Public Health Program Specialist
Full-Time
Location: McCracken County Health Center
Schedule: Monday – Friday
Pay Range: $17.04 – $21.19/hr
Position Overview
The Public Health Program Specialist serves as a subject matter expert in an assigned program area within a local health department setting. This position will have a focus on emergency public health preparedness and is responsible for developing program procedures, monitoring program effectiveness, and interpreting program requirements for staff and the general public.
The role reviews program reports and expenditures to determine financial status, ensures compliance with applicable laws, regulations, and policies, and supports overall program planning, implementation, and evaluation. This position also serves as a liaison with funding authorities and internal fiscal staff to support program accountability and performance.
Primary Responsibilities
Program Planning & Management
- Establish program goals and objectives within assigned program area
- Monitor program effectiveness and identify gaps in service delivery
- Develop and implement procedures, processes, and corrective action plans
- Participate in program planning, evaluation, and continuous improvement efforts
Compliance & Reporting
- Review program records, reports, and data submissions for accuracy and compliance
- Prepare reports, summaries, and analyses for internal and external stakeholders
- Ensure adherence to applicable laws, regulations, policies, and funding requirements
- Serve as liaison with funding agencies and departmental fiscal staff
Training & Technical Assistance
- Train staff on program procedures, policies, and best practices
- Provide technical assistance and guidance to staff and partner agencies
- Interpret program requirements, policies, and regulatory guidance
- Develop and distribute program materials and informational resources
Outreach & Coordination
- Conduct educational outreach activities related to assigned program area
- Present and facilitate trainings, meetings, and educational sessions
- Promote use of training systems (e.g., TRAIN Learning Management System)
- Attend required meetings and collaborate with internal and external partners
Minimum Qualifications
Education:
Bachelor’s Degree required
Experience:
None required
Substitution Clause:
High school diploma or GED and five (5) years of combined education and experience in a public/community health or health-related field demonstrating required knowledge, skills, and abilities may substitute for the required education
- Ability to analyze program data, reports, and expenditures
- Strong communication, presentation, and training skills
- Ability to interpret and apply policies, procedures, and regulations
- Strong organizational and problem-solving skills
- Ability to work independently with minimal supervision
- Proficiency in basic reporting and administrative systems
Probationary Period:
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
