Agency Profile

The Washington Student Achievement Council (WSAC) links the work of the secondary schools, higher education, and state education agencies to achieve the mission of improving educational outcomes for students at all levels. WSAC is a cabinet-level supported agency that proposes improvements and innovations needed to adapt the state’s educational institutions with their evolving needs. The council is an advocate for increased financial support and civic commitment for public education recognizing the economic, social, and civic benefits it provides. The agency also conducts research and analysis, protects education consumers, manages the Guaranteed Education Tuition (GET) college savings program, and administers state and federal financial aid programs.

About the Division

The Finance team oversees controlling and administering of the fiscal activities, cash management, and accounting functions of the Washington Student Achievement Council in accordance with Generally Accepted Accounting Principles (GAAP), State Administrative and Accounting Manual (SAAM), and Federal requirements.

About the Position

The Fiscal Analyst 1 is an integral part of the Finance team and supports the accounting staff by ensuring the daily cash receipts are recorded, entered, and uploaded using Financial Toolbox, and filed into our electronic file repository (LaserFiche). This position also serves as the Travel Specialist and maintains, monitors and reconciles the agency’s accounts receivable.

Duties

Some of your primary duties include.

Ensure the daily cash receipts are recorded, entered, and uploaded into AFRS using Financial Toolbox, and filed into the electronic file repository (LaserFiche). Prepare daily Cash Receipts Journals and bank deposit.
Monitor daily in-process reports to identify errors or action items requiring further research. Determine appropriate resolution.
Track, follow-up, and resolve SOLs cancellations, NSFs, and EFT reversals.
Process and mail warrants and related documents to vendors, employees, and students. Match warrant registers to payments batches in LaserFiche.
Process agency travel reimbursements and serve as the agency’s Travel Specialist.
Primary backup to Accounts Payable.

Qualifications

Required Education and Experience

High school diploma or GED certificate.
Fifteen quarter hours or two semester hours of college-level accounting or bookkeeping.
At least two years of experience working in a business or accounting office.
Ability to use Microsoft Office products including Excel, Word and Outlook.
Ability to multi-task, prioritize, and complete work in an accurate and timely manner.
Ability to work independently and as part of a team.

Adapt approach, goals and methods to achieve successful solutions and results in dynamic situations. Preferred/Desired Education, Experience and Competencies

Ability to navigate in AFRS, Enterprise Reporting, Financial Toolbox, and the Treasury Management System (TM$).
Ability to understand and utilize the correct agency coding structure.
Ability to locate and interpret information in the SAAM.
