Position and Salary
The Attorney General’s Office is recruiting for a permanent full time Fiscal Analyst 4 in the Financial Services Division. This position is located in Olympia, Washington, and is not union-represented. Note: there is the possibility of an in-training from the Fiscal Analyst 3 level.
Fiscal Analyst 4 Salary Range (57): $64,776 - $87,048 annually (Effective 7/1/2025) | $66,072 - $88,788 (Effective 7/1/2026)
Fiscal Analyst 3 Salary Range (55): $61,644 - $82,872 annually (Effective 7/1/2025) | $62,880 - $84,528 (Effective 7/1/2026)
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:

Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.

Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Financial Services Division
The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. Our primary goal is to protect and enhance the financial health and resources of the Office of the Attorney General including providing efficient, centrally located accounting, budgeting, payroll, contracts and grant services and management. We produce top quality work in a manner that contributes to the mission of the AGO to be the best public law office. We conduct the business of the Financial Services Division in a professional and cooperative manner which recognizes the contribution of each team member. FIS ensures that the reporting and transmission of agency financial information is complete, accurate and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting, payroll, contracts and purchasing functions. FIS contains three main sections: Accounting, Contracts and Budget.
The Accounting Services Unit is responsible for Accounts Payable, General Accounting, Accounts Receivable, Revenue, Timekeeping and Payroll functions. This unit processes employees' travel vouchers, vendor invoices, partners with the state and federal auditors, accounting for federal grants, produces our federal indirect rate, distributes cost allocations, provides cash management, daily deposits, wire transfers, local bank services including settlement monies, legal services billing and the preparation and disclosure of our financial statements. In addition, the unit ensures all transactions processed comply with state and federal requirements and reconciles all parts of the agency's reportable financial structure. The unit also manages the internal timekeeping system to generate the legal invoices distributed to most state agencies, boards, and commissions.
Duties and Essential Functions of a Fiscal Analyst 4
This senior-level position is part of a team responsible for various accounting functions, which include analyzing, interpreting and ensuring proper posting of financial transactions. This position is assigned to assist with agency-wide financial processing and reconciliation. Independently performs financial review and analysis of fiscal data in accordance with generally accepted accounting principles, governmental auditing standards, and state regulations. Providing these services allows the agency legal and professional staff to concentrate on providing the citizens of the State of Washington and state government quality legal services.
Important tasks and activities performed include:

Accounts Receivables/Payables; develops, coordinates and maintains automated system for the Attorney General's Office, record, reconcile and report revenue and receivables for each client agency, create spreadsheets for financial reconciliations, tracking and reporting. Revenue received from legal services invoices appropriates aprox. 80% of the agency’s operational budget.

Grants; monitors, reviews, and audits federal expenditures to ensure grant compliance. Coordinates fiscal procedures with budget and grant and contract specialists. Performs complex analysis to ensure grant expenditures are recorded properly in accounting system for management review. Oversee electronic fund transfers for the transmission of revenues from the federal government. Reconciles expenditures and revenue matching state and federal funding. Prepare and file federal reports to federal government.

Reporting; prepare financial reports for management, reviews and monitors charges associated.

Serves as a lead over general accounting staff and principal assistant to a General Accounting Manager. Lead Fiscal Analysts in monitoring cash management transactions. Audits cash management documentations to ensure proper reporting to federal and state funded programs. Informs staff of any adjustments that need to be made to the financial data to ensure the integrity of the transaction data. Develops fiscal professional staff in financial processes and procedures in compliance with the accounts receivables and cash management regulations.

Cash Management; lead fiscal analysts to process cash receipts with cash disbursement to determine appropriate agency programs recoveries, monitor, audit, reconcile account activity, performs a daily audit of transactions and cash management activity to ensure clear and accurate data are maintained in the accounting system. Monitors and reconciles QuickBooks accounts activity to ensure transparency. Ensure proper recording of transactions in AFRS.

In-Training Defined:
An in-training is on-the-job instruction designed for candidates with less experience than the required goal classification to learn and grow into a higher-level role. In this job posting, we are open to considering those eligible at the Fiscal Analyst 3 level who are interested in learning on-the-job with the goal of moving into the Fiscal Analyst 4 role. You’ll gain the competencies and skills needed to successfully perform your duties while being supported by your supervisor, manager, and coworkers. Upon successful completion of your training and demonstrating knowledge of the position requirements, you will be promoted into the Fiscal Analyst 4 level.
Required Qualifications
To qualify at the Management Fiscal Analyst 3 Level:

Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two years of relevant professional experience.

Professional experience may substitute for education but not usually for the credit hours.

A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
