Position Overview
The Business Development & Government Contracts Manager plays a key role in supporting company growth by identifying new project opportunities, developing strategic relationships, and managing the government contracting and bidding process from opportunity identification through contract award.
This position plays a critical role in securing new work by ensuring that bid opportunities are identified early, proposals are accurately prepared, submission requirements are met, and contracts are properly tracked throughout the procurement process.
The individual will actively monitor government, municipal, utility, and public procurement platforms; review solicitations including RFPs, RFQs, ITBs, and other contract opportunities; and coordinate closely with internal teams to develop competitive and compliant proposals.
This position serves as the primary point of coordination between opportunity identification and bid submission. While the company estimator is responsible for pricing and scope development, this role ensures all required documentation, certifications, forms, and submission requirements are completed accurately and submitted on time.
In addition to managing the bidding process, this role includes a strong business development component focused on building and maintaining relationships with municipalities, utility providers, engineering firms, contractors, and other key stakeholders. The successful candidate will help position the company for future opportunities by identifying upcoming projects, attending networking and pre-bid events, and maintaining visibility within the markets we serve.
While this is not a traditional retail sales position, it is a business development role focused on identifying opportunities, building relationships, and securing work through formal procurement and competitive bidding processes. Success in this position will be measured by the ability to identify viable opportunities, effectively manage multiple pursuits, maintain compliance, increase bid volume, strengthen industry relationships, and contribute to overall company growth.
Key Responsibilities:
Business Development
· Identify and pursue new government, municipal, utility, and public works opportunities.
· Build and maintain relationships with municipalities, utility companies, engineering firms, contractors, and industry partners.
· Attend networking events, industry meetings, pre-bid conferences, and project site walks.
· Research upcoming projects and procurement opportunities.
· Assist leadership in developing strategies to expand market presence and revenue growth.
· Maintain visibility within target markets and help position the company for future contract opportunities.
Government Contract & Bid Management
· Monitor procurement platforms such as SAM.gov, DemandStar, BidNet, Vendor Registry, local government portals, and utility procurement websites.
· Review and analyze solicitations including RFPs, RFQs, ITBs, and other procurement opportunities.
· Coordinate with estimators, operations staff, and leadership to gather information required for proposal development.
· Prepare, organize, and submit complete and compliant bid packages.
· Ensure all required documentation, licenses, certifications, insurance certificates, safety information, and supporting materials are included.
· Maintain bid calendars, submission schedules, and opportunity tracking logs.
· Track contract awards, renewals, and procurement deadlines.
· Ensure compliance with procurement requirements and submission procedures.
Administrative & Reporting
· Maintain accurate records of opportunities, bids, submissions, and contract activity.
· Develop and maintain bid tracking reports and performance metrics.
· Assist with post-bid follow-up and contract documentation.
· Provide regular updates to leadership regarding pipeline activity, upcoming opportunities, and bid status.
Qualifications
· Experience with government contracting, public procurement, business development, bidding, or proposal management.
· Strong understanding of RFP, RFQ, ITB, and public procurement processes.
· Experience using government bidding and procurement platforms such as SAM.gov, DemandStar, BidNet, Vendor Registry, or similar systems.
· Strong organizational skills with exceptional attention to detail.
· Ability to manage multiple deadlines and projects simultaneously.
· Excellent written and verbal communication skills.
· Ability to build professional relationships with public agencies, utility providers, contractors, and industry stakeholders.
· Proficiency with Microsoft Office Suite and business software applications.
· Construction, utility, infrastructure, site restoration, or public works experience preferred.
Preferred Qualifications
· Experience working with municipalities, utility providers, government agencies, or public works organizations.
· Knowledge of government contracting requirements and procurement regulations.
· Experience coordinating public sector, utility, or government bid submissions of varying sizes and complexity.
· Familiarity with construction estimating processes and project delivery methods.
Compensation & Benefits
Base Salary: $75,000 annually
Performance-Based Compensation:
In addition to the base salary, this position is eligible for commission and annual performance bonuses tied directly to company growth and contract awards.
Commission Program
· 5% commission on collected net profit generated from contracts directly sourced and secured by the employee
· Commission is paid after project completion and customer payment is received
· Significant earning potential for successful performers
Annual Performance Bonus
Annual bonus opportunities are based on total awarded revenue directly attributable to the employee's efforts:
· $5,000,000 - $9,999,999 awarded revenue: 0.50% bonus
· $10,000,000 - $19,999,999 awarded revenue: 0.75% bonus
· $20,000,000+ awarded revenue: 1.00% bonus
