training Programs

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.

Tuition Reimbursement

All regular, full-time employees are eligible to participate in the tuition reimbursement program.
