Full Job Description

The City of Meriden has an opening for the position of ERP & HRM Payroll Manager.

The Municipal Payroll & HRM Manager is responsible for overseeing all payroll operations and managing the municipality's HRM function for payroll and pension.

This role ensures the accurate and timely payroll and pension processing for all employees, compliance with federal, state and local regulations, and optimal use of the ERP system to support the Finance Department, HR and other operational functions. This position serves as a key liaison between departments, ensuring integration, data integrity and continuous improvement of business processes within the ERP environment.

Supervision Received

Works under the general supervision of the Director of Finance.

Examples of Duties

Supervise and manage all aspects of payroll processing for municipal employees, including full-time and part-time, union and seasonal staff.

Ensure compliance with wage and hour laws, pension and benefit deductions, tax reporting and labor agreements.

Review and approve payroll registers, direct deposits, tax filings and year-end reporting (e.g., W-2, 1099, ACA).

Coordinate with Human Resources and Finance to reconcile payroll accounts, benefits and deductions.

Oversee payroll audits and implement internal controls to safeguard accuracy and confidentiality.

Serve as a subject matter on payroll policies, procedures and systems.

Manage the municipality’s ERP system for Payroll and HRM.

Coordinate upgrades, patches, and configuration changes with IT and software vendors.

Lead data integrity, system security and workflow automation initiatives.

Collaborate with department leaders to optimize ERP functionality for finance, HR, procurement and budgeting modules.

Develop and maintain system reports, dashboards and analytics for management and compliance reporting.

Supervise payroll and HRM staff, providing direction, coaching and performance evaluations.

Serve as a liaison between Finance, HR, IT and department heads to improve cross-departmental processes.

Manage vendor relationships, service contracts and project timelines.

Participate in strategic planning related to payroll, technology and process improvements.

Knowledge, Skills and Abilities

In depth knowledge of payroll regulations, tax laws and governmental accounting principles.

Proficiency in Tyler Munis, HRM and payroll software.

Strong analytical, problem solving and project management skills.

Excellent communication and interpersonal skills.

Ability to manage confidential information with discretion.

Commitment to public service and continuous improvement.

Qualifications

A bachelor’s degree in Accounting, Finance, Information Systems, Human Resources or related field.

Minimum of 5 to 7 years’ experience in payroll management, with at least two years’ experience in a supervisory role.

Experience with ERP systems implementation, administration. Tyler Munis experience is required. Public sector experience preferred.

Pay: $108,388.80 - $118,560.00 per year
