Overview
The Water Treatment Plant Construction Manager / Superintendent is responsible for overseeing the construction, installation, and commissioning of water treatment plant facilities. This role manages field operations, coordinates subcontractors, ensures compliance with project specifications, and maintains safety, quality, schedule, and budget targets. The position works closely with engineers, contractors, and regulatory authorities to ensure the successful delivery of water infrastructure projects.
Key ResponsibilitiesConstruction Management
· Manage day-to-day field operations for water treatment plant construction projects.
· Coordinate all on-site construction activities including civil, structural, mechanical, electrical, and instrumentation work.
· Ensure work is completed according to approved engineering drawings, specifications, and project schedules.
· Monitor construction progress and adjust plans to meet project deadlines.
Contractor & Subcontractor Coordination
· Supervise and coordinate subcontractors, vendors, and suppliers.
· Conduct daily coordination meetings and site inspections.
· Review subcontractor work to ensure compliance with contract requirements.
· Resolve field conflicts and construction issues.
Quality Control
· Ensure construction complies with project specifications, codes, and industry standards.
· Oversee installation of major treatment systems such as:
- clarifiers
- filtration systems
- pumps and piping
- chemical feed systems
- instrumentation and controls
· Coordinate inspections and testing procedures.
Regulatory Compliance
· Ensure compliance with environmental and drinking water regulations such as those governed by the Environmental Protection Agency and the Safe Drinking Water Act.
· Coordinate required inspections with regulatory agencies and local authorities.
· Ensure proper documentation for permits and approvals.
Safety Management
· Enforce site safety policies and OSHA standards.
· Conduct safety meetings and ensure proper use of personal protective equipment.
· Identify and mitigate construction hazards.
Schedule & Budget Control
· Track project schedules and construction milestones.
· Coordinate material deliveries and equipment installation.
· Assist with project cost tracking and change order management.
Commissioning & Startup
· Support plant startup and commissioning activities.
· Coordinate equipment testing, system integration, and performance verification.
· Work with engineers and plant operators during facility handover.
· Ensure as-built documentation and operational manuals are completed.
Qualifications/Education
· Bachelor’s degree in Civil Engineering, Construction Management, Environmental
Engineering, or related field preferred.
Experience
· 7–10+ years of construction experience, preferably in:
o water treatment plants
o wastewater treatment plants
o large municipal infrastructure projects
· 3–5 years of supervisory or field management experience.
Certifications (Preferred)
· OSHA 30-Hour Construction Safety Certification
· Professional Engineer (PE) license
· Project Management Professional (PMP)
· Water or Wastewater Operator License (helpful for commissioning phase)

Work Environment
· Primarily field-based at active construction sites.

· Ability to walk construction sites and inspect installations.
· Ability to climb ladders and access elevated structures.
· Ability to lift moderate weights and work outdoors.

Pay: $120,000.00 - $175,000.00 per year
