The Cy-Fair Fire Department is seeking a knowledgeable, organized, and highly professional Captain – Professional Standards to support the Department’s policy governance, compliance, and professional standards programs under the direction of the Deputy Chief – Professional Standards. This position plays a vital role in ensuring Department policies, procedures, guidelines, directives, and administrative documents remain current, consistent, well organized, and aligned with Department operations.
The Captain – Professional Standards manages the day-to-day technical and administrative work associated with policy research, drafting, editing, document control, compliance monitoring, committee coordination, credentialing records, promotional processes, and investigative file support. The position serves as a department resource for policy interpretation, version control, approval workflows, and professional standards documentation. The Captain – Professional Standards is appointed by the Fire Chief, reports to the Deputy Chief – Professional Standards and has no direct reports.

Salary:
Captain – Professional Standards: $46.13 hourly, commensurate with qualifications and experience.
Compensation and benefits are determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.
Schedule:
40-hour work week, with potential to remain on duty beyond scheduled hours, including evenings, weekends, emergency response requirements, policy committee meetings, investigations, promotional activities, and special projects as needed.

Role in the Professional Standards Operating Model
- The Captain – Professional Standards provides operational and technical support for policy management and compliance monitoring under the direction of the Deputy Chief.
- The Captain is responsible for performing the detailed work of researching, drafting, and editing policies to ensure they are current, non-duplicative, and aligned with Department operations.
- The Captain serves as a resource for documentation, version control, and meeting coordination for the policy committee and professional standards activities.
- The Captain shall ensure the administrative maintenance of investigative files, credentialing records, and compliance databases.
Essential Job Functions
Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety Guidelines, Personnel Handbook, Chief's Orders, and applicable local, state, and federal requirements.
Key Responsibilities:
- Assist with developing, researching, drafting, editing, reviewing, and updating Department policies, procedures, guidelines, directives, and administrative documents to ensure consistency, operational alignment, and elimination of overlapping or duplicative duties.
- Assist in developing and maintaining standardized policy templates, formatting standards, approval workflows, revision schedules, and document-control practices across the Department.
- Serve as a policy resource for Department leadership and personnel by providing guidance on the interpretation, application, consistency, and administrative requirements of Department policies.
- Maintain and organize the Department policy manual, including version control, revision histories, approval records, effective dates, archived documents, and distribution tracking.
- Evaluate the operational impact of proposed policy changes and recommend implementation strategies, communication plans, training needs, and effective dates.
- Coordinate policy committee activities, including meeting schedules, agendas, supporting materials, minutes, action items, and tracking of policy development and approval progress.
- Monitor changes in applicable laws, regulations, standards, accreditation requirements, and fire and EMS best practices; research their potential impact and recommend policy updates to the Deputy Chief.
- Assist with the development, implementation, coordination, documentation, and organization of promotional processes.
- Provide administrative and document-control support for internal investigations while maintaining strict confidentiality, case-file integrity, evidence organization, and appropriate records access.
- Maintain credentialing records, compliance databases, professional standards records, and other assigned administrative files accurately and securely.
- Prepare reports, metrics, dashboards, summaries, and status updates regarding policy compliance, policy review cycles, revision progress, credentialing, and assigned professional standards initiatives.
- Collaborate with leaders and personnel across divisions to identify policy gaps, conflicting requirements, duplicated responsibilities, and opportunities for process improvement.
- Assist with professional standards projects, compliance reviews, audits, research assignments, meeting coordination, and related Department initiatives.
- Present policy recommendations, findings, and status reports clearly and professionally to senior leadership, elected officials, boards, committees, and employee groups when assigned.
- Exercise sound judgment, discretion, independent problem-solving, and collaborative decision-making when addressing sensitive policy, compliance, investigative, and personnel matters.
- Perform required duties under the Department’s disaster response plan.
- Perform additional duties as assigned.
Qualifications:
- Any combination of education and experience that would likely provide the required knowledge, skills, and abilities may be considered.
- Minimum of seven (7) years of fire and/or emergency medical services experience, including at least two (2) years of supervisory experience.
- Associate degree from an accredited college or university in business administration, public administration, community or public health, fire and emergency services administration, or a related field is preferred.
- Bachelor’s degree from an accredited college or university in a related field is preferred.
- Experience researching, drafting, editing, implementing, or maintaining organizational policies, procedures, guidelines, or administrative directives is preferred.
- Experience supporting investigations, compliance programs, accreditation, promotional processes, credentialing, records management, or professional standards activities is preferred.
- Experience in fire service operations, emergency medical services, personnel management, project coordination, or public-sector administration is preferred.
Certifications:
- Valid Texas driver’s license with an acceptable driving record.
- Current American Heart Association CPR certification, or the ability to obtain within thirty (30) days of appointment.
- Complete NIMS ICS-100, ICS-200, IS-700, and IS-800.
- Current Texas Department of State Health Services Emergency Medical Technician certification or higher, in good standing.
- Additional relevant credentials in human resources management, incident safety, investigations, EMS instruction, fire and life safety education, compliance, accreditation, or related fields are highly desirable.

- Strong project-management and organizational skills to track policy revisions, deadlines, review schedules, committee actions, and approval workflows.
- Ability to research and draft clear, accurate, consistent, and operationally sound Department policies, procedures, guidelines, directives, and administrative documents.
- Ability to evaluate the operational impact of proposed policy changes and recommend implementation strategies, training requirements, communication plans, and appropriate controls.
- Ability to analyze complex issues, identify gaps or overlapping responsibilities, apply sound judgment, and recommend practical solutions.
- Ability to communicate complex topics clearly and professionally in writing and verbally to diverse audiences.
- Ability to present recommendations and information to senior leadership, elected officials, boards, committees, supervisors, and employee groups.
- Ability to work collaboratively across divisions and establish effective working relationships with leadership, personnel, external agencies, vendors, and the public.
- Ability to manage sensitive information with discretion; maintain confidentiality, professional integrity, and objective documentation in all situations.
- Ability to adapt quickly to changing circumstances, priorities, operational demands, and legal or regulatory requirements.

- Proficiency with standard office equipment, Microsoft Office applications, electronic records systems, databases, and document-management tools.

Work Environment & Physical Requirements:
- Duties involve balancing office-based administrative work with field presence at fire stations, Department facilities, external meetings, and other operational locations.
- Prolonged periods of sitting, reading, writing, policy review, computer work, data entry, and administrative duties may be required.
- Requires the ability to handle and operate standard office equipment, computers, electronic records systems, and document-management tools efficiently.
- Requires travel to various fire stations, Department facilities, and external meetings.
- May require facility and equipment inspections involving standing, walking, bending, climbing stairs, and navigating uneven terrain.
- Must be able to periodically complete required physical-fitness testing to maintain operational readiness and credibility.
- May be required to work under pressure with frequent interruptions and to respond after normal business hours, including evenings, weekends, emergency situations, investigations, meetings, or special projects.
