POSITION SUMMARY:
This position is responsible for technology-based tasks associated with the processing of Body Worn Camera video/audio rand other digital evidence records. Responding to requests for criminal justice records in compliance with Maryland Public Information Act (PIA), Federal Freedom of Information Act (FOIA), and other record release laws and regulations. This position is responsible for the collection, categorization, review, redaction, release, and retention of criminal justice records.
STARTING SALARY HIRING RANGE:
$30.31 - $32.22
$63,034 - $67,018
*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*
CLASS DESCRIPTION:
Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support, public information, and purchasing.
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months*
Digital Evidence Management:
-
Ensure all body-worn camera footage and other digital evidence is properly cataloged, tagged, filed, and easily accessed and cross-referenced with case files.
-
Operate computer systems to enter, retrieve, review, and redact videos and other digital records.
-
Verify accuracy of entered data and make necessary corrections.
-
Complete the expungement process for Body-Worn Camera footage and other digital evidence in compliance with court orders.
Records Management and Compliance:
-
Maintain records management security protocols and confidentiality.
-
Complete various record management processes and ensure accurate and complete resolution of assigned tasks.
-
Maintain the confidentiality and integrity of sensitive information and records.
Legal and Public Records Processing:
-
Process subpoenas and State’s Attorney’s Office requests for police department records, including video/audio recordings and other criminal justice records, within required deadlines.
-
Process requests for video/audio and other criminal justice records in compliance with Maryland PIA, FOIA, and other applicable laws.
Communication and Customer Service:
-
Review incoming correspondence and prepare appropriate replies.
-
Receive, investigate, and resolve complaints as necessary.
-
Respond to inquiries and explain regulations, procedures, policies, and applicable laws within appropriate time frames.
General Administrative Duties:
-
Utilize word processing, database, video/audio applications, and other software programs as required.

Performs general clerical tasks, which may include answering telephone calls, entering data into a computer, making copies, sending/receiving faxes, filing documentation, or prepares outgoing mail/packages, or receiving incoming mail.

Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
This position has no supervisory responsibilities.
Bachelor's Degree and one (1) year of related experience or an equivalent combination of education and experience.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
Possession of a valid driver's license.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Experience and knowledge in administering the Maryland Public Information Act, Federal Freedom of Information Act, regulations regarding electronic records, protections applied to personal identifying information (PII), and other record/data release laws and regulations.

Demonstrated research capabilities, verbal, and written communication skills, and the ability to plan, organize, prioritize work assignments. Ability to prioritize and manage multiple tasks simultaneously and have the ability to adapt to changes in processes as necessary.

Understand and follow complex written and oral instructions and effectively apply proper technical solutions, policies, procedures and guidelines.

Must be able to demonstrate an understanding and compliance of departmental policies and laws governing body worn cameras, evidence submission, and public record laws. Ability to organize and maintain control over a secure and confidential records environment.

Ability to operate a computer to enter, retrieve, review or modify data; verify accuracy of entered data, redact, and make corrections; utilize word processing, database, video and audio programs, redaction software, digital rendering processes, or other programs. Knowledge of computerized records management systems and data extraction methods.
