Description

This position is responsible for implementing the development review process and overseeing the one-stop permit center to help guide orderly growth and development in the community. This position works with various divisions and individuals within the Growth Management Department concerning the coordination of permits, inspections, plans, and cases.

Examples of Duties

Supervises permitting daily activity of the One Stop Permit Center. This includes supervising the Senior Permit Technicians, Permit Technicians, Impact Fee/Permit Coordinator, Building Administrative Coordinator, and the Development Coordinator. This duty is performed daily.

Manage and oversee the building construction application approval process, issuance of permits, plan submittals, plan processing, and payment processing. This duty is performed daily.

Supervise and coordinate the provision of efficient and effective service delivery to customers; handle difficult and complex customer service situations; identify and recommend opportunities for improving service delivery methods and procedures. This duty is performed daily.

Provide case management of building permit applications, confer with project owners and design professionals regarding state and local code requirements, and obtain multiagency application approvals. This duty is performed daily.

Manages the scheduling of various inspections related to all construction trades. This duty is performed daily.

Manages the front counter tablets and other tracking systems related to the City’s strategic goals; coordinates improvement and upkeep of information systems, databases, scanning, and imaging systems. This duty is performed weekly.

Manages the coordination between building, planning, and code enforcement staff regarding actions to ensure compliance with regulations. This duty is performed daily.

Recommend, develop, and implement goals, objectives, policies, and procedures for the permit division. This duty is performed monthly.

Ensures that complaints from customers are addressed and resolved promptly. This duty is performed daily.

Provides one-on-one training for staff, including cross-training as needs arise and job functions change. This duty is performed monthly.

Prepares and analyzes aging reports to identify permits or projects that are experiencing delays in review and coordinates with review staff to finalize. This duty is performed daily.

Proficient in the electronic permit management process and software (Trakit) to provide cross-training to permit technicians, and spot checks plan review entries for quality assurance. Provides technical support to customers and city staff in the use of Trakit. This duty is performed daily.

Reviews and makes recommendations for credits, rebates, transfers, and refunds. This duty is performed as necessary.

Prepares periodic reports of impact fee accounts, collections, and expenditures. This duty is performed monthly.

Manages the Development Services Coordinator position regarding intake of development plans and routing for review, responding to applicant questions regarding project status or staff review comments, issuing site plan review committee comments to applicants, follow-up with staff reviewers to ensure timely review, and assisting applicants and staff reviewers with any software questions. This duty is performed daily.

Proficient in the ProjectDOX electronic permit plan review process and software to provide cross-training to permit technicians, and spot checks plan review entries for quality assurance. Provides technical support to customers and city staff in the use of ProjectDOX. This duty is performed daily.

Perform any other related duties as required or assigned.

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

A bachelor's degree from an accredited college or university in business or public administration, or another appropriate field.
Must have five (5) years of experience in permitting, preferably in a government regulatory agency.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Florida Driver's License with an acceptable driving record.

This position will directly supervise 8 employees.

Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.

Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
