Position Purpose and Summary
This position organizationally falls under the Tribal Police Department as operated by the Kickapoo Tribe of Oklahoma and reports to the Chief of Police. Operational hours are Monday through Friday; 8:00 A.M. to 5:00 P.M., or as needed to serve the population. The Victim’s Services Coordinator is responsible for the development, implementation, oversight, and evaluation of tribal criminal justice initiatives and programs. The purpose of this role is to strengthen the tribe’s justice system by coordinating efforts between tribal, federal, and state partners and ensuring that programs are culturally appropriate and effectively serve the tribal community. The Victim’s Services Coordinator serves as a key liaison and coordinator for the tribe’s criminal justice initiatives. This position is tasked with managing special projects and grants related to criminal justice reform, and victim services. The coordinator will monitor compliance, analyze program data, facilitate interagency collaboration, and ensure that services align with the tribe’s traditions, customs, and legal codes. They also work to improve outcomes for tribal members involved in the criminal justice system by advocating for culturally relevant services and preventing revictimization by advocacy.
ESSENTIAL DUTIES AND RESPONSIBILITES
Tasks are as follows, but not limited to:

Assisting with grant applications, reporting, and ensuring compliance with grant requirements.

Assisting in the interpretation and implementation of tribal and federal policies related to criminal justice.

Organizing and facilitating training sessions for tribal court personnel and other stakeholders.

Gathering, analyzing, and reporting on data related to the criminal justice system within the tribe.

The Tribal Criminal Justice System Evaluation Consultant will focus on evaluating the performance of our tribal court system and law enforcement agencies.

Connecting justice involved individuals and their families with appropriate resources and services.

Building and maintaining relationships with other agencies, organizations, and tribal leaders to ensure coordinated support.

Providing technical assistance and guidance to tribal court personnel and other stakeholders.

Conduct research to develop program enhancements and improve existing practices.

Ensuring compliance with tribal and federal regulations and standards.

Maintaining strict confidentiality of sensitive information related to the criminal justice system and tribal members.

May require travel to rural communities to deliver training, outreach, or other services.

Coordinate the implementation and management of criminal justice programs funded by tribal, federal, or state grants.

Collaborate with tribal law enforcement, courts, prosecutors, and community services to ensure cohesive program delivery.

Develop policies, procedures, and reports to support program objectives.

Provide training and technical assistance to tribal staff and partners.

Monitor program outcomes, collect data, and prepare evaluation reports.

Advocate culturally appropriate practices.
- Serve as a liaison between the tribe and external agencies, including DOJ, BIA, and other tribal nations.

Coordinate and organize regular meetings with partners and collaborations in-house and maintaining required OVW training.

Will collaborate with community and local coalitions.

Educate the local and tribal community by raising awareness about domestic abuse, including sessions on recognizing signs of abuse, understanding rights, and technology safety.

Promote the National Domestic Violence Hotline and our designated number for victims to contact us directly.

The program will connect with nearby safe shelters and utilize the Kickapoo Tribal Motel for immediate placement at no charge.

The program will participate in six community events annually, including DV tribal events, resource fairs, health fairs, and cultural gatherings.

Will coordinate regularly scheduled meetings of the MOU/IMOU STCJ Planning and Implementation partners, provide training and technical assistance for the MOU/IMOU STCJ Planning and Implementation partners, and achieve all project goals and objectives.

Will participate in regularly scheduled meetings to coordinate and plan the implementation of STCJ consistent with Indian Civil Rights Act.
Minimum Mandatory Qualifications
Education and Experience:
- Bachelor's degree: in a related field such as criminal justice, social work, public administration, or a related field preferred.

National Advocacy Certificate preferred.
Additional Qualifications

Ability to use an integrated accounting software system and Microsoft applications.
- Experience in program coordination, grant management, or criminal justice.

Strong organizational, communication, and interpersonal skills.

Knowledge of tribal court procedures, criminal justice regulations, and best practices.

Familiarity with tribal cultures and traditions.

Problem-Solving: Strong problem-solving skills are needed to address issues in the field.
- Communication and Teamwork: Excellent communication and teamwork abilities are crucial for collaborating with other agricultural professionals.
- Other Skills: Organizational skills, attention to detail, and the ability to work independently and as part of a team are also important.
- Driver's License: A valid driver's license is required.
Ability to work under pressure and maintain personal composure evaluates situations and act/react appropriately, use tact in dealing with business associates, staff, visitors, and tribal members in difficult situations.
The work environment characteristics described herein are representative of those an employee encounters while performing the primary functions of this job as an employee in an office setting. Normal office conditions exist; Noise levels, stress, tribal members/visitors/Business Associates/staff and peers flow vary but may be considered high. Administrative workload will be managed daily with additional hours required from time to time.
The physical demands described herein are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is required to frequently stand, walk, sit, bend, twist, talk and hear/listen. There are prolonged periods of sitting and reading as well as standing. The employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include reading, distance and computer and color vision. Talking and hearing/listening are essential to communicate with tribal members/visitors/Business Associates/staff and peers.
There are constant deadlines associated with this position. The employee must be able to multi-task and interact with a wide variety of people at various times and on complicated and diverse issues.
Must be able to always maintain a professional demeanor and on any occasion wherein representing the Kickapoo Tribe of Oklahoma.
