Full Job Description

Under the direction of the Section 8 Supervisor, the Eligibility Specialist assists in determining eligibility for housing programs administered by the Housing Authority of the City of Ogden. This position is typically the first point of contact for most applicants and clients by addressing questions, assisting applicants, reviewing initial applications and documents, verifying eligibility and computer input. This position is fast paced and requires a thorough knowledge of eligibility requirements of all programs and requires accurate data entry of information into housing software programs . This position requires a great attitude, must be able to communicate constructively with clients, work well with others, and must be able to provide great customer service. This position will also provide assistance to the Housing Specialist and to the receptionist desk as needed. Position opened until filled. Equal Employer Opportunity.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The following represent the major essential and secondary duties of the position; however, they are not intended to be all-inclusive. The Authority reserves the right to change, reassign, or combine job duties at any time.

1. . Assist Supervisor in preparing monthly waiting lists, and reviewing for accuracy. Timely processes and enters all changes and updates to ensure applicants are processed in the system.

2. . Selects applicant from applicable waiting list. Ensures that applicants for rental assistance owes no debt to any Housing Authority or owner. Contacts applicants to assess family composition, income sources, expenses, and other pertinent information to determine qualification for housing preference and eligibility for assistance, and explains various housing programs. Timely follow-up with applicants to ensure documents are received timely to process housing voucher. Verifies information supplied by preparing and issuing forms and/or other correspondence to employers, caregivers, financial institutions, and other agencies (Children and Family Services, Social Security, etc.) Reviews and scans incoming material.

3. . Prepares briefing packets. Verifies each form ensuring completeness to include all required signatures are in order. Assembles file materials for the permanent file. Works as a team member and coordinates activities with other Housing Officers and Housing Inspector, assisting other team members when appropriate.

4. . Uses manual records and computer printouts to prepare report(s) for Supervisor outlining number of moves processed, number of vouchers issued and surrendered, number of vacancies, and number of applicants received and processed.

5. Answer incoming phone calls, assisting clients and applicants by answering or directing questions to staff. Input applicant’s and current client’s date in the housing software, making copies, and other general office duties.

Provides backup to the reception desk as needed to include other required tasks.

ESSENTIAL QUALIFICATIONS

The equivalent of a high school education with one year paid professional experience in either a receptionist or front office environment. Education beyond the high school equivalent may be substituted for one year of experience.

Must be able to work well with the general public, housing program participants and applicants under varying and stressful circumstances. Ability to relate and communicate with persons from all socio-economic, ethnic and racial backgrounds. Must have very good customer service skills in all situations.
Must be experienced in explaining details of a program and eliciting accurate and complete information from individuals in the context of a one-on-one interview. Requires good, clear written and verbal communication skills in English.
Requires previous office experience working with the public in which the following skills were attained: effective telephone skills, ability to deal tactfully with a variety of people under constantly changing circumstances, ability to prioritize tasks with minimal direction, ability to compose and type basic written and numerical documents, ability to understand and follow verbal and/or written instructions, and familiarity with filing systems and standard business machines (such as copiers, calculators, computer equipment, fax machines, telephone systems, etc.).
Must function effectively in stressful situations; able to prioritize tasks and make sound decisions in accordance with HUD regulations and established policies and procedures.
Requires intermediate knowledge of word processing software, preferably Microsoft Word or the ability to learn word processing software with minimal training time.
Ability to maintain confidentiality.
Must adhere to drug-free workplace requirements and random testing policy.
Ability to complete Housing Eligibility Certification within one (1) of appointment.

SECONDARY QUALIFICATIONS

College level classes in writing, computer skills, Spanish. Formal training in effective interviewing techniques.

Requires basic familiarity with documentation and verification requirements of some type of social service program.
Knowledge of basic HUD regulations.
One year of experience working with low-income, elderly or disabled individuals.
Ability to speak and understand a foreign language.

WORKING CONDITIONS

Must be capable of performing light lifting of up to 20 pounds, predominantly paper products, small office equipment, files, etc. Many files are retrieved and stored in overhead shelving as well as bottom drawer of filing cabinets; these files may weigh up to 20 pounds. Files may be carried a distance of up to 100 feet from desk to storage facility. Must be adaptable to intermittent sitting, standing, stooping and other physical movement. Possible exposure to stress as a result of human behavior
