Full Job Description

Description Summary

General
The Accounts Payable/Payroll Clerk position performs all duties required to process accounts payable and payroll for all City departments.
Supervision Received
The Accounts Payable/Payroll Clerk position is responsible to and performs under the direct supervision of the City Treasurer.

Expectation of Job Duties

The following examples are meant to be illustrative only and are not intended to be all-inclusive:

Process accounts payable for all City Departments utilizing computer software such as accounting, word processing, spreadsheet, and database.
Process payroll for all City Departments.
Research City expenditures for internal and external customers.
Assist the Accounting Specialist with the preparation and timely filing of tax forms with state and federal agencies.
Assess invoices for fixed asset needs and submit applicable invoices to the Accounting Specialist.
Analyze and process monthly benefit insurance premium invoices.
Maintain accurate vendor information, including the review and collection of applicable tax status documents.
Assist in answering the City Hall main phone line and greeting all customers at service window.
Assist the Human Resources Director in administrative tasks related to the City’s risk management program. This may include but is not limited to:
- Maintain and follow up on City property & liability incident claims
- Maintain record of City safety documents (vehicle checklists, confined space checklists, etc.)
- Participate in City safety compliance audits as needed
- Serve on the City’s Safety Committee
Perform the regular duties of the Billing Clerk in his/her absence or as directed by the City Treasurer.
Perform other duties as assigned by the City Treasurer.

Knowledge, Skills, & Abilities

Considerable knowledge of the general principles, practices, and procedures involved in the successful operation of a modern administrative office or department, especially those required to meet work tasks within a municipal government.
Knowledge of functions and responsibilities of municipal government.
Ability to make work decisions in accordance with laws, rules, regulations and policies.
Considerable organizational skills in managing multiple projects and tasks under strict deadlines.
Knowledge of business, basic accounting, English, spelling, composition, punctuation, and arithmetic, as well as accuracy of proofreading.
Knowledge of word processing software and the use of electronic spreadsheet applications.
Must have good typing skills and ten key by memory.
Considerable experience in Windows applications including knowledge of word processing and electronic spreadsheets, specifically Microsoft office products.
Ability to communicate clearly and professionally—both in writing and verbally—with employees, City officials, and the general public, while establishing effective working relationships and consistently delivering high-quality internal and external customer service.
Ability to prepare effective letters, memos, and other correspondence.
Must be a self-starter and self-motivated to work in a multi-disciplinary office setting with limited supervision.
Must have the ability to work both independently and in a team format.

Minimum Qualifications

High School Degree or GED equivalent required.
Previous experience in clerical/accounting work, specifically in the municipal government field preferred.
Customer service experience preferred (1-3 years).

Any combination of education, training, and/or experience which would qualify for the position as determined by the City Treasurer and City Administrator.
