Department: Executive Office
Salary Range: $120,000 – $140,000 DOE

Background Check: All employees must be able to pass a background check per the Northwestern Band of the Shoshone Nation.

Position Description:
The Executive Director serves as the Chief Administrative Officer of the Tribe and is
responsible for implementing the Northwestern Band of the Shoshone Nation Tribal
Constitution; vision, goals, and policies established by the Tribal Council. This role provides
overall leadership, management, and direction for tribal operations, programs, and services.
The Executive Director ensures that tribal government functions in compliance with
applicable laws, regulations, and tribal policies, while promoting the cultural values,
traditions, and sovereignty of the Tribe.

Other Duties

Knowledge of the Northwestern Band of Shoshone Nation’s organization and structure;
including the functions of the Tribal Council, each department, and maintain confidentiality,
discretion, resourcefulness and sound judgment in handling sensitive issues.

Responsible for planning, implementing, and evaluating all programs and activities directed and approved by the Tribal Council
Knowledge of Federal Indian Law, Regulations and Policy
Federal and Foundation Program(s) contract/grant planning, implementation, and evaluation
Ability to conduct strategic planning, implement programs, policies, of Tribes, Indian people, and the general public, strive to promote operational efficiency, and provide an adequate safeguard of corporate assets.
Responsible for planning, implementing and evaluating all programs and activities directed and approved by the Tribal Council
Organizational staff planning, management and supervision
Provide management and oversight into financial planning, preparation of reports and development.
Knowledge of preparing Resolutions and correspondence
Reviewing Government documents, ensure compliance with contract requirements, initiatives, and studies.
Attending conferences, workshops, and training and non-planned activities
Review and assist with preparation and coordination of the audit process.
New assignments are provided in detail, as well as changes in current policy and procedures.
Responsible for administrative support functions including accounting management, personnel management, facilities management and construction, safety management and program planning Assist and support Tribal departments on various tribal projects.
Attend Tribal Council monthly meetings.
Ability to function effectively under pressure of time and/or demands of several tasks at once.
Strong ability to meet and deal with a variety of individuals exercising tact, diplomacy and judgment.
Excellent knowledge of written and oral communication skills, spelling, punctuation and a variety of lettered and report formats
Provide basic and accurate information in-person, via phone and email.
Maintain strong, independent and ethical decision-making ability.
Oversee day-to-day tribal government operations, departments, and programs.
Supervise and evaluate department directors and key staff, fostering accountability and professional development.
Experience in working with Federally recognized Tribes and Federal Government Programs that provide benefits or services to Tribal Government and Tribal Programs
Experience in private business experience and experience working with non-profit corporations is desirable.

Qualifications:

Bachelor’s degree with seven (7) years’ supervisory management experience of diverse programs.
Advanced degree or certificate in Business/Public Administration may substitute for up to two years.
Extensive knowledge of constitutional principles, Indian law, and jurisdiction issues (e.g., P.L. 93-638 as amended). 5+ years in Executive level management position
Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.
Experience working with tribal communities or a tribal organization preferred.
Experience with tribes preferred.
Must have intermediate to advanced skills in office automation software including word processing, spreadsheet, database, and publication design (MS Office preferred; experience with various software programs a plus).
Experience preparing written reports and documents for public dissemination preferred.
Experience creating and giving oral presentations to a variety of audiences.
Strong oral and written communication skills.
Excellent organizational skills and demonstrated ability to carry out responsibilities with minimal day-to-day supervision.
Ability to communicate in a friendly, courteous and professional manner.
Strong and demonstrated record for good attendance.
Demonstrated discretion, tact, knowledge, judgment, and overall ability to work effectively with federal, tribal, and other professionals and facilitate participation and partnerships in program activities.
Sensitivity to cross-cultural differences, and ability to work effectively within their context.

Constantly requires the ability to receive detailed information through oral communications, and to make fine discrimination in sound. Constantly requires repetitive movement of the wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks. Constantly requires standing and/or sitting for sustained periods of time. Constantly requires use of a computer, keyboard, and mouse. Occasionally requires ascending or descending stairs or ramps using feet and legs and/or hand and arms. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching.

Typical Environmental Conditions:

The worker is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.

Travel Requirements:

Travel outside of UT/ID occasionally required. Overnight travel outside of the area is infrequently required. Depending on organizational, Tribal, local, and state travel rules, travel to and from Tribal sites, conferences, and meetings may become more frequent.

Pay: $120,000.00 - $140,000.00 per year
