Centralia College is on a 30-acre campus of modern buildings set among walking paths, lawns, and native plantings just a few blocks from the heart of Centralia, Washington. The college has served students in the Lewis County region since 1925 and is the oldest continuously operating community college in Washington State. The city of Centralia is a historic railroad and river shipping hub with a vibrant downtown and railway station.

As a comprehensive community college, Centralia College offers academic transfer and workforce programs, as well as adult basic education, English as a Second Language (ESL), and personal enrichment classes. The college also offers five Bachelor of Applied Science degrees.

In addition to the main campus in Centralia, Centralia College East in Morton is a smaller site that serves the needs of students in east Lewis County. Job Description

The Director of Procurement Services provides strategic leadership and oversight of the college's procurement, contracting, purchasing, shipping and receiving, duplication, and mail services. The position ensures compliance with applicable federal and state procurement laws, promotes ethical stewardship of public resources, mitigates institutional risk, and supports the college's mission through efficient, transparent, and customer-focused procurement practices.

Duties and Responsibilities

Procurement

Develop, implement, and maintain college procurement policies, procedures, and internal controls that ensure ethical purchasing, regulatory compliance, transparency, accountability, and sound stewardship of public resources.
Develop and implement college-wide procurement strategies that promote fiscal stewardship, operational efficiency, customer service, and effective risk management.
Direct the competitive solicitation process, including preparing solicitation documents, developing vendor lists, evaluating responses, negotiating contract terms, awarding contracts, and monitoring vendor performance throughout the contract lifecycle.
Administer college travel-related purchasing in accordance with state regulations and college policy.
Coordinate Limited Public Works contracting for construction, manage Minority and Women's Business Program requirements, and serve as the college resource for state purchasing laws and campus purchasing procedures.
Provide training to campus staff on purchasing rules and responsibilities as needed.

Contract Administration

Administer the full contract lifecycle, including solicitation, negotiation, execution, amendments, renewals, performance monitoring, and closeout.
Review, draft, negotiate, and coordinate contracts to ensure compliance with applicable federal and state laws, regulations, and college policies.
Develop standardized contract templates and contract administration procedures that promote consistency, efficiency, and legal compliance.
Serve as the college's primary resource for procurement and contract interpretation, providing guidance to departments and monitoring vendor performance and contractual obligations.

Federal Grants and Regulatory Compliance

Ensure procurement activities funded through federal, state, and grant resources comply with applicable laws and funding requirements by providing guidance on procurement methods, documentation, competitive solicitations, and contract administration.
Coordinate with Finance, Budget, Grants, Facilities, and program departments to ensure procurement activities support grant objectives while maintaining compliance with funding requirements.
Maintain procurement documentation and records necessary to support internal reviews, state audits, federal audits, and grant monitoring activities.
Monitor changes in procurement laws, regulations, and grant requirements and implement procedural updates to maintain institutional compliance.

Supervision

Supervise, coach, develop, schedule, and evaluate procurement, shipping and receiving, mailroom, and duplication services staff while fostering a culture of accountability, customer service, and continuous improvement.

Operational Management

Collaborate with departments across the college to identify procurement needs, develop sourcing strategies, and ensure timely acquisition of goods and services that support institutional operations.
Supervise campus mail, shipping and receiving, and centralized duplication services, including operations, equipment, records, and coordination with the U.S. Postal Service.
Review and approve purchase requests, purchase orders, and procurement contracts in accordance with college policy and delegated authority.
Employ value analysis techniques for appropriate equipment purchases and long-term rental contracts.
Administer and optimize procurement systems, electronic purchasing processes, and related technologies to improve efficiency, reporting, and internal controls.
Other duties as assigned.

Qualifications

Associate degree and three (3) years of recent, full-time experience as a purchasing or supply professional; OR an equivalent combination of education, training, and progressively responsible procurement experience that demonstrates the knowledge, skills, and abilities required to perform the position.
Proficient with Microsoft Office Suite or word processing and spreadsheets programs.

Preferred Qualifications

Bachelor's degree in a relevant field; for example, Business Administration, Finance, Accounting, Marketing, etc.
Five or more years of progressively responsible public procurement experience.
Supervisory or management experience.
Experience administering public contracts and competitive procurements.
Experience developing procurement policies and procedures.
Experience in Washington State public higher education.
Experience with federal grant procurement.
CPPO or NIGP-CPP certification.

Conditions of Employment

This is a twelve (12) month per year, full-time administrative exempt position. The salary is $95,000-$103,000 (DOQ/DOE) annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.

This position is fully in-person and based on campus. Remote work is not available for this role.

COMPENSATION:

Annual Salary: $95,000-$103,000 (DOQ/DOE)
