Overview

The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.

Posting Summary

Rutgers, The State University of New Jersey, is seeking an Emergency Management Specialist for the Division of Institutional Planning & Operations (IP&O).Under the supervision of the Director of Emergency Management, the Emergency Management Specialist performs a variety of technical, analytical and administrative duties related to planning, design, implementation and maintenance of Emergency Operational, Safety, and Security Plans. The scopes of support will extent to all emergency management planning and operational functions.

Among the key duties of this position are the following:

Provides Problematic and technical assistance to coordinate emergency systems and advise the OEM Director and Public Safety Administration on all matters related to technical aspects. Continually inspects for and assesses hazards using an “All Hazards” approach.
Provide event assessment to determine level of planning, resources allocation and operational direction. One-on-one communicator of university policies and procedures.
Responds to the activation of the Emergency Operations Center during times of emergencies and requests for crisis assistance and management.
Participates in the preparation of annual and multi-year comprehensive operational development plans. Assist with site assessments in association with disasters, hazard assessments and investigations.
Participates in activities and meetings with stakeholder, professional associations and officials in the area of their expertise.
Brings to the attention of the Director circumstances that could develop into widespread internal/external risk.
Functional Group leader – for projects, surveys and time sensitive assignments.

Minimum Education and Experience

Bachelor’s degree in emergency management, business, government, or related field and two years’ relevant experience or an equivalent combination of education and experience in law enforcement, fire, emergency medical, safety, or security, which demonstrates the ability to:

(1) create plans designed to address specific institutional needs,

(2) effectively prepare written plans, policies, and procedures that support the programs, and

(3) effectively assists individuals or groups in the application of these plans, policies, and procedures.

Should have thorough knowledge of emergency management principles and the requirements for conducting effective emergency field operations. The applicant must have the ability to function effectively for extended periods under stressful conditions despite multiple concurrent tasks and constant interruptions.
Training and experience sufficient to take first level of NIMS certification with the intent to continue towards certification as National Incident Management System (NIMS) I 200 and I300.
As part of the Emergency Management Team, must be able to respond to emergency situations during and after regular business hours, and on weekends and holidays.

Experience and familiarity with the resources that are available to help make sound technical judgements for the resolution of a broad spectrum of issues in the Emergency Management field.
Must have in-depth knowledge of regulations and professional practice. In the emergent situation rely on experience and skill to function safely and effectively with in the hazardous environment.
Event Planning experience to allow for comprehensive assessment of hazards and formulate operational plans. The individual needs to understand the complexity of the event and utilize resource adequately.
Exercise planning skills to allow for testing of Emergency Operations Plans and their Annexes. The individual will need to be experienced in this area to allow for the planning testing and gathering of data to develop lessons learned, and implement corrective actions.

Preferred Qualifications

Three years supervisory experience in the emergency services field (law enforcement, fire, emergency medical, safety, or security). This experience should also include creation of plans to ensure adequate staffing and assessment of operations to determine flow. Abiltiy, experience, judgement and maturity to carry out all departmental responsibilities with limited supervision and to interact effectively with university community.
Excellent communication skills, both orally and written. Excellent time management skills to routinely deal with multiple issues and activities. Active membership and participation in a professional safety, security, emergency management society. Certified Protection Professional (CPP) or Physical Security Professional (PSP) Certification desirable, or State Law Enforcement, Fire, Emergency Medical, and or Safety, Certification or licensing.

Equipment Utilized

Position requires the person to be able to use a PC, Word, Excel, PPT and other Emergency Management software programs and databases.
Must have knowledge of the operation of incident mitigation and damage assessment.

Physical Demands and Work Environment

During times of emergencies this position can be placed within the chain of command and function at a high level in the emergency operations plan.
The position can assume functions that may include critical decision making and time constraints that require the position to be able to work in stressful situations.
