The Regional Technical Assistance Provider (RTAP) Coordinator provides regional leadership, professional development, technical assistance, coaching, and consultation to school districts within the Columbia Gorge Education Service District service area. The position supports district and school leaders, special education administrators, teachers, case managers, instructional assistants, and other educational professionals in implementing effective, inclusive, and evidence-based special education practices.
The RTAP Coordinator serves as a regional resource and strategic partner to component school districts, supporting continuous improvement, capacity building, and effective implementation of state and federal special education requirements. The position works collaboratively with the Oregon Department of Education (ODE), Oregon Association of Education Service Districts (OAESD), district administrators, ESD staff, and other regional and state partners.
The position provides technical assistance through individualized consultation, coaching, modeling, professional learning, communities of practice, resource development, and other methods responsive to district needs.

Provide individualized, responsive technical assistance and consultation to school districts regarding special education systems, programs, practices, and procedures.

Serve as a regional subject matter resource for special education administrators, school administrators, teachers, case managers, instructional assistants, and other district personnel.

Conduct needs assessments and collaborate with district leadership to identify areas requiring technical assistance, professional development, coaching, or other support.

Develop and implement individualized technical assistance plans based on district needs, available data, ODE priorities, and evidence-based practices.

Provide in-person and virtual technical assistance to districts throughout the CGESD service area.

Support districts in identifying and implementing sustainable practices that improve outcomes for students experiencing disabilities.
-
Plan, develop, coordinate, and facilitate regional professional learning opportunities for special education and related personnel.

Develop and facilitate workshops, training sessions, learning communities, communities of practice, and other professional development activities.
-
Provide coaching, mentoring, modeling, observation, feedback, and follow-up support to educators and administrators.

Support districts in developing internal capacity so that effective practices can be sustained beyond the provision of direct technical assistance.

Evaluate professional development and technical assistance activities for effectiveness and use feedback and data to improve services.

Provide technical assistance related to effective implementation of Individualized Education Programs (IEPs), including annual reviews, amendments, timelines, facilitation, progress monitoring, and implementation.

Support districts with special education eligibility criteria and considerations, least restrictive environment (LRE), placement, inclusive practices, and specially designed instruction.

Support districts in addressing behavior, mental health, discipline, restraint and seclusion, and other areas affecting students experiencing disabilities.

Provide technical assistance related to parent participation and engagement, secondary transition, post-secondary outcomes, and other special education priorities.

Support effective utilization and empowerment of instructional assistants and other classified staff serving students experiencing disabilities.

Promote practices that support access, participation, inclusion, and improved educational outcomes for students experiencing disabilities.

Support districts in understanding and implementing applicable federal and state special education requirements, including the Individuals with Disabilities Education Act (IDEA), Oregon Administrative Rules, Oregon Department of Education guidance, and related requirements.

Translate compliance requirements into practical, effective educational practices while maintaining appropriate distinctions between compliance requirements and recommended best practices.

Collaborate with ODE and other regional partners to support Oregon’s system of general supervision.

Assist districts in identifying areas of concern and developing corrective or continuous improvement strategies when appropriate.

Maintain current knowledge of changes in federal and state special education laws, rules, guidance, research, and evidence-based practices.

Assist district teams in using data to identify trends, determine root causes, monitor progress, and evaluate the effectiveness of interventions and systems.

Support districts in developing sustainable continuous improvement processes.
-
Collect, maintain, and analyze information regarding RTAP services, participation, district needs, and outcomes.

Maintain appropriate documentation and complete required reporting related to RTAP activities and funding.

Develop and maintain effective working relationships with district superintendents, special education directors, administrators, teachers, related service providers, and other educational professionals.

Collaborate with ODE, OAESD, other RTAPs, Transition Network Facilitators, District Support Specialists, and other regional and state partners.

Participate in regional and statewide meetings, professional learning, communities of practice, and initiatives related to special education technical assistance.

Serve as a representative of CGESD in assigned regional and statewide meetings and initiatives.

Identify emerging regional needs and make recommendations to CGESD leadership regarding professional development, technical assistance, resources, and services.

Promote culturally responsive, inclusive, and linguistically accessible practices in all technical assistance and professional learning activities.

Develop, adapt, and disseminate practical resources, tools, guidance documents, presentations, and other materials to support district implementation.

Ensure resources are accessible, practical, evidence-based, culturally responsive, and aligned with state and federal requirements.

Communicate effectively with diverse audiences through written, verbal, virtual, and in-person formats.

Maintain confidentiality regarding student, employee, district, and other sensitive information.

Maintain professional knowledge through ongoing professional development and participation in relevant state and national organizations and learning opportunities.

Perform other duties as assigned by the Superintendent or Superintendent’s designee, that are consistent with the scope and responsibilities of the position.
Required:
-
Master’s degree in Special Education, Educational Leadership, Administration, or a closely related field.
-
Valid Oregon Teacher Standards and Practices Commission (TSPC) Administrator license.
-
Successful experience as a special education teacher.
-
Demonstrated knowledge of special education instructional practices, IEP development and implementation, inclusive practices, and applicable state and federal special education requirements.

Demonstrated experience providing professional development, coaching, consultation, or technical assistance to educators and/or administrators.
Preferred:

Experience serving as a school/site administrator.
-
Experience serving as a district-level administrator, particularly in special education or student services.

Experience as a Regional Technical Assistance Provider (RTAP), instructional coach, program administrator, special education administrator, or similar regional leadership role.

Bilingual or multilingual skills, particularly proficiency in Spanish.

Experience working with rural school districts or across multiple school districts.
-
Experience analyzing educational data and using data to inform continuous improvement.

Experience developing and facilitating professional learning for adult learners.

Work is performed in a variety of educational environments, including school district offices, classrooms, professional learning settings, CGESD facilities, and virtual environments. Regular travel throughout the CGESD service area is required. The position may occasionally require travel outside the service area for regional or statewide meetings and professional development.
The position requires the ability to work effectively with individuals and groups with varying levels of experience, expertise, responsibilities, and perspectives. The employee must exercise sound professional judgment, maintain confidentiality, and respond appropriately to sensitive or complex situations.
