Summary

The Jury Specialist performs administrative and customer service work to coordinate and prepare qualified jurors for jury selection, in accordance with the United States Code, the Guide to Judiciary Policy, and approved internal controls, procedures, and rules. The incumbent assists in the jury process from beginning to end and assists in ensuring the Court's policies and procedures are carried out appropriately while maintaining the accuracy and integrity of the jury management system.

Duties

Representative Duties: The representative duties listed below are intended to provide generalized examples of major duties and responsibilities that are performed by the Jury Specialist. These representative duties are not intended to reflect all duties performed by this position.

Performs duties relating to master wheel refill and grand jury selection. Monitors and records the jury questionnaire process, juror attendance, and selection. Provides support and assistance to jurors during jury service.
Prepares and mails summons notices and forms. Processes payments and reimbursements for jurors and prepare attendance certificates. Processes returned summons, including data entry and preparation of excusal letters.
Operates the Court's Jury Management System (JMS) and the e-juror component of JMS and other automated systems. Performs quality checks on data entry and makes appropriate corrections.
Maintains and updates the inbound and outbound telephone calls through use of interactive voice response system for summoned jurors. Maintains and updates demographic and other information on juror candidates.
Resolves routine juror candidate requests for deferral, waiver, or special needs.
Monitors court calendars to determine the appropriate number of jurors needed for each jury trial.
Works with and coordinates needs and jury activity with chambers' staff, Clerk's Office staff, U.S. Marshals Service, U.S. Attorney's Office, and other groups to ensure the smooth operation of high-profile or protracted jury trials.
Checks in jurors, conducts juror orientation, and assists jurors with their logistical needs. Directs jurors to the appropriate courtroom.
Provides operational and logistical support for grand jury, as required.
Prepares and provides statistical data on jury wheel, and petit and grand jury panels.
Serves as a liaison for the jury supervisor with other agencies, outside vendors, and local building management as requested.

An FBI background check is required for all individuals appointed to positions in the U.S. Courts. New employees are considered 'provisional hires' pending the successful completion of the FBI background check.
Employees are subject to mandatory participation in electronic funds transfer (EFT) for payment of net pay (i.e., Direct Deposit). (Limited exceptions are available upon request.)

Qualifications

Minimum Qualifications: Candidates must have a high school diploma or equivalent and one year of specialized experience.

Specialized Experience: Progressively responsible clerical or administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. Such experience is commonly encountered in law firms, legal counsel offices, banking and credit firms, educational institutions, social service organizations, insurance companies, real estate and title offices, and corporate headquarters or human resources/payroll operations.

Desired Qualifications: Bachelor's degree from an accredited college or university. Court or legal experience.

Candidates must also demonstrate:

A consistent past employment record;
Experience in dealing with routine and complex assignments;
Excellent typing and proofreading skills;
A demonstrated ability to think through, analyze, and interpret written communications;
A demonstrated ability to conduct independent research and apply policy and guidance to work products;
Ability to prioritize tasks and work assignments, as well as forecast upcoming department needs and repriortize as needed;
Superior oral and written communication skills, as well as presentation skills;
Exacting attention to detail;
Strong interpersonal skills; and
A professional demeanor and appearance appropriate for a law or professional office environment.

Additional information

Employees of the United States Courts serve under "Excepted Appointment" and are considered "at will" employees. As such, employment can be terminated at any time. Furthermore, Federal Civil Service classifications do not apply.
Duty station assignments are at the sole discretion of the appointing officer.
The Court reserves the right to modify the conditions of posted job announcements or to withdraw an announcement entirely, either of which may occur without prior written or other notice.
In the event a position becomes vacant in a similar classification within a reasonable time from the original announcement, the appointing officer may select an appointee from the candidates who responded to the initial announcement without posting the vacancy.
