JOB DESCRIPTION:
Position Summary:
Under the direction of the County Administrator directs, develops, and coordinates the financial management functions of the County. Financial management areas include; financial reporting, debt service, accounting, forecasting, budgeting, grants administration, general ledger, procurement, purchasing, payroll activities and staff supervision.
Essential Job Functions:
- To effectively manage the Finance Department operations, responsibilities and staff according to County policy and directives.
Duties and Responsibilities:
- Manage and direct the Finance Department, which is responsible for all accounting, payroll and financial support services
- Preparation of the annual audited financial statements
- Establish and oversee County budgets and department budget for proper reporting and accounting control
- Debt service management
- Prepare annual budget
- Maintenance and control of centralized, automated financial accounting system, such as Visions and other County used platforms
- Responsible for controlling, monitoring and recording all County assets
- Provides presentations at Board of Supervisor meetings
- Oversee Accounts Payable for all County Departments
- Supervise General Ledger entries
- Supervise monthly budget reconciliations
- Oversee grant management and grant applications
- Supervise Finance department staff
- Administer payroll for County employees through the County’s payroll vendor
Minimum Job Requirements:
- Bachelor’s degree in Accounting or Finance or the equivalent combination of education, experience and training which provides the desired knowledge, skills and abilities
Required Knowledge, Skill & Ability:
- Accounting principles, practice and methods
- Arizona Auditor General’s Uniform Accounting Manual for Arizona Counties (UAMAC)
- Uniform Expenditures Reporting System (UERS)
- Forecasting and budgetary practices
- Data processing as it relates to accounting records applications
- Perform highly difficult technical accounting work
- Analyze and solve problems
- Plan, organize and supervise
- Respond to inquiries or complaints from County personnel, residents, regulatory agencies, audit firms and members of the business community in regards to Finance Department issues
- Communicate effective verbally and in writing.
- Public presentations of Financial information
- Ability to operate office equipment including computer, copy machine, fax, and telephone
- Remain sitting for extended periods
- Perform repetitive hand, wrist, elbow and shoulder motion for office and computer work
- Requires visual ability for computer work, hearing and speech ability for ordinary conversations and in a group environment
Preferred Knowledge, Skill & Ability:
- Four (4) years of accounting experience in the public/private sector
- CPA, MBA and/or CGFM certification
