We are recruiting an experienced Senior Broadband ISP Program Director for an anticipated public-sector broadband engagement involving a county-owned fiber-optic network.
This is an individual, contract-contingent position. It is not a solicitation for companies, vendors, or business proposals. Employment or engagement will depend on contract award, final project requirements, verification of qualifications, and execution of an appropriate individual employment or consulting agreement.
Position Summary
The Senior Broadband ISP Program Director will provide technical, operational, regulatory, and program leadership for a potential municipal broadband initiative.
The anticipated network includes approximately 113 miles of county-owned fiber, six central-office locations, a 100 Gbps core ring, XPoN infrastructure, fixed-wireless components, and residential, commercial, institutional, and government subscribers.
The selected professional should have substantial experience planning, launching, operating, or overseeing municipal, utility, open-access, or commercial ISP networks.
Key Responsibilities
- Lead planning and implementation of a municipal broadband and ISP operations program.
- Coordinate the integration of a 100 Gbps core network with XPoN, middle-mile, last-mile, fixed-wireless, and carrier-interconnection infrastructure.
- Develop technical requirements for core-network electronics, central-office equipment, customer-premises equipment, monitoring systems, and network-management platforms.
- Coordinate network turn-up, testing, acceptance, and service activation.
- Develop subscriber onboarding, installation, customer-support, billing, and service-assurance processes.
- Support residential, commercial, government, education, nonprofit, and institutional broadband offerings.
- Establish procedures for network operations, cybersecurity, incident management, maintenance, repair, and emergency restoration.
- Develop service-level monitoring for speed, latency, availability, outages, and other performance requirements.
- Support a minimum symmetrical subscriber speed of 100/100 Mbps, latency below 20 milliseconds, and monthly network availability of at least 99.5%.
- Coordinate with public officials, engineers, construction contractors, utilities, network operators, carriers, regulators, and community stakeholders.
- Support compliance with New York State ConnectAll Municipal Infrastructure Program requirements.
- Prepare program updates, implementation schedules, performance reports, subscriber reports, and required grant documentation.
- Participate in regular project meetings and government-agency calls.
- Support customer-record management, optical-assignment records, geospatial information, and network documentation.
- Develop strategies for affordable broadband, low-income service options, customer acquisition, community outreach, and subscriber retention.
- Assist with operating budgets, revenue projections, subscriber take-rate assumptions, maintenance costs, and revenue-sharing models.
- Help evaluate pole attachments, dark-fiber access, interconnection arrangements, carrier hotels, wholesale services, fiber leases, and indefeasible rights of use.
- Maintain accurate technical, operational, financial, and regulatory documentation.
Required Qualifications
- At least 10 years of progressively responsible experience in broadband, telecommunications, ISP operations, or fiber-network management.
- Demonstrated leadership experience with municipal, public-sector, utility, open-access, rural, or large commercial broadband networks.
- Experience operating or supporting fiber-to-the-premises, XPoN, middle-mile, last-mile, fixed-wireless, or comparable broadband infrastructure.
- Experience with high-capacity core networks, including 100 Gbps architecture or comparable carrier-grade environments.
- Knowledge of ISP network operations, service activation, monitoring, maintenance, outage response, customer support, and billing processes.
- Understanding of New York telecommunications requirements, including Certificates of Public Convenience and Necessity, tariffs, and Public Service Commission requirements.
- Experience coordinating central-office equipment, carrier interconnections, customer-premises equipment, and network electronics.
- Experience managing multidisciplinary teams involving engineers, field technicians, construction contractors, vendors, government officials, and community stakeholders.
- Experience preparing technical plans, budgets, schedules, performance reports, and executive-level presentations.
- Strong knowledge of network security, operational resilience, incident response, business continuity, and disaster recovery.
- Ability to document comparable public-sector or municipal broadband projects and provide professional references.
- Strong written, verbal, analytical, organizational, and stakeholder-management skills.
- Authorization to work in the United States.
- Ability to travel to Oswego County and other New York locations when required.
Preferred Qualifications
- Experience with the New York State ConnectAll Municipal Infrastructure Program or another state or federally funded broadband program.
- Experience supporting rural broadband expansion and unserved or underserved communities.
- Knowledge of federal and state broadband-grant reporting requirements.
- Experience with pole attachments, Dig Safe New York, fiber restoration, optical-fiber assignments, dark-fiber leases, and IRUs.
- Experience developing affordable-service plans and marketing strategies for residential and commercial subscribers.
- Experience working with county or municipal governments in New York State.
- Existing professional relationships within the New York telecommunications and broadband ecosystem.
- Relevant credentials in networking, telecommunications, cybersecurity, project management, or broadband engineering.
Location and Schedule
This position is associated with a potential project in Oswego County, New York. The work arrangement may be hybrid, with remote planning and reporting combined with onsite meetings, central-office visits, network inspections, testing, and implementation support.
Candidates located within approximately two hours of Oswego County are preferred. Other qualified candidates must be willing and able to travel as project requirements dictate.
