SUMMARY:
This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The incumbent is responsible for: practice consistency at all clinical operations at all OCCHD locations in accordance with the Nurse Practice Act and the Oklahoma Board of Nursing. Incumbent is responsible for clinical orientation; integrated clinic model; review and update of clinical policies, processes, protocols, guidelines and orders (PGAOs); administration of the clinic coordination and flow at all OCCHD sites and support services such as client access support services; maintaining or establishing and implementing clinical auditing and QA processes for the various clinical programs; serving as the clinical designee for electronic health records/electronic medical records (EHR/EMR); supervising staff, providing divisional oversight, and accomplishing other duties as assigned in the absence of, or as directed by, the Division Manager.

ESSENTIAL JOB FUNCTIONS:

Maintaining an integrated nursing/program model.
-
Serving as the nursing representative in safety/risk management meetings.
-
Serving as "District Nurse Manager (DNM)" representing OCCHD at Oklahoma State Department of Health (OSDH) DNM Meetings.

Responsible for the contract oversite and coordination of the Mobile Clinic.
-
Establishing, organizing, and facilitating nursing quality assurance efforts ensuring audit readiness.
-
Evaluating service provision to assure quality standards as related to audits, client, and employee health. Advises immediate supervisor of potential problems.

Organizing and coordinating PGAO review and implementation.
-
Responsible for clinic flow and coordination for all clinic programs and support services.
-
Auditing electronic health records/electronic medical records.
-
Evaluation, revision, and implementation of program goals, policies, procedures, standards, and objectives as necessary.

Utilizing the results of audit and quality improvement activities to improve client care and as a learning experience for staff.

Interviewing staff and clients to evaluate the effectiveness of quality assurance program.

Responsible for forms used for medical records, ensuring compliance with all regulations and protocols.

Reviewing state and federal regulations to ensure policies and procedures conform, and to educate staff on changes to practices and procedures.

Identifying recurrent problems in relation to standard of care and client needs and making recommendations to immediate supervisor.

Investigating Clinical Services internal or external complaints/concerns as directed by the immediate supervisor.

Serving as or designating subject matter experts for the Communications Program for items related to Clinical Services.

Ensuring compliance with and maintaining contracts and grants related to the Clinical Services.

Providing oversight for inventory for Clinical Services.
-
Administer personnel selection, direction, supervision, delegation and disciplinary action as related to position, or as directed by the immediate supervisor.

Generating studies, reports, correspondence, and memorandum.

Provides oversight and guidance to any OCCHD nurse that is performing a nursing task, ensuring practice remains within the Nurse Practice Act and the Oklahoma Board of Nursing guidelines. Driving to off-site locations to perform job duties as needed.

Administers direct provision of clinical services to clients as warranted.

May facilitate community presentations and/or attend community meetings at the direction and approval of the Executive Team.

Maintains appropriate confidentiality and follows OCCHD guidelines and statutory regulations regarding the release of client or OCCHD information.

May serve as a preceptor for an intern.

Scheduling work assignments.

Supervising employees in separate areas by direct observation and review of job product.

Monitoring and evaluating employee performance, attendance, and leave utilization.

Generating performance evaluations of employees.
-
Maintains supervisory documentation and files on all employees supervised, including training, performance counseling, attendance, time and leave.

Reviews all timesheets against leave requests and supervisory documentation to ensure timesheets are properly completed before approving.

Documents all overtime worked by FLSA employees and ensures payment of overtime at time-and-a-half or compensable time off is taken within the operational guidelines.

Ensures that incident reports are completed and submitted on all incidents in a timely manner.

Completes required training in support of duties and responsibilities of this position.

At the direction of the OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e., Public Health Preparedness and Response Program). Also, as a member of the Emergency Preparedness and Response Program Team, the incumbent is required to complete all necessary emergency responder training and may be designated as a member of the first-responder team.

In accordance with our designation of a PHAB Accredited health department and explicit commitment to continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.
QUALIFICATIONS/REQUIREMENTS:
- BSN required. Master's degree in nursing is preferred.
- Oklahoma RN licensure required
- Five years of experience in public health, clinical care, quality assurance, risk management or related experience
- One-year supervisory experience required
- Valid Oklahoma driver license required
- Certified in CPR

WORKING CONDITIONS:
- Primarily indoors in climate-controlled building
- No smoking or use of non-smoking tobacco products is allowed at any time while conducting OCCHD business, in OCCHD vehicles or on OCCHD property
- No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on OCCHD business
- May be subject to occasional standing for extended periods
- Occasional travel to off-site clinics
- Periodically exposed to glare from computer monitor
- May be required to wear a HEPA filter mask if working in the TB Control Clinic; in which case, limited facial hair is allowed
- OSHA category: performs tasks that involve exposure to blood, body fluids, or tissues
PHYSICAL REQUIREMENTS:
- Arm/hand steadiness and digital dexterity enough to use equipment such as computer keyboard, ten-key, etc.
-Vision enough to read and draft written communications such as computer printouts, instructions, hand- or machine-generated documents, etc., as well as print on a computer monitor
- Speech and hearing enough to communicate with others, both via telephone and face-to-face.
- Flexibility and coordination enough to bend, stoop, stand and walk to perform tasks such as filing and retrieving documents and delivering supplies weighing up to 35 pounds.

- Ability and willingness to be fitted for and wear a HEPA filter mask, if required
WORKING RELATIONSHIPS:
This position requires constant contact with other employees and with the public to give and receive information and/or to provide technical assistance. The incumbent may be required to occasionally deal with temperamental persons.
SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY:
This incumbent is under the supervision of the immediate supervisor. Work product is subject to both specific and general review. The incumbent may make recommendations which result in the expenditure of significant funds.
CONDITIONAL:
Employees who fall into the following categories are in conditional employment positions: a) Chief Executive Officer and Chief Health Officer; b) Senior Executive Team, Executive Team and Leadership Team employees who serve at the pleasure of the OCCHD Chief Executive Officer and Chief Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue. In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically. This position may be partially or fully funded by a grant.
OTHER DUTIES AND RESPONSIBILITIES:
- Must have an operating vehicle available for use when field duties are required
- Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire. Exceptions accepted with documented medical or religious accommodation. OCCHD will provide vaccinations at no charge to employees.
- May be required to work outside of regular business hours or assigned shift hours due to job responsibilities.
