Summary:
Applicant must possess a master’s or doctorate degree from an accredited school that fulfills the academic requirement for Master’s degree in Social Work, Marriage and Family Therapy, Counseling, or Dr. of Psychology, from an accredited college or university. Candidates must possess a current, active, and unrestricted California license as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC), or be registered with the California Board of Behavioral Sciences (BBS) as an Associate Clinical Social Worker (ASW), Associate Marriage and Family Therapist (AMFT), Associate Professional Clinical Counselor (APCC), Licensed Psychologist or Associate Psychologist and working toward full licensure. Eligibility to accumulate clinical hours toward full licensure and be qualified to be licensed within two years of employment under appropriate clinical supervision. Behavioral health experience with integrated care and/or primary care is preferred. Candidates must demonstrate knowledge of behavioral health assessment, diagnosis, treatment planning, and evidence-based therapeutic interventions. Experience providing behavioral health services in a community health, primary care, or integrated care setting is preferred. Must have or willing to obtain CPR (BLS Provider) certification through the American Heart Association (AHA) or the American Red Cross. Certification may be obtained prior to orientation. A valid California Driver’s License with a safe driving record, DMV record required. Must be insurable by the program’s insurance carrier. The focus of the position is to integrate care for patients between medical and behavioral health services, working closely with both departments. The Integrated Care Clinician will be responsible for monitoring pre-visit medical screens, provide brief evaluation and intervention, including suicide risk assessment, and will refer to BHS for follow up treatment and case management. Under the direction and supervision of the Director of Behavioral Health, the Integrated Care Clinician of this agency is required to provide both direct services and specialized supportive services to children and adults. Must have the ability to work a variable schedule to meet the client and program needs. Must be able to work with the Indian Community, and be sensitive to the Indian Culture and its needs.
Major Duties and Responsibilities:
Duties of this position include, but are not limited to the following:
1. Develops and provides BHS treatment process for assigned clients.
- Assumes responsibility for a specific caseload of clients assigned by the clinical supervisor.
- Provides psychotherapy, counseling, and other behavioral health services (including individual, group, marital and family therapy) at all RSBCIHI clinics as assigned by the Clinical supervisor.
- Interviews, evaluates, and makes treatment recommendations for assigned clients based on the individual’s medical, psychological, social and chemical dependency/abuse needs.
2. Provides crisis mental health and chemical dependency/substance abuse intervention.
- Responds to crisis situations on an “as occurring” basis in the clinical setting. May be a “face to face” or telephone contact.
- Participates in the BHS Department “on-call” schedule as assigned.
3. Completes and maintains all client documents in a timely and effective manner.
- Ensures that all required RSBCIHI documentation and consents are completed prior to beginning the treatment process.
- Completes all clinical charting in the client’s chart/treatment record in a timely manner.
- Records client response to treatment and progress in a professional manner in the SOAP format.
- The “Problem List,” “Master Treatment Plan,” and “Mental Health History Form” are completed and in the client’s chart in a timely manner.
4. Involves client/family in treatment process, and provides appropriate treatment orientation to the client.
- Provides the client and family members information on treatment concepts, objectives and treatment goals.
- Develops the initial treatment plan in conjunction with the client, parent, or guardian.
- Involves the client, parent or guardian in all periodic updates of the treatment plan.
- Provides the client, parent or guardian with a clear understanding of the confidentiality guideline.
- Orients the client and family to the program schedule and RSBCIHI grievance processes when indicated.
- Encourages clients and their families in the following of medical treatment recommendations.
5. Responsible for referral of client to appropriate provider or outside service provider.
- Presents client needs to BHS professional clinical staffing for review and referral.
- Assists clients or families with necessary financial assistance referrals and eligibility determination.
- Discusses with client and makes appropriate professional and placement referrals in harmony with current BHS guidelines.
- When the client is involved with Chemical Dependency issues, refers client and/or client’s family to the Chemical Dependency Counselor assessment and treatment.
- Assists clients and/or agency and community health care professionals with referral and placement of the client in extended care facilities.
- Establishes and provides ongoing linkage between the agency and clients with community social resource agencies.
6. Child welfare issues.
- Reports all suspected cases of child abuse in a timely manner and actively follows up with the client and/or family.
- Presents all reported cases to the Child Protection Team.
- Is a proactive participant in Child Protection Team meetings, presenting and providing input regarding child welfare issues.
- Proactively involved in Behavioral Health Services prevention programs in the RSBCIHI catchment area communities.
- Coordinates with appropriate agencies for ongoing services of abused Indian children and their families.
- Coordinates with appropriate agencies the placement of Indian children needing foster or adoptive care.
7. Victimization Needs.
- Provides crisis and individual mental health and chemical dependency/substance abuse counseling to those clients identified as a victim of crime.
- Prioritizes schedule to accommodate referrals from Tribal Victim Services staff to assist with clients identified as a victim of crime.
- Provides referrals for appropriate resources (medical, substance use, resources specific for victimization).
- Meets regularly with Tribal Victim Services staff to discuss and improve upon services provided.
- Attend trainings that are specific for various types of victimization (domestic violence, sexual assault, Missing & Murdered Indigenous People, etc.)
- May provide presentations regarding mental health/substance abuse and victimization.
- Works alongside behavioral health staff to ensure mental health, substance abuse, and victimization referrals are being met.
- Must be able to complete objectives, reporting required by grant funding.
8. Provides ongoing treatment for the emotional needs of chemically dependent clients and/or their families.
- Works in conjunction with Chemical Dependency Counselors in providing treatment of the emotional needs of chemically dependent clients.
- In conjunction with Chemical Dependency Counselors, provides treatment to family members of chemically dependent clients to break the co dependency cycle and develop a positive family environment.
- Maintains a positive regard for and a working knowledge of AA/NA/AL-Anon and other 12-step support groups and programs.
9. Responsiveness to supervision.
- Actively seeks our supervision, using the supervisory process appropriately based on professional needs.
- Accepts supervisory guidance constructively, using the direction provided to enhance professional skills or employee performance.
10. Professional and administrative functions.
- Complete all required reports in a timely and acceptable manner.
- Demonstrates an ability to work effectively with minimal monitoring – a “self-starter.”
- Reinforces the philosophy of RSBCIHI in both professional and clinical areas, including conformance to existing policies regarding personal interests, time and dress codes.
- Proactively develops and promotes a working “team relationship” in the Behavioral Health Services Department and with other agency staff.
- Provides in-service training for other Behavioral Health Services staff or RSBCIHI departments as requested.
- Is proactive in promoting community knowledge of emotional and mental health problems.
- Conducts workshops and classes individually and in conjunction with other professional staff members relevant to the Indian communities.
- Assists with site visits by specific individuals or groups for orientation.
11. Other duties as assigned.
- Willingly accepts and performs as related administrative tasks as additionally assigned.
- Acceptance of other responsibilities as assigned.
Qualifications
Education:
Applicant must possess a master’s degree from an accredited school which fulfills the academic requirements as a licensed as a Clinical Social Worker, Clinical Counselor or as a Marriage, Family, and Child counselor.
Be registered with the Board of Behavioral Science Examiner.
Qualified to be licensed within two years of employment.
Licensed as a LCSW, LMFT or LPCC. Must have current and valid State of California license.
Experience:
Experience working with American Indian/Alaska Native populations preferred. Experience working with suicide risk evaluation, education, and supportive counseling preferred. If a recovering substance abuser, have maintained a minimum of four years of continued abstinence from mood-altering chemicals. If a recovering substance abuse family member (i.e., spouse, child), a minimum of four years of continued involvement in a recognized support system.
Certification:
CPR (BLS Provider) certification through the American Heart Association (AHA) or the American Red Cross. Certification may be obtained prior to orientation.
License:

Knowledge:
Demonstrate understanding of Native American communities, knowledge of family systems, and substance abuse12-step support systems. Social worker will be familiar with principles and techniques of social work and of the function of public social service agencies; socioeconomic and cultural factors which promote stable family life, and an understanding of the factors that affect family security; physical and mental illnesses and their impact on community organizations and the services they provide.
Ability to:
Function effectively as a clinician. Provide personal transportation. Work independently when required yet function as a team member with other agency staff. Work on a flexible schedule, which may include early or late shifts, or work on weekends as determined by the Behavior Health Services Director. Share professional knowledge with clinical staff and applying this knowledge to a wide range of complex and difficult cases involving children, adolescents and adults in individual or group counseling services.
Must be able to work with the Indian Community, and be sensitive to the Indian culture and its needs.
Skill:
Superior skill in working with other professionals such as The Department of Children’s Services, physicians, psychologists, nurses, lawyers, judges, educators and other related professionals such as Indian Child Welfare, and Indian Child and Family Services. Be able to apply the principles of general and/or child psychology and family relationships. Evaluate personal and psychological factors in the client and/or family’s situation. Possess clear and effective verbal and written communication skills.
Physical Demands:
Work is primarily performed in clinic office spaces, and may require the routine risks and discomforts of traveling. Exposure to contagious and infectious disease is a common risk. Work sometimes involves dealing with people and individuals that are uncooperative and/or hostile.
