BH ASO Contractual Functions Fulfilled by Senior Accountant
Financial reporting analysts, customer service lead, support behavioral health data analytics, including FBG reporting requirements, and support the behavioral health-specific reporting requirements under the contract. Administrative services, support member services, support fiscal staff, and claims management.
Other BH ASO functions
Staff and provider trainings, customer service/information and referral on general business, assist with managing fiscal, accounting programs, policy, and procedures.
The position assists with the planning, organizing, and management of the financial operations, policies, and procedures of BH-ASO. The position assists finance/accounting/contracts/HR/Claims Management, with annual budget preparation, and ensures that all financial transactions are in compliance with contracts, State Auditors Office (SAO) Budget and Reporting Standards (BARS), and provides the organization with recommendations regarding financial matters.
This is an in-office position.
Summary of Essential Duties and Responsibilities:
- Assist with and perform functions associated with Finance and Accounting.
- Assist with contract requirements and operations support.
- Assist with or prepare financial reports based on contract deliverables, the SAO annual report, governing board reports, and other reports as required by the Operations Director.
- Assist with and perform a comprehensive General Ledger (GL) accounting review, ensuring all GL entries, funding classes, and descriptions are accurate.
- Reviews accounting entries such as payment vouchers, travel vouchers, journal vouchers, payroll, and other accounting areas assigned by the Operations Director.
- Maintain workflows, update desk references, and support operations staff with their specific functions.
- Assist with annual budget; assist in the development of funding levels by analyzing prior and current year revenue and expenditure patterns; support financial system entry and maintenance, recommend budget revisions as necessary, prepares budget forecasts and analysis.
- Assist with transmitting contract claims to contractors. Monitors claim system and related entries for accuracy; develops reports and analysis as necessary; liaises with contracted providers/vendors and others as required.
- Assist with or ensure financial monitoring of contracts and sub-contracts. Assists with financial risk assessment of sub-contracts. Reviews audit reports and monitoring reports and recommends corrective actions where necessary, develops financial monitoring requirements; assists with or conducts contractor on-site and desk fiscal monitoring reviews; monitors financial systems as necessary, reviews contractor policies and procedures; makes recommendations and provides assistance as necessary.
- Under the direction of the Operations Director, assists with the preparation for all annual financial audits conducted at BH-ASO. Supports the Operations Director during the audit process by helping to gather requested information and cooperating with auditors as needed. Assists with the implementation of agreed-upon audit recommendations, including adjusting financial systems as necessary. Assists with record maintenance and fiscal processes in accordance with relevant regulations and applicable program guidelines.
- Provides input for the fiscal issues, including contracts, the procurement process, and other day-to-day financial issues that arise. Supports departmental data collection, trending, analysis, and reporting of organizational data as required by the Operations Director; Responds to financial analysis requests from the Operations Director or others as required.
- Assist with or coordinate financial activities with the state, counties, contracted providers, and/or vendors, and other community members as required.
- Assist with the designated Financial Institution as required by the state’s Interlocal Co-Operations Act. Assists with managing balances, warrants, and revolving or cash fund accounts and banking requirements.
- Reports regularly to the Operations Director regarding assigned administrative responsibilities, unit operations, initiatives, and projects in-progress; identifies any outstanding issues and determines appropriate remedies.
- Assist with or develop relevant policies and procedures for the unit and review and modify them annually for adherence to current regulations, law, and regulatory guidance. Ensures the unit develops and maintains adequate documentation of financial and accounting methods.
- Participates in regular reporting and presentations that include integrating information from multiple sources, provides technical support to various groups as assigned, and provides information for advisory boards and elected officials.
- Attends seminars, training, conferences, and other meetings as assigned. Represents BH-ASO in a wide variety of local/regional meetings, work groups, committees, task forces, and other venues as assigned.
- Attends, leads, and participates in staff meetings.
- Perform other duties and projects as assigned by the supervisor.
Minimum Qualifications:
- Degree in Accounting, Finance, Business, or Public Administration or related field; and 5 years of progressively increasing experience in accounting, finance, or other field directly related to professional accounting and/or auditing work, including three (3) years of governmental or non-profit accounting experience is required. Or, a combination of education, training, and experience that would ensure the successful performance of the position’s duties.
Required Experience:
- Experience working with Financial Systems.
- Recent (within the past 8 years) direct experience performing professional-level accounting, financial reporting, and/or auditing functions.
- Demonstrated independent responsibility for financial analysis, reconciliation, reporting, and/or audit preparation, including making or recommending financial decisions.
- The experience must include expertise in systems as a user and management; risk management as applicable to healthcare or social services systems; project development and management; policy/program development, implementation, and compliance; procurement process; and budget oversight.
- Proficient in computer use and applications commonly used or applied in this field/trade/position, and Microsoft Office applications.
- Experience with the Budget, Accounting and Reporting System (BARS) developed by the Washington State Auditor (SAO). Experience in participating in audits.
- Experience with State or Government fiscal reporting structure and audits.
- Possess and maintain a valid driver’s license. Pass and maintain a clear background record as required for a healthcare organization under state and federal contracts.
Desired/Preferred Qualifications:
- Certified Public Accountant (CPA)
- Experience in a lead, supervisory, or advisory capacity within the past 8 years
Skills and Abilities
- Knowledge or familiarity with applicable laws, regulations, risk management, and modern best practices in healthcare and public sector financial and accounting systems and practices. Knowledge of CFR, RCW, and WAC regulations applicable to healthcare accounting, preferably specific to the state of Washington.
- Possess working knowledge of managed care and social services risk management principles.
- Possess working knowledge of Health Reform, HIPAA, confidentiality, and compliance (fraud, abuse, and waste) as it relates to financial and Healthcare data utilization.
- Possess or develop a thorough understanding of Medicaid funding requirements and other public funding sources. Preferred knowledge of managing mental health and substance use disorder state and federal funding streams and contracting requirements.
- Knowledge of advanced accounting principles and practices, including accounts payable, accounts receivable, payroll, grant accounting, and BARS.
- Proficient skills in the use of personal computers and software applications commonly used in finance and accounting, and general management.
- Skilled in modern personnel management skills and best practices.

Level of Supervision Received:
Minimum supervision following initial training. Higher or closer supervision during training or special projects, as determined by the supervisor. Work is verified through a combination of reports and assessment of outcomes.
Level of Supervisory Responsibilities:
This position has full supervisory responsibilities over assigned staff, including: recruitment process; training plan and development oversight; performance evaluation, engagement and recognition; corrective actions and communications; recommends and executes termination of employment. It also exercises compliance enforcement throughout the organization.
Contact/Communication with Others:
Extensive oral and written contacts and communications, of formal and informal levels, including phone, email, correspondence, reports, and face-to-face. Extensive technical report and policy writing. Internal contacts occur with all staff. External contacts range from the Governing Board, County and State officials, healthcare entities, community and agency partners, providers, contractors, and advocacy groups. May have contacts with the public, recipients of services, or their representatives. Interactions include providing information, speaking on behalf of the organization, large group presentations, and conflict resolution.
Decision Making Capacities:
Extensive latitude in decision-making within the duties of the job. Make determinations regarding sensitive matters in multiple disciplines. Special circumstances need discussion with or clearance by the supervisor.
Working Conditions:
- Physical ability to use office equipment. Sit/stand at a workstation for long periods of time.
- Extended exposure to work using computers and staring at monitors. Attention to detail and the ability to concentrate for extended periods of time.
- May require work hours in excess of 8 hours per day or 5 days per week.
- Regular travel for work activities or attending training, seminars, or representing the organization at meetings. Travel will include travel/commute within our service region and out-of-town travel.
