Benton County is seeking an Assistant Clinical Manager of Crisis & Forensics to join our team.
JOB SUMMARY
Responsible for the clinical operations, personnel management, and workflow implementation for Crisis & Forensics shifts. This position provides direct administrative and clinical oversight for assigned Qualified Mental Health Professionals (QMHPs), Qualified Mental Health Associates (QMHAs), Peer Support Specialists, and Behavioral Health Technicians. Working under the strategic direction of the Program Manager 5, the PM4 ensures strict adherence to statutory compliance, manages shift-level operational decisions, and serves as a primary clinical anchor for after-hours operations.
This role participates in a rotating 24/7 on-call manager schedule, providing clinical consultation and deploying in-person to community, hospital, or jail settings when primary after-hours coverage requires immediate escalation. The workload has high variety, requiring dynamic operational leadership and rapid problem-solving in fast-paced crisis environments.
Our team works closely across multidisciplinary roles to coordinate comprehensive care and services for individuals in crisis. We collaborate extensively with community partners—including law enforcement, hospital emergency department staff, court systems, and local behavioral health providers—to maintain an integrated system of care.
Work Schedule: Regular full-time position. Working hours are Monday through Friday, 2:00 PM – 11:00 PM. Position requires participation in a rotating 24/7 on-call manager schedule and may require occasional holiday coverage as operational needs dictate.
KEY RESPONSIBILITIES:-
Personnel Management & Supervision: Directly supervise QMHPs, QMHAs, Peer Support Specialists, and Behavioral Health Technicians. Handle hiring, performance management, staff training, and team health and safety. Provide formal clinical supervision and coaching to pre-licensed candidates and staff navigating complex crisis/forensic presentations.

Shift Operations & Crisis Oversight: Manage day-to-day shift operations during late afternoon and evening hours, prioritizing immediate client and community needs. Oversee high-acuity risk assessments, forensic protocols (Aid & Assist, PSRB, Forensic Diversion), and civil commitment processes.

On-Call & Emergency Deployment: Participate in a 24/7 rotating manager on-call schedule. Provide 24/7 phone consultations to staff and deploy in-person to the crisis center, community, emergency departments, or county jail when primary coverage requires escalation.

Policy, Compliance & Quality: Ensure compliance with department/county policies, OARs, state/federal statutes, and funding requirements. Lead Quality Improvement (QI) processes using data and tools (such as PDSA) to evaluate and improve shift performance.

Partner Collaboration: Build and maintain strong working relationships with law enforcement, emergency department staff, courts, and community agencies to enhance system coordination.

Special Projects: Plan and execute assigned strategic projects in collaboration with division leadership (PM5).

MINIMUM QUALIFICATIONS
Assistant Clinical Manager of Crisis & Forensics:
The following minimum qualifications are required for this position:-
Education: Master’s degree in a related behavioral health field (e.g., Counseling, Social Work, Psychology).

Experience: 5 Years progressively responsible experience in area of assignment, including 2 years managerial or supervisor experience.

Please note: Supervisory experience includes the authority to hire, terminate, assign, reward and discipline other employees.

Licensure: Active license in the state of Oregon as an LPC, LCSW, or LMFT.
Special Requirements:

Driver's License: Valid Oregon Driver’s License.

Credentials: Ability to obtain and maintain credentialing and privileging per organizational standards.

Screening: Ability to pass required background checks and pre-employment requirements.
Preferred Qualifications, Skills & Experience
Knowledge or experience with:-
Evidence-based crisis intervention models, high-acuity risk assessments, and de-escalation techniques.

Forensic behavioral health frameworks, including Aid & Assist, PSRB, Forensic Diversion, and Civil Commitment processes.

Oregon Administrative Rules (OARs), state and federal statutes, and ethical/confidentiality standards (HIPAA / 42 CFR Part 2).

Principles of clinical supervision, personnel management, and staff development.

Quality Improvement (QI) frameworks and data-informed decision-making.
Skill in:-
Clinical Supervision & Coaching: Guiding candidates for licensure and staff through high-acuity, complex clinical cases.

Emergency Decision-Making: Rapidly evaluating emergent situations, remaining calm under pressure, and making sound clinical/operational decisions.

Interpersonal & Interagency Communication: Building positive, collaborative relationships with multidisciplinary teams, law enforcement, courts, and community partners.

Conflict Resolution & Leadership: Managing shift workflows, resolving workplace conflicts, and fostering a safe, healthy environment.

Written & Technical Communication: Proficient documentation in Electronic Health Records (EHR) and clear communication of policies and clinical reports.

Bilingual skills in English and Spanish are highly desirable.

Annual Salary Range:
Assistant Clinical Manager of Crisis and Forensics: $86,413.60 - $117,836.58
This position is eligible for up to two salary raises within your first year. An Increase may be given at the end of the 6-month probationary period, depending on starting salary, and at the 1-year anniversary, as long as your performance is in good standing! Annual performance-based increases are given until the maximum of the salary range is reached.
