About MIDA
The Military Installation Development Authority (“MIDA”) is a political subdivision of the State of Utah created in 2007 by the Utah legislature to promote the development of military land and related projects. In essence, MIDA is an economic development entity with a military focus. MIDA’s mission is to create positive economic outcomes for Utah military bases, base personnel, and their surrounding communities by facilitating development, primarily on underutilized military land. MIDA also has several subsidiary boards, such as public infrastructure districts and development review committees, that manage different aspects of MIDA’s project areas. About this Position
The Project Manager will serve as a project manager for MIDA's Falcon Hill Project Area in Davis and Weber Counties, Utah. The role is dynamic and high-impact, responsible for leading complex development projects, supporting strategic initiatives, and providing support to the project area director. This position blends project management, stakeholder engagement, and high-level support to advance MIDA’s mission of promoting economic development on military land. The Project Manager is a trusted advisor and tactical executor, driving projects forward while ensuring operational excellence and strategic alignment.
Essential Duties and Responsibilities*
Project Management
- Define project scope, goals, deliverables, and success criteria in alignment with MIDA’s strategic objectives.
- Plan, execute, monitor, and deliver results for assigned projects, including pre-development, development applications, and ongoing operations.
- Manage a diverse portfolio of projects, ensuring timely execution and effective coordination across departments, stakeholders, and external partners.
- Oversee development milestones, such as environmental testing, site planning, and construction management.
- Organize and facilitate meetings, conference calls, and strategic planning sessions with project stakeholders, state, community, and technical representatives.
- Engage and coordinate third-party consultants, contractors, and service providers.
- Establish and maintain relationships with county officials, government agencies, and community stakeholders.
- Track performance milestones, conduct post-project evaluations, and integrate lessons learned.
- Manage grants from government, philanthropic, or private sources.
Administrative & Executive Support
- Serve as the primary liaison and support for the Project Area Director.
- Draft high-quality communications, reports, presentations, and briefing materials.
- Maintain confidentiality and exercise discretion in sensitive matters.
- Deliver fully developed recommendations and materials for executive decision-making.
Strategic Planning
- Support the development, execution, and evaluation of strategic plans in coordination with the Project Area Director, MIDA Executive Director and MIDA Staff.
- Facilitate planning sessions, track progress against strategic goals, and ensure alignment between project activities and long-term organizational strategy.
- Conduct research and analysis to inform strategic priorities and decision-making.
Writing & Communication
- Draft compelling narratives for proposals, reports, and strategic documents.
- Edit and refine materials for clarity, tone, and impact.
- Translate complex information into accessible formats for diverse audiences.
- Collaborate with MIDA’s Communications Director to develop public-facing content, including press releases and strategic communications.
Preferred Qualifications and Experience
- Bachelor’s Degree in project management, communications, public administration, or a related field.
- 5 or more years of experience in a similar field or position.
- Exceptional writing and editing skills, able to produce high-quality content under tight deadlines.
- Proficiency in project management and productivity tools (e.g., Google Workspace, Microsoft Office applications, Zoom).
- Strong organizational, interpersonal, and problem-solving abilities.

Medical, Dental, and Vision Benefits
- 2 medical plans are offered to employees: the Star HSA and Traditional Plan. Premiums range from $3.12 to $252.12 per month, depending on the coverage selected and the number of individuals covered.
- 4 dental plans are offered, with premiums for traditional plans as low as $5.98 per month.
- 2 vision plans are offered, with premiums as low as $6.44 per month.
- Employees who are covered by another health insurance plan and opt-out of MIDA’s coverage are eligible to receive a cash-back benefit.
Retirement Benefits
- Employees who did not participate in Utah Retirement Systems (URS) before July 1, 2011 have two retirement savings options: the Tier 2 Hybrid Retirement System and the Tier 2 Defined Contribution Plan. The Hybrid Plan combines a traditional pension with a 401(k), while the Defined Contribution Plan is a 401(k)-only option. MIDA contributes 10% of your salary to the plan you select. Additionally, MIDA voluntarily contributes an extra 6.2% of your salary to a 401(k), regardless of the plan you select. These contributions are subject to applicable limits and regulations.
- Employees who participated in Utah Retirement Systems (URS) before July 1, 2011 will remain in the pension plan if qualified. MIDA will also voluntarily contribute an extra 6.2% of your salary to a 401(k).

Other Benefits
- MIDA provides long-term disability, which is a benefit that will pay a portion of the employee’s salary in the event of a medically verifiable disability.
- MIDA provides $25,000 basic term life insurance. Additional coverage is available at the employee’s expense.
- Up to $5,250 tuition reimbursement per year (subject to limitations outlined in MIDA’s human resources policy).
Location
This position is primarily remote, allowing the employee to work anywhere in Utah. The Project Manager is expected to provide a reliable internet connection and phone service. Employees are eligible for a quarterly stipend to offset these costs.
Although the role is primarily remote, the Project Manager will be required to attend in-person meetings in Utah on an as-needed basis. Most meetings for the Falcon Hill Project Manager will be in Weber and Davis Counties, Utah. MIDA’s employees are eligible for mileage and travel reimbursement according to its travel policy.
Physical Requirements
Much of this role is performed in a home office setting, necessitating prolonged periods of sitting and consistent use of a computer and other standard office equipment. The employee must be able to remain in a stationary position for extended durations and operate a computer and other office productivity machinery.
This position may require occasional travel to attend meetings or MIDA events. During such instances, the employee must be capable of traveling independently, which may involve driving or utilizing public transportation. While attending these events, the employee will need to move about to participate in various activities or sessions.
Effective verbal and written communication skills are essential, as the role involves regular interaction with team members and stakeholders through virtual platforms and in-person meetings.
