Full Job Description

SUMMARY

The Program Manager will oversee the day to day operations of the Women’s Residential Unit, consisting of a 58 bed capacity. Responsible for maintaining a caseload of clients and providing sound, therapeutic treatment in a residential setting for the ongoing maintenance of all clinical program components.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Directly supervise the staff of counselors at the Women’s Unit, including interviewing, hiring, and training; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
In partnership with the Clinical Director, develops, coordinates, and maintains clinical program policies and procedures of the Women’s Unit, and modifies as necessary the overall program parameters
Analyzes, recommends and supports practices seeking to improve performance on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization
Develops and implements educational curricula for the behavioral health educational program, and evaluates the effectiveness of the curricula.
Reviews and develops treatment plans, ensuring that all treatment plans are specific, measurable, attainable, realistic, and timely. Review treatment plans to determine that they are reflective of client’s progress and development and that the client was appropriately involved in the process.
Ensure client charts comply with CARF and/or other state agency standards, using Welligent Electronic Medical Record through regular chart review.
Ensures compliance with accreditation standards and requirements to include federal, state, and local certifying and licensure bodies
Reviews client records for quality of treatment documentation and planning
Provides and facilitates quality assessment and improvement training for staff development of direct reports.
Facilitates weekly treatment planning meeting, group clinical supervision meeting, and counselor/program staff meeting.
Participates in quality assurance and utilization review activities as directed by the Clinical Director.
Coordinates with Clinical Director and other team members to monitor and ensure compliance with State licensing and regulatory standards.
Complete all documentation requirements in a timely manner. Assist administrative staff to insure that billing is accurate and reflective of the services provided.
Maintain Ceridian Source Self-Service (CSSS) files and complete E-learning requirements in a timely fashion
Monitors adherence to company and department policies, procedures and practices.
Maintain positive working relationship with agencies, resources, and families to coordinate services for client care; provide information on substance abuse treatment resources and services; and make necessary referrals.
Complete and timely submit all reports and documentation required by various funding sources
Creates and supports a positive, professional, team-oriented, harassment free work environment by understanding and complying with the company’s policies
On-call and available for emergency situations.
Serve as a role model through positive, appropriate conduct and participation in special agency events. Project a positive image to the public.
Demonstrate proficiency in Phoenix House's electronic health record system (Welligent) sufficient to fulfill the duties required by this position within 30 days of employment.

EDUCATION/EXPERIENCE

Master’s Degree in a related field from an accredited college or university
A current, valid State of Florida license in at least one of the following : Licensed Counselor or Licensed Mental Health Counselor (LMHC), Licensed Clinical Social Worker (LCSW)
Minimum five (5) years of experience working with substance abuse clients in a residential treatment program
Minimum two (2) years of experience supervising a clinical staff in a behavioral, mental health and/or substance abuse facility, preferably working with long term clients, public and criminal justice clients
Thorough knowledge of program management principles, clinical systems and operations, quality assurance, and regulatory/accreditation agency requirements.

Upon selection for hire, prospective employees will be required to successfully pass the Florida Department of Children and Families (DCF) Level II background check and the Department of Corrections (DOC) background check.
