Broad Scope of Duties
The Intake/Leasing Agent accepts and processes applications for the Parsons Housing Authority and leases public housing units. This position assists the Executive Director in day‑to‑day operations, conducts annual and interim resident re‑certifications, prepares and explains leases and amendments, initiates termination procedures and attends court hearings when necessary, meets with residents and/or service providers to address rule infractions, and works toward problem resolution. The position also provides front‑desk and administrative support and may assist with inspections, pest control access, and other field duties as assigned.

Major Duties
Leasing & Admissions
- Interviews applicants for public housing assistance and assists them in completing required application and declaration forms. Obtains information from previous landlords, professional references, employers, banking institutions, criminal background sources, and other agencies as needed. Evaluates eligibility factors in accordance with established criteria, HUD regulations, and the Admissions and Continued Occupancy Policy (ACOP). Maintains client records and files; documents and verifies client changes; monitors annual participant activities to ensure timely completion; conducts annual and interim reexaminations. Completes accurate data entry for HUD reporting; creates reports, gathers and computes information, and prepares related notices and documents. Compiles and maintains resident information; enforces dwelling leases and applicable Federal, State, and Local regulations. Computes tenant rent and applicable program allowances and determines continuation, modification, or termination of assistance. Works with the Maintenance Head to ensure units are ready for occupancy and explains tenant responsibilities for the unit. Prepares and types forms and documents required by Federal, State, and Local agencies; responds to correspondence requesting program information. Interprets program regulations and related materials for applicants, residents, and the general public. Conducts meetings with applicants, participants, and staff; facilitates discussions to resolve issues within program rules.
Administrative & Reception Duties
- Provides courteous, confidential customer service; determines needs and directs individuals to appropriate resources. Answers inquiries in person, by telephone, email, or other communication methods. Promptly and professionally receives and directs telephone calls and visitors. Collects, sorts, and distributes incoming mail; prepares and posts outgoing mail, including certified/overnight/return‑receipt items; delivers mail to the post office as directed. Signs for deliveries and notifies recipients. Inputs tracked information into Excel spreadsheets. Maintains property, tenant, and accounts payable files. Copies and distributes monthly newsletters; posts resident notices; maintains bulletin boards and community calendars. Performs accounting functions such as accounts payable, payroll, and receivables; accepts and posts rent payments. Handles confidential information in a discreet and professional manner.
Resident Services & Community Support
- Assists applicants with housing applications, checks for completeness, answers questions, and provides program information. Develops and maintains knowledge of community resources; provides referrals and follow‑up. Meets with residents, families, and service providers to discuss concerns and support compliance with program rules.
Support Duties (As Assigned)
- Assists with unit inspections for documentation and access. Accompanies pest control staff for access purposes as directed by the Executive Director. Supports unit turnover readiness and other field tasks necessary for program operations.
General
- Completes project resource requirements, sets priorities, and develops realistic implementation plans. Attends meetings, trainings, and seminars as directed by the Executive Director. Notifies supervisors within 30 minutes of start time regarding absences or delays; updates other reception staff as needed. Performs related duties and tasks as assigned by the Executive Director.
Job Requirements
Education and Experience
Associate degree in business administration, accounting, public administration, or related field preferred; or three (3) to five (5) years of diversified office experience; or experience working with Public Housing programs or as a Certified Occupancy Specialist.
Must obtain Eligibility/Occupancy Certification and/or Public Housing Manager certification from a HUD‑approved organization within one year of appointment. Must be bondable.
Knowledge, Skills, and Abilities
- Effective interviewing methods and techniques for collecting financial and personal data. Ability to interpret and implement procedures, processes, and approaches in rental property management. Working knowledge of Federal, State, and Local statutes, rules, regulations, policies, and procedures pertaining to Public Housing. Skilled in Microsoft Word, Excel, PowerPoint, and related software systems. Ability to interpret and implement policies and procedures provided in written or oral formats. Ability to work independently, effectively, and efficiently in stressful situations. Ability to interact professionally with employees, residents, and the general public. Skilled in standard office practices, procedures, and equipment. Ability to determine tenant eligibility using established policies and regulations. Ability to gather, analyze, and compile data for monthly management reports to HUD. Working knowledge of modern accounting practices, including GAAP principles.
Special Qualifications
Must maintain a valid Kansas driver’s license and a satisfactory driving record when driving on Housing Authority business.
