Hiring Department

The University of Texas Permian Basin's Department of Environmental Health & Safety welcomes applications for the position of Environmental Compliance Specialist II

Salary Range

$69,000.00 depending on qualifications

Essential Functions

The Environmental Compliance Specialist II administers and coordinates assigned environmental compliance programs that support safe, responsible, and compliant University operations. Reporting to the Director of Environmental Health & Safety, the position manages recurring activities involving regulated waste, water and stormwater requirements, environmental permits, chemical inventories, air-quality and indoor-environmental concerns, inspections, incident response, corrective actions, training, and regulatory records. The position provides technical guidance within approved standards, recommends program improvements, and collaborates with faculty, researchers, facilities personnel, vendors, regulators, and UT System partners while reserving final policy, regulatory, and institutional authority for the Director.

Environmental Compliance Planning and Program Administration

1. Administer assigned environmental compliance programs, annual schedules, inspections, documentation, training, reporting, and corrective-action follow-up under the direction of the Director of Environmental Health & Safety.

2. Review applicable requirements and recommend procedures, controls, and program improvements; elevate policy decisions, exceptions, and institutional commitments to the Director.

Waste Management and RCRA Compliance

3. Coordinate campus hazardous chemical, biological, universal, and regulated medical waste activities, including accumulation-area requirements, labeling, storage, manifests, vendor services, records, and training.

Water Quality, Stormwater, and Environmental Permits

4. Coordinate MS4, SWPPP, SPCC, petroleum storage tank, pool chemistry, and related permit activities, inspections, records, required testing, and corrective actions.

Chemical Inventory, Hazard Communication, and FIFRA Compliance

5. Coordinate chemical inventory, Safety Data Sheets, Hazard Communication, right-to-know, and assigned FIFRA compliance activities across campus units.

Air Quality and Industrial Hygiene Coordination

6. Monitor assigned Clean Air Act, emissions, asbestos, lead, mold, and indoor environmental-quality requirements and coordinate technical evaluations and remediation support.

Environmental Inspections, Spill Response, and Corrective Action

7. Conduct advanced laboratory and facility inspections, evaluate findings, prepare reports, and recommend corrective actions based on applicable standards.

8. Respond to hazardous-material spills and environmental emergencies within assigned training and coordinate notifications, vendors, responders, and recovery activities as directed.

9. Investigate environmental incidents, identify contributing factors, prepare corrective-action documentation, and track approved actions through closure.

Regulatory Interpretation, Training, Records, and Campus Advisory

10. Develop and deliver environmental compliance training and provide technical guidance to faculty, researchers, facilities personnel, and other campus units.

11. Maintain required permits, plans, manifests, inventories, inspection records, training records, reports, and regulatory calendars.

12. Coordinate with UT System offices, regulators, consultants, vendors, and campus departments on assigned environmental matters while reserving final institutional positions and commitments for the Director.

13. Monitor regulatory and UT System changes and recommend updates to procedures, training, records, and operational controls.

Required Qualifications

1. High school diploma diploma or G.E.D. and have attended college.
2. Three years of direct experience in an area specific to the position.
3. Must be able to qualify and pass the university's authorized driving program.

Preferred Qualifications

1. Associates degree in engineering, safety, industrial hygiene, chemistry, biology, physics, environmental science, or other related field.
2. Bachelor's degree in engineering, safety, industrial hygiene, chemistry, biology, physics, environmental science, or other related fields.
3. OSHA 10-30 hour certification in Construction or General Industry Safety.
4. 30-Hour HAZWOPER training to First Responder Operations Level.
5. RCRA Trained.
6. Certifications such as ASP, CSP, CIH, CHMM, ARM, are helpful.

Schedule

Generally, the normal work hours for the university are Monday through Thursday, 7:30 – 5:30 pm; Friday, 8:00 am – 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments.

Standard Working Conditions

1. Able to lift various materials up to 25 pounds on an occasional basis.
2. Able to bend, crouch, and reach continuously.
3. Physically able remain seated, frequently to continuously.
4. Able to remain standing up to 15% of the time.
5. Possesses dexterity abilities required to perform job duties including extensive keyboard work, operating office equipment, performing filing, and other job-related responsibilities that include extensive wrist and hand movement.
