Performs a variety of skilled and semi-skilled work in the coordination, preparation, repair, and maintenance of park grounds and sport/activity fields; installation, maintenance, and repair of sprinkler irrigation systems; and the construction of special landscaping or public use areas.
This position reports directly to the Parks Manager, may receive technical and functional direction from the Parks Lead Maintenance Specialist, and may help lead seasonal/temporary employees in the Parks Division.
This is the journey-level class in the maintenance series that performs the full range of duties required to ensure that City infrastructure, systems, and parks facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include performing a wide variety of tasks in the inspection, maintenance and repair of assigned parks facilities and systems in a timely manner. This class is distinguished from the Parks Lead Maintenance specialist in that the latter exercises technical and functional direction over lower-level staff and performs the most complex duties assigned to the division.
ESSENTIAL JOB FUNCTIONS
The following tasks are representative and not to be considered all inclusive
- Performs a variety of technical landscape construction duties, including planting flowers, shrubs, and trees, pruning and repairing damaged trees, making and repairing tree wells, irrigating, mowing, and fertilizing turf, trimming and planting, fertilizing, and pruning shrubs.
- Inspects, maintains, repairs, and constructs developed and undeveloped parks, playgrounds, athletic, and other related greenspaces.
- Performs pesticide applications as required, including calculating proper amounts of pesticides, spraying parks, landscapes, and street trees, and completing necessary paperwork.
- Operates specialized vehicles and heavy equipment related to the construction, maintenance, and repair of City parks, landscapes, and street trees, and related park facilities.
- Installs, inspects, and maintains park equipment and grounds, including play structures, to ensure safe operating conditions for citizens, including basic maintenance duties such as fabrication, painting, and carpentry.
- Maintains parks and landscapes in a clean and safe condition, including picking up trash and maintaining trash receptacles, and cleaning restrooms.
- Maintains park appearance, including mowing, weed removal, trimming, edging, fertilizing, watering turf, and other landscaped areas, and removing graffiti.
- Installs and repairs irrigation equipment, including installing irrigation pipes, testing systems and system programming, and making repairs.
- Ensures effective operation, maintenance, repair, and vegetation management of Arrowhead Creek and Sophia Park water features.
- Assist with above ground maintenance of City's recirculating, interactive water features.
- Ice and snow mitigation during inclement weather.
- Provides special event support, including set up, take down, and clean up.
Equipment Operation and Maintenance
- Operate equipment necessary to install and maintain the facilities and landscaping.
- Perform routine inspection and maintenance necessary for the efficient and safe operation of the equipment (safety inspection, grease and oil, hydraulic systems, etc.)
- Report problems and coordinate the repair of equipment with the Fleet Services Division personnel
Department Organization
- Communicate with other department employees to effectively and efficiently coordinate work program
- Communicate with employees from other departments and agencies in order to coordinate and implement the work program
- Communicate with members of the general public in order to coordinate work programs and provide appropriate information about the city activities

- Respond to questions from the public about City programs, facilities, and schedules

Education: High school diploma or GED.
Experience: Fours years of experience or vocational training in landscape construction and maintenance, construction or maintenance related to parks or grounds; or equivalent combination of education and experience.
Required Certifications/Licenses: Oregon Commercial Drivers License, Class B; Flagging Certificate; Cave-in Protection/Competent Person/Confined Space; CPR/First Aid and AED Certification; and Public Pesticide Applicators License - Ornamental and Turf Herbicide. Must possess these certifications/licenses at time of hire or have the ability to obtain within six months of hire.
Knowledge, Skills, & Abilities
- Ability to perform construction, modification, maintenance, and repair work in parks and landscapes.
- Knowledge of maintenance principles, practices, tools, and materials for maintaining and repairing parks, including landscape construction, street tree maintenance, irrigation, playgrounds, athletic and sports fields, and other related facilities and properties.
- Knowledge of the operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.
- Knowledge of traffic control procedures and traffic sign regulations.
- Knowledge of applicable Federal, State, and local laws, codes, and regulations.
- Knowledge of safety equipment and practices related to the work, including the handling of hazardous chemicals.

Work Environment: Work is mainly performed outdoors regardless of weather conditions. Fieldwork may occur in developed areas as well as active construction zones, including rights-of-way. The responsibilities of the position frequently place the employee in close proximity to heavy construction equipment, open excavations, uneven terrain, and paving projects. Incumbent may be required to work in extreme weather conditions, utilize chemicals, and work in active traffic zones.
Physical Requirements: Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, and to climb and descend ladders, and operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds and heavier weights with the use of proper equipment.
Cognitive Functions: Work is performed with moderate level of independence within well defined policies and procedures yielding some latitude. Problems encountered can be of moderate difficulty; however, precedent is generally available.
Tools/Equipment Used: Mowers, tractors with attachments, aerator, sweeper, top dresser, rototiller, box scraper, fertilizer spreader, backhoes, utility vehicles, dump trucks, weed trimmers, chainsaws, hedge trimmers, generators, compressors, trailer mounted vacuum excavator, concrete saw, chipper, bucket truck, man lift, scissor lift, torch, backpack and ride-on sprayer, blowers, infield groomer, and various hand tools. Leak detector, cutting torch. Incumbents will also need basic computer, and other general office equipment, skills.
