About PaveMasters

PaveMasters is a fast-growing, commercial asphalt paving and maintenance platform operating across five divisions in California and Arizona. We provide new asphalt construction, repairs, sealcoating, and parking lot maintenance services to commercial, municipal, education, and government clients. PaveMasters is executing an active acquisition strategy, adding new operating companies to the platform and building out the corporate infrastructure to support that growth.

The Opportunity

PaveMasters is building out its corporate finance and HR infrastructure to support a scaling, multi-entity platform. We are seeking a Corporate Payroll Manager to own payroll for the entire organization — designing and standing up a payroll function that can scale as new divisions are acquired and integrated. This is a highly visible, build-from-the-ground-up role for someone who wants to create the payroll structure, policy, and controls for a growing platform, not just administer an existing one.

The Corporate Payroll Manager will report jointly to the VP of Accounting and the VP of Human Resources, and will work closely with the Accounting Manager on reconciliations, job costing, and month-end close. Local branch-level payroll personnel across all divisions will report into this role, making this both a hands-on technical position and a people-leadership role.

What You'll Do

· Own the long-term roadmap for establishing standardized payroll processes and governance across the organization, creating a scalable corporate payroll framework while partnering with division payroll teams to support continued growth.

Provide strategic oversight of end-to-end payroll operations across a multi-entity, multi-division organization, ensuring accurate, compliant, and timely payroll processing while supporting local payroll teams responsible for day-to-day processing.
Serve as the primary point of accountability for payroll across the platform, with branch-level payroll personnel reporting up through this role
Design, document, and enforce standardized payroll policies, procedures, and controls that establish consistency across all divisions.
Lead payroll due diligence, integration planning, payroll conversion, and post-acquisition stabilization for newly acquired companies.
Serve as the organization's ADP subject matter expert, optimizing system configuration, reporting, and workflows across all divisions
Oversee payroll-related job costing, ensuring labor costs are accurately allocated to jobs/projects in coordination with the Accounting Manager and division controllers
Manage payroll compliance for prevailing wage and certified payroll requirements on public works and government contracts
Oversee payroll tax compliance, quarter-end and year-end payroll activities, including W-2 processing, payroll tax filings, account reconciliations, and coordination with external tax agencies and vendors.
Serve as the primary relationship manager for ADP and other payroll-related vendors, ensuring system optimization, issue resolution, and implementation of new functionality.
Develop payroll metrics and dashboards to monitor payroll accuracy, processing efficiency, compliance, and service levels across all divisions.
Lead payroll due diligence, integration planning, payroll conversions, and post-acquisition stabilization for newly acquired companies.
Drive the transition from paper-based to electronic time and attendance tracking across field and branch locations
Ensure compliance with California wage and hour law, as well as payroll regulations across all states and jurisdictions in which PaveMasters operates (currently CA and AZ, with more anticipated as the platform grows)
Partner with the VP of Accounting and Accounting Manager on payroll accruals, reconciliations, and month-end close
Partner with the VP of HR on benefits deductions, garnishments, leave administration, and employee-facing payroll matters
Build reporting and controls to support audit, workers' compensation, and PE sponsor reporting requirements
Recruit, train, and manage branch-level payroll staff, establishing consistent standards of performance and accountability across locations
Assess current payroll capabilities and staffing at each branch/division, identify gaps in coverage, skill set, or process, and put plans in place to fill them

What You Bring

Extensive experience managing payroll in a multi-branch, multi-entity environment (holding company/operating company structure), including weekly, biweekly, and multi-state payrolls supporting large employee populations. This is not a single-location, single-entity role.
Proven experience integrating newly acquired entities onto a centralized payroll platform in a scaling, acquisitive organization
Demonstrated ability to build payroll infrastructure from the ground up — policy, process, and controls — not just operate within an existing framework
Deep, hands-on expertise with ADP payroll systems
Strong background in construction industry payroll, including prevailing wage/certified payroll and job costing
Experience leading a transition from paper-based to electronic time and attendance tracking
Working knowledge of California wage and hour law; experience managing payroll compliance across multiple states and jurisdictions
Track record of building and enforcing payroll policy in a growing or newly professionalizing organization
Strong people-management skills, with experience overseeing distributed payroll staff across multiple locations
High attention to detail, strong sense of ownership, and comfort operating in a fast-paced environment with evolving processes
