About the Role

Keep engineering, drafting, and permitting moving as one pipeline — so construction starts on time.

USG Utility Solutions Group (USG) is a rapidly growing utility construction company specializing in fiber optic and other underground utilities throughout the Southeast.

We are seeking an experienced, full-time Engineering and Relocation Manager who is located in the Southeastern USA to oversee the engineering, drafting, and permitting departments and coordinate work across all three so clients receive timely, accurate deliverables. This role owns the handoff from design through permit approval and into construction, with a strong focus on utility relocation projects, project manager and client communication, and schedule discipline. Some travel across eastern USA will be needed.

Key Responsibilities

Oversee the engineering, drafting, and permitting departments; set priorities and hold each function accountable for quality and due dates.
Coordinate work among engineering, drafting, and permitting so projects flow cleanly from one stage to the next, with a complete handoff to construction once permitting is finished.
Lead utility coordination meetings for relocation projects and keep owners, engineers, and internal teams aligned on conflicts, design changes, and permit status.
Hold weekly conference calls with clients to provide clear status updates, flag risks early, and confirm upcoming milestones.
Ensure client engineering projects are completed to the agreed schedule; re-sequence work when deadlines or field conditions change.
Prioritize the project queue based on contractual deadlines, client urgency, permit lead times, and construction start dates.
Review roadway plans and related civil drawings to identify utility conflicts, right-of-way constraints, and design requirements.
Use Google Earth, Microsoft, and Google platforms to support route review, exhibit preparation, client communication, and project tracking.
Support design and documentation quality using AutoCAD, Trimble, and Smartsheet; drive consistent use of shared trackers and dashboards.
Track permit applications, comments, resubmittals, and approvals; escalate stalled jurisdictions before they impact construction.
Confirm that issued packages (plans, exhibits, quantities, and permit conditions) are complete, constructible, and ready for field execution.
Support Project Managers and field leadership so permitted work is clearly scoped before crews mobilize.
Identify design, right-of-way, and permitting risks early; develop mitigation plans and drive resolution with clients and agencies.
Coach department staff, set expectations, and improve handoff quality between engineering, drafting, permitting, and construction.
Travel throughout the Southeast as needed for client meetings, utility coordination, site reviews, and jurisdictional follow-up.

What Success Looks Like in the First Year

Engineering, drafting, and permitting operate as one coordinated workflow rather than three separate queues.
Client projects are completed to committed schedules, with weekly status calls that clients trust and few last-minute surprises.
Utility relocation coordination meetings are well prepared, documented, and followed by timely design or permit action.
Permitted packages hand off to construction complete and constructible, reducing rework and idle field time.
Project priorities stay visible and current so the highest-urgency work is always at the front of the line.
Smartsheet (or an equivalent tracker) is used for live status, permit logs, and department workload that leadership can rely on.
At least one measurable process improvement is implemented in scheduling, documentation, inter-department handoff, or client reporting — and the company continues to use it.

Required Qualifications

5+ years of progressive experience in utility, civil, or infrastructure engineering, design coordination, or project management, including work on relocation or permitting-driven projects.
Demonstrated ability to oversee or coordinate engineering, drafting, and permitting work through a complete pre-construction cycle.
Working knowledge of roadway plan reading and underground utility design/relocation concepts.
Proficiency with Google Earth and Microsoft and Google platforms (Docs, Sheets, Drive, Outlook/Gmail, and related tools).
Ability to prioritize a multi-project workload by deadline and urgency and keep several departments aligned.
Strong written and verbal communication skills, including client-facing status meetings and utility coordination.
Valid driver’s license and ability to travel regularly across the Southeast (SC, NC, TN, GA, FL).
Ability to work in a fast-paced contractor environment and manage competing client demands.

Preferred Qualifications

Equivalent combination of education and experience in Civil Engineering, Construction Management, or a related field
Hands-on experience with AutoCAD, Trimble, and Smartsheet.
Experience with public utility, municipal, or DOT relocation and permitting processes in the Southeast.
Familiarity with utility locating, as-built documentation, GPS/survey coordination, and right-of-way constraints.
Prior leadership of designers, drafters, permit coordinators, or a small technical department.
Experience in a small-to-mid-size utility or infrastructure contractor environment.
